Coronavirus and cash
One topic I never expected to be addressing as the U.S. newsletter's lead is the coronavirus. But as many of you are experiencing, as well, we are receiving lots of calls about events and other activities that might be impacted.
Out of concerns for our members and being cognizant of restrictions placed on participants, we have been forced to move our Canada conference to September, 2020. At this point in time, the U.S. Security conference is expected to proceed as scheduled in June. And our Washington, DC Fly-in scheduled for next week is being pushed back to late July. Members will be updated quickly and regularly on these and other changes.
The other topic that is coming up again in conjunction with this story is the risk posed by "dirty cash". I tend to point those bringing up the topic to an article last year that quoted a LendEDU.com study, which found that "credit and debit cards have more germs than cash and train station urinals". Similar articles have popped up from as far back as 2013.
Almost any surface can contain coronavirus, but ATMs and cash certainly don't represent a higher risk than the door handles, countertops, stair rails and elevator buttons, that hundreds of people may be touching every day. ATMIA recommends that ATMs be included in the cleaning and deep-cleaning procedures being instituted by retail locations and financial institutions everywhere. And that we all do the best we can to follow the recommendations of the experts as we go about our daily routines.

New cashless ban activityThe level of activity surrounding bans on cashless retail establishments continues at a rapid pace. Minnesota became the latest state to propose such a ban. The ban proposed in New Hampshire continues to make progress - additional hearings are scheduled. Unfortunately, the ban proposed in Oregon has again failed upon adjournment.
There is no additional news yet on when New York Mayor Mayor Bill De Blasio will sign the bill passed by the City Council in January. The bill would make New York the largest city to require that retail establishments accept cash as a form of payment. The original proposal to ban cashless retail establishments in New York City was introduced more than a year ago.

Washington, DC Fly-in rescheduled due to coronavirus concerns
Until late last week, it appeared that appointments next week on Capitol Hill would remain in place. In the last few days, however, that prospect has become more and more uncertain. The possibility that we could find ourselves in DC ready for our appointments, only to have Congress and the Senate declare a recess, was becoming more real. And we did not want to take the chance of putting our members in that position.
Therefore, the Washington, DC Fly-in has been rescheduled for July 23rd.
ATMIA U.S. Executive Director, David Tente, has reached out to Senator Cramer's office, offering ATMIA's support for the No Red and No Blue Banks Act and the Freedom Financing Act, which are intended, in part, to finally eliminate the lingering impact of "Operation Choke Point". Appointments will be reconfirmed with Senator Cramer, as well as Senator Tim Scott's office - another supporter of a resolution to the bank account closure issue.
Participants are also encouraged to attend a strategy meeting at 5:00pm ET on Wednesday, July 22 at the Hyatt Regency, Washington, DC. Since DC hotels tend to fill up well in advance of planned arrival dates, it is recommended that anyone planning to attend reserve a room now. There is typically no charge for cancellations made within three days of your scheduled arrival.

ATMIA's David Tente talks ATMs with WGN Radio's John WilliamsA recent spate of ATM thefts in the Chicago area sparked calls into John Williams' morning talk show on WGN Radio in Chicago last month. When a listener told John that some ATMs were able to shred the cash inside if they were tipped over or stolen, he decided it was time to reach out to someone more knowledgeable about ATMs.
The show's producer contacted ATMIA member NationalLink with a request for an on-air interview. Herman Trejo. Director, Sales, thought the request would be better handled by ATMIA, on behalf of the industry, and forwarded it on to U.S. Executive Director, David Tente.
David joined the program for a 16-minute segment that included handling a number of caller questions. WGN has kindly provided a podcast link to David's interview.
Topics covered included different types of ATM crime – and many were the types of questions a typical consumer might ask about ATM operation and ownership.

How is your Win10 migration project coming along?Microsoft’s January 2020 support deadline for Windows 7 has now passed - as of yesterday. It requires the ATM industry to consider a path forward for the ATM OS. The ATMIA commissioned this White Paper to assess the potential migration to Windows 10, while also embracing the Next Gen ATM architecture.
While Next Gen ATM architecture is designed to be OS-agnostic, a Windows 10 upgrade leaves little choice but to migrate to Windows 10 IOT Enterprise, considered the only real option for a mainstream ATM industry migration. With the support deadline for Windows 7 now behind us, the question is how to migrate to both Windows 10 and Next Gen ATM architecture.
The research for this White Paper included interviews with four large
banks, three hardware manufacturers, two software suppliers, a non-ATM
industry software provider and a new OS provider. During the review,
further comments were provided to fine-tune the key findings and
recommendations.

U.S. security conference registration now open The conference website and online registration are now available. Interest in this new event is quite high and exhibitors have already signed up to secure their place in the exhibit hall. Sponsorship opportunities are also available.
ATMIA and ASA (the ATM Security Association) will jointly host this new conference for the ATM industry. Minneapolis, MN is the venue – June 10 & 11 are the dates. Although the program will primarily address U.S. market concerns, many new forms of attacks are “beta-tested” by criminals in other countries – which is why we will also incorporate emerging threats into the program, wherever they might be across the globe.
Our educational program will include financial institution and independent ATM deployers, law enforcement, manufacturers, and technology and service providers. Learn more about emerging security threats, as well as new strategies for battling the familiar ones.

Upcoming committee meetings
Financial Institution ATM Deployer Forum The FI ATM Deployer Forum group meets every-other-month (odd numbered months), on the third Friday at 2:00pm ET and is limited to financial institution ATM deployers. It meets next on Thursday, March 20 at 2:00pm EST. Meeting invitations will be sent to all committee members.
Independent ATM Deployers (IAD) Committee All IADs and their providers are welcome to participate in the IAD Committee, which meets bimonthly. The next meeting is scheduled for Tuesday, April 14 at 11:00pm EDT. Meeting invitations will be sent to all committee members.
Government Relations Committee (GRC) The GRC meets regularly to discuss regulatory and compliance issues affecting the industry, from federal, state, and local governments. It meets next on Thursday, April 23 at 11:00am EDT. Meeting invitations will be sent to all committee members.
