Coronavirus daily updates and more  

With reports from independent operators that up to 95% of some fleets are currently inaccessible, ATMIA is deeply concerned about its members and helping them through these challenging times.  We responded very quickly to the "need to know" by standing up a Coronavirus alerts and updates page on our website.  And broke the news that DHS had included ATM operators on the list of essential workers.
We continue to see the spread of misinformation in the vacuum created by a lack of definitive scientific knowledge about how this deadly new virus behaves and how it can finally be contained. Some reports and agencies are using pseudo-science to spread a negative message about not using cash during the epidemic. in response, many of the central banks are issuing statements supporting the continued use of cash.  It is no more “dirty” than most surfaces in our daily lives, from door knobs to touchscreens, from handrails in trains and buses to tables in restaurants and pubs. Any physical object has surfaces which can potentially become contaminated by germs or even a virus. 
Since the impact of the pandemic varies from state to state, ATMIA is posting daily updates on how the states are dealing with these issues.  This is being done in conjunction with our Stateside Associates relationship for legislative alerts.  Reports are typically updated in mid-afternoon and posted as quickly as possible.  The initial report for each week is also posted to social media.
Finally, ATMIA is conducting a survey to learn your concerns, recommendations, and pain points arising from the current pandemic.  We also want to help our members plan for the post-pandemic environment, so that the ATM industry can emerge from the crisis and hit the ground running when the recovery kicks in.  Click this link to take the survey.

New cashless ban activity

There has been quite a spate of cashless activity since the beginning of the year.  Minnesota became the most recent state to introduce a bill on March 3, requiring retail establishments to accept cash.  However, it does have a few caveats.  Those retailers are not required to accept note denominations greater than $20.  And any establishment that “provides a device on premises that converts cash into a prepaid card” is exempt, as long as the fee to use the device is not more than $1 and the minimum balance is not greater than $1.  Telephone, mail, and internet transactions are exempt, which is reasonable and quite common.
The New Hampshire bill has seen some movement, but ended up being referred for further study.  The measure introduced in Oregon last year was taken up again in January; passed by the House and made it out of committee in the Senate; but then failed upon adjournment.
Washington, DC scheduled a hearing on a cashless measure that was introduced last year.  Also in February, a new bill was introduced in the California State Senate to require acceptance of cash by retail establishments.  Connecticut’s bill has seen no further activity since being introduced.
There are no further updates to provide on progress in Congress on H.R 2650, the Payment Choice Act, but members are asked to encourage their local representatives to co-sponsor the bill.

Washington, DC Fly-in rescheduled due to the pandemic

Earlier last month, it appeared that appointments on Capitol Hill for the March 25 Fly-in would remain in place.  However, the prospects become more and more uncertain and we did not want to take the chance of putting our members at risk.
Therefore, the Washington, DC Fly-in has been rescheduled for July 23rd.
ATMIA U.S. Executive Director, David Tente, has reached out to Senator Cramer's office, offering ATMIA's support for the No Red and No Blue Banks Act and the Freedom Financing Act, which are intended, in part, to finally eliminate the lingering impact of "Operation Choke Point". Appointments have been reconfirmed with Senator Cramer, as well as Senator Tim Scott's office - another supporter of a resolution to the bank account closure issue.
Participants are also encouraged to attend a strategy meeting at 5:00pm ET on Wednesday, July 22 at the Hyatt Regency, Washington, DC.  Since DC hotels tend to fill up well in advance of planned arrival dates, it is recommended that anyone planning to attend reserve a room now.  There is typically no charge for cancellations made within three days of your scheduled arrival.

Posting White Papers to the ATMIA website is usually a benefit reserved for members at Board level and higher.  During the month of April this year, however, any member in good standing can submit a White Paper for consideration.

Committee Elections

Two of ATMIA USA's regular committee groups have co-chair election activity to announce.

Government Relations Committee

The U.S. GRC held elections for new co-chairs last month.  We are pleased to announce that Jack Ford,, Attorney, was re-elected to another two-year term.  Jack has been very active in the GRC for quite some time.  John Hagy, SVP, Head of Government and Industry Relations, for MetaBank was also elected to a two-year term.  John spends most of his time in Washington, DC.

IAD Committee

ATMIA USA would like to thank Jeff Hayes and Jason Zubik for their dedication, expertise, and time as Co-chairs of the IAD Committee over the past two years.  They have done an excellent job of leading that group and serving our IAD members.
A Call for Nominations for IAD Co-chairs will be sent out to committee membership within the next week, followed shortly by an election.  Committee members may self-nominate.  It is expected that new co-chairs will be announced in advance of the next IAD Committee meeting on June 23, 2020.

U.S. security conference re-scheduled for early September

ATMIA and ASA (the ATM Security Association) will jointly host this new conference for the ATM industry, which has now been rescheduled for September 1 - 2, 2020.  Minneapolis, MN is still the venue. 
Although the program will primarily address U.S. market concerns, many new forms of attacks are “beta-tested” by criminals in other countries – which is why we will also incorporate emerging threats into the program, wherever they might be.

Government Relations Committee (GRC)

The GRC meets regularly to discuss regulatory and compliance issues affecting the industry, from federal, state, and local governments.  It meets next on Thursday, April 23 at 11:00am EDT.  Meeting invitations will be sent to all committee members. 

U.S. Regional Board

The U.S. Regional Board meets quarterly to discuss important issues, committee activities, and the financial health of the chapter. The next  meeting is scheduled for Wednesday, May 13 at 11:00am and is open to all U.S. board-level members.   

Financial Institution ATM Deployer Forum

The FI ATM Deployer Forum group is open to bank and credit union ATM deployers.  Beginning in May, it meets in odd numbered months, on the second Friday at 11:00am ET.  This is a change from the previous schedule.  Meeting invitations will be sent to all committee members.
