SENATE TO TAKE UP BLUEPRINT THIS WEEK

Senate Budget Committee Chair Lindsey Graham (R-SC) announced that his panel will meet Wednesday and Thursday to debate and vote on a proposed budget resolution. The text of the budget blueprint was released on Friday. The Senate's blueprint resolution directs nine committees to draft a reconciliation bill focusing on border control, military spending, and domestic energy production.

TEMPORARY RESTRAINING ORDER GRANTED IN FACE OF NIH NEW POLICY

The National Institutes of Health (NIH) released a revised policy late Friday that would cap the rate it would reimburse indirect research costs at 15 percent. On Monday, a group of 22 attorneys general sued to block the policy change, as well as three higher education associations and were granted a temporary restraining order (TRO) by Massachusetts District Judge Angel Kelley. The TRO stops the NIH from taking any steps to implement or enforce their new policy within the Plaintiff states until a further order is made by the Court. A hearing has been scheduled in the U.S. District Court for Massachusetts on Friday, February 21, at 10 a.m.

HOUSE EDUCATION COMMITTEE TO MARKUP BILLS THAT SEEK TO "CURB FOREIGN INFLUENCE"

The House Education and Workforce Committee will markup five education bills, including several measures aiming to curb foreign influence on college and K-12 campuses, on Wednesday. The list of bills includes last Congress' DETERRENT Act, which would greatly expand disclosure requirements under Section 117 of the Higher Education Act, which governs the disclosure of foreign gifts and contracts by institutions of higher education. House lawmakers last Congress approved the measure with a 246-170 bipartisan vote.
