🌟 This week, Congress returned from recess with a busy agenda. Both chambers have made progress on their versions of the FY24 National Defense Authorization Act (NDAA) as well as the FY24 appropriations bills.

Below are some of the highlights.

HOUSE VOTES ON NDAA TODAY

This week, the House commenced floor debate on its version of the FY24 NDAA, which culminated in a 219 – 210 vote in favor of final passage. The bill contains authorized funding levels for defense science and technology programs and contains several provisions and amendments dealing with research security issues and competition with China.

Meanwhile, the Senate will dive into the NDAA debate next week.

FY23 UPDATES

The House and Senate have held a slew of markups for the FY24 appropriations bills this week. As reported by POLITICO Pro, Senate appropriators aim to approve all 12 spending bills in committee before the August recess begins in two weeks. The committee is expected to take up the Transportation-HUD, Energy-Water and State-Foreign Operations measures next week. Here are some additional updates:

On Thursday, Senate appropriators unanimously approved their FY24 bill to fund the Treasury Department, IRS and other agencies, sending the $16.9 billion measure to the floor.
Senate also approved the FY24 Commerce, Justice, Science (CJS) bill yesterday and posted a summary of its bill, which includes $9.5 billion in flat funding for the National Science Foundation. The House CJS also posted its bill summary, which includes $9.6 billion for the NSF, a slight increase over FY23.
The House Appropriations Subcommittee on Labor-Health and Human Services-Education is marking up its FY24 funding bill, which is expected to keep the Pell Grant maximum award level at $7,395 but eliminate funding for Supplemental Educational Opportunity Grants and Federal-Work Study. The bill also provides $44.6 billion for the National Institutes of Health, a 6% cut from FY23 enacted level.
House Interior Appropriations Subcommittee released its spending bill for the FY24 Interior-EPA bill, which includes $186.3 million for the National Endowment for the Humanities, a 10% cut below FY 23 levels.

DEPARTMENT OF EDUCATION TO FORGIVE $39 BILLION IN STUDENT LOAN DEBT

This morning, the Department announced that it is forgiving $39 billion in student loan debt under the income-driven repayment (IDR) account adjustment. Borrowers need not take action to benefit from this account adjustment, unless for some reason they wish to opt out of the discharge. Those receiving forgiveness will have repayment on their loans paused until their discharge is fully processed.
