State Update
Creative Districts
The Urban Affairs held a hearing October 16 on State Senator's Megan Hunt's interim study LR126, which is examining community development issues, including art districts. 
Nebraskans for the Arts (NFTA), Nebraska Arts Council, and Benson First Friday provided information on how the arts can support the development of vibrant communities and enhance worker recruitment and retention. NFTA's testimony can be found here. The goal of the study is to help develop future legislative bills, so we will be monitoring this closely.
Art Therapist Licensing (LB422)
LB422, introduced in the last legislative session, is designed to protect Nebraskans by ensuring persons who perform art therapy have the education and experience requirements required by national and other states' standards. 
This bill is currently going through a "407" review at the Department of Health and Human Services, a process the Nebraska Legislature established to ensure there is a technical review of the need for such licensing of professions to protect the public.
HOW YOU CAN HELP: We are seeking testimonials and support letters from organizations, service providers, and citizens on how art therapy has benefited them. We need these by December 20. Information or questions can be sent to doug@nebraskansforthearts.org

Federal Update
Nebraskans for the Arts, in partnership with Americans for the Arts, had the opportunity to visit all five Nebraska Congressional delegation offices the week of October 28. We advocated for support of the House budget version for FY2020 funding of the National Endowment for the Arts.
We also advocated for support of the CREATE Act, and how its provisions would benefit the goals of the Blueprint Nebraska plan in supporting artists in bolstering local community development. For more background on this issue, here is a handout we provided.
We encourage you to contact our Senators and Representatives, via the ArtsAction portal, asking them to co-sponsor and support this important bill.
On October 31, the Senate overwhelminly passed their first fiscal year FY2020 bills, 84-9. The Senate Interior bill contained a $2 million increase for the NEA, and will need to be reconciled with the House bill which proposed a $12.5 million increase.
The path forward is unclear, however. The House and Senate must agree on subcommittee allocations for all 12 of the appropriations bills before moving toward a conference about the bills. Also looming is a continuting resolution (CR) to fund federal government operations past November 21.

Open Call for Artist Roster Applicants - Apply by December 1, 2019
NAC's Artist Roster helps nonprofit organizations and schools bring accomplished artists into communities, expanding access to the arts for people throughout Nebraska while ensuring that artists are paid for their work.
There are two rosters: the Artists in Schools/Communities roster of teaching artists, and the Nebraska Touring Program Roster of performing artists and art exhibitions.
Artists must apply in order to be considerted for either roster, and each roster has a separate application.
NAC is seeking applicants for its 2020 Individual Artist Fellowships in performing arts. The categories include: music/sound, choreography, theater/playwright, and filmmaking/screenwriting. The fellowshiop provides support through public recoginition and monetary awards of $1,000-$5,000.
