Engaging with Regulators at an International Level

As part of ATMIA’s Global Governmental Relations Committee (GRC) mission, regulatory trends and legislation which are likely to affect our industry are compared and analyzed across different regions and markets. The Global GRC engages with authorities and agencies such as at the Consumer Financial Protection Bureau, the UK Payments Regulator, the European Commission, the Federal Reserve, the Bank of England, as well as national governments and central banks. 
The list of international issues on our radar is extensive and we have a rolling agenda to ensure we monitor all these on-going matters. A few examples of the work the Global GRC is engaged in include:
       Assessing the impact of digital currencies like Bitcoin and the growth of Bitcoin ATMs;
       Monitoring Operation Choke Point, cyber security and data breach bills, and the Federal Reserve Faster Payment initiative;
       Putting forward the case for differential surcharging;
       Promoting direct charging and the option for merchant cash replenishment in Europe;

Whew! ATMIA Europe has been busy... super busy fighting to protect the ATM industry over the past months. Some of the recent activities include obtaining an agreement between the European Union's (EU) political institutions to exclude ATMs from the Payment Services Directive II, working to increase transparency of interchange rates, lift Visa, Inc. restrictions on Customer Preferred Currency (CPC) / Dynamic Currency Conversion (DCC), working to defeat anti-cash measures, educate lawmakers and so much more.

As part of its mission to serve as a voice for the ATM industry, ATMIA USA is actively engaged with a variety of industry and government bodies. 
Despite frequent predictions for the demise of cash, by a few pundits, it remains a key component of the payments ecosystem. ATMIA’s ongoing participation in these industry dialogues such as the Federal Reserve Faster Payment Task Force, the EMV Migration Forum and the U.S. Congressional Payments Caucuses ensures that the needs of our industry receive appropriate consideration.

Federal polling from a variety of sources show a virtual relative dead-heat among the three major political parties – Conservatives, Liberals, New Democrats – in the upcoming Federal general election set for Oct. 19.
Hill + Knowlton, our lobbying firm, believes there is a strong possibility the New Democrats Party (NDP) will announce plans to limit ATM fees in the coming weeks and that fees will become a Federal issue during 2016.

At an in-person ATMIA Africa member meeting in September, two new industry forums – the ATMIA Africa Regulatory Liaison Committee and the ATMIA Africa Technology & Banking Forum – were launched for the region to be co-chaired by Mike Lee and myself.
