3G Sunset - Avoid jumping out of the frying pan and into the fire

Cellular carriers are dismantling their 3G networks, forcing ATM operators to upgrade 3G modems within the next year-and-a-half. COVID-19 supply chain disruptions threaten ATM operators ability to upgrade 3G modems in time, which could result in thousands of ATMs going offline.
In this article we offer insights about why these supply chain delays are happening, how to try and avoid them, and what to look for to gain a competitive edge when upgrading wireless modems for use in ATMs.

Expect Delays

In the past, waiting until the last minute to update ATMs did not matter much. That’s because we were not in the middle of a global pandemic. Right now, fluctuations in market demand for products using electronic components like semiconductors and microchips has created major supply chain disruptions, with some manufacturers facing delays of 6 months or longer. Experts predict delivery time delays will continue into 2022 due to the high costs and complexity of increasing production of these components.
The impact of these delays is evident in the automotive industry with Ford, Kia Motors and General motors announcing reductions in production capacity and extending temporary closures of production plants. Companies who manufacture wireless modems for use in ATMs are competing with thousands of other companies around the world for the same components. Combined, these manufacturers are responsible for producing millions of new IoT devices that will replace older 3G versions.

Universal cash deposits

ATMIA has published a public position paper recommending the widespread adoption of Universal Cash Deposit systems and standards for ATM networks worldwide.
“Japan led the way with the first cash-recirculating ATM in 1982, and deposit-taking ATMs and recirculating ATMs are now quite popular,” commented Mike Lee, CEO of ATMIA and Chairperson of the Consortium for Next Gen ATMs. “However, with the number of bank branches continuing to decline in many countries, our industry needs to go up a gear to increase this functionality on a more standardised basis.”
The paper, which will be posted in the public domain and sent to regulators, promotes the position that Universal Cash Deposit for ATMs will assist communities and businesses in dealing with the decline in bank branches, while making cash itself more competitive in order to protect on-going access to cash for all demographic groups.
"As pointed out by Cash Essentials, deposit is a key element of access to cash, both for consumers but, more especially, for retailers and merchants, who need to deposit their cash into a bank account frequently and at a reasonable cost,” Lee added. “Otherwise, they might become reluctant to accept it on their premises as a form of payment.”

Legislative alert sponsorship available for 2022

For 2021, Cardtronics was the only member sponsor for the Stateside Associates monitoring services.  Since this is such an important benefit for all ATMIA members, ATMIA reallocated funds in order serve as the second sponsor.  It includes legislative alerts, regulatory (new law) alerts, and the ATM compliance portal.
The number varies a bit, but somewhere between 400 and 500 ATMIA members receive every alert throughout the year.  In a typical year, 250-300 alerts are sent out  which totals somewhere between 100,000 and 150,000 impressions!
Linked logos of both sponsors are displayed in the header of the email alert, along with a printed link at the bottom of the message.  Sponsors also receive multiple mentions for their support in the this newsletter, during meetings, and in news items generated by Stateside activity.
This is a great opportunity to give your organization additional and repetitive visibility to a significant segment of our membership.

Local and State advocacy updates


Bans on Cashless Retail Establishments

Just last month, Colorado became the fifth state to require that retail establishments accept cash as a form of payment for in-person transactions.  Others that have previously implemented such requirements include New York, New Jersey, Rhode Island and Massachusetts (which has had this requirement in place for quite some time).  The cities of Washington, DC, Philadelphia, and San Francisco have local cashless bans in place.
Grass roots activity in this effort has been quite significant.  Since the beginning of the year, a total of 15 states have introduced proposals to ban cashless retail.  Not to be outdone by a show of effort elsewhere, New York has four different proposals in play.  Connecticut has taken the unusual approach of introducing two bills – one that prohibits retail establishments from refusing cash and another that prevents them from forcing customers to use credit cards.  
Although neither the Senate or House has re-introduced the Payment Choice Act, we remain hopeful that Congress will pick up this measure later in the year.

Texas HB 2629 would have created a burdensome new ATM registration regime for IADs

The proposed legislation targets non-bank ATM operators, and creates a new licensing and registration regime for ATMs not owned or operated by a financial institution.  Supporters of this measure were circulating false and misleading information about the ATM industry, claiming that IADs are not subject to any vetting, compliance or oversight.
HB 2629 would require that operators register an ATM at least 30 days before putting terminals into service or moving them, along with:
  • Name, address, and telephone number of the facility or place of business where the ATM will be located
  • Name, address, and telephone number of the occupant
  • Name, address, and telephone number of the operator
  • ATM equipment information, including the quantity, equipment make, equipment model, and machine identification or serial number
  • Any other relevant information that may be required by the department
All of this is on the pretext that none of the above information is available to law enforcement, should it be required to help disrupt human trafficking.  In fact, all of that information is already available to law enforcement, along with the data necessary to identify specific cash withdrawals. 
IADs would also be required to submit copies of "each agreement used or intended to be used by the operator relating to the operation of the unmanned teller machine", creating privacy and probable cause issues that would likely end up in court.
ATMIA has reached out to the author of the bill and its sponsor to correct these misconceptions but has not received a response.  The bill passed in the state House, but did not make any further progress.
It appears that this bill was not considered by the Texas Senate, which would mean that it failed upon adjournment on May 31, 2021.
Members should stay alert for any similar initiatives in other states.

Our 2021 DC Fly-in had been scheduled for Wednesday, March 24, 2021 on Capitol Hill, with a strategy meeting to take place March 23rd at 5:00pm ET.  Due to the continuing uncertainty surrounding in-person meetings, the Fly-in has been postponed.  Once we have confidence in our ability to have face-to-face meetings, a new date will be scheduled.  
In order to host the Fly-In this year, we will need a Sponsor for the event! This is a great opportunity to host a very visible and important advocacy event – and give your organization some unique exposure for the next 6 or 7 months.  And promotion of the event will continue until it takes place.
It is too early to determine what our focus will be, but support for reintroduction of the Payment Choice Act bills in the Senate and House, as well as the new OCC rulemaking, are expected to be at the top of our list.

ATMIA Certifies World’s First Next Gen ATM Product

ATMIA has certified the world’s first Next Gen ATM product, following a multi-year global project, involving over 400 companies in 56 countries, to create a new global API App model for ATMs.

KLEAR Technologies, Inc., founded in 2013, and headquartered in Las Vegas, has become the first company in the world to attain official Next Gen ATM certification. The certification was awarded for its patented product, SecurPair, which provides for secure authentication of financial transactions by validating device-to-terminal pairing, for example, in cardless ATM transactions, using a QR code. ATM vendors can deploy downloadable software to accommodate acquiring of the transactions, while issuers will have a software development kit (SDK) to add to their mobile app to effect the authentication.  Read more . . .

Next week is a good time to get familiar with ATMIA committees

Next week at the ATMIA annual conference in Las Vegas, The U.S. Regional Board (Board level members only), The Government Relations Committee (GRC), the Independent ATM Deployers (IAD) Committee, and the Financial Institution ATM Deployers Forum will all hold in-person meetings.  Which is a great opportunity to learn more about the groups and who is participating.  Meeting times are listed in the article below - feel free to drop in.

Why you should be involved in at least one committee group

Access to ATM committee groups is one of the most beneficial perks of membership.  And you have your pick of regional groups, global groups - or both.  There are no limits on how many groups you may participate in.  The only restriction is that you can only join regional committees that are part of a region of which you are a member.
Two of the most popular U.S. regional groups are for ATM deployers – one for financial institutions and one for independents.  Our largest global groups are the Consortium for NextGen ATM and a variety of different security related committees.
Obviously each group is a great vehicle for keeping up with happenings related to its area of expertise.  It is also a conduit for expressing your own views on critical  policies and developments.  And there is no better way to get to know your colleagues.

U.S. Regional Board

The U.S. Regional Board meets quarterly to discuss important issues, committee activities, and the financial health of the chapter. The next meeting is in-person on Wednesday, June 23, 2021 at 3:15pm PDT, in conjunction with the U.S. annual conference in Las Vegas, and is open to all U.S. board-level members

U.S.Government Relations Committee (GRC)

The GRC meets regularly to discuss regulatory and compliance issues affecting the industry, from federal, state, and local governments.  The next meeting is in-person on Wednesday, June 23, 2021 at 11:30am PDT, in conjunction with the U.S. annual conference in Las Vegas.  Meeting invitations will be been sent to all committee members, with agendas to follow prior to the meeting. 

Financial Institution ATM Deployer Forum

The FI ATM Deployer Forum group meets quarterly and is limited to financial institution ATM deployers.  The next meeting is in-person on Wednesday, June 23, 2021 at 1:15pm PDT, in conjunction with the U.S. annual conference in Las Vegas.  Meeting invitations will be sent to all committee members.

Independent ATM Deployers (IAD) Committee

All IADs and their providers are welcome to participate in the IAD Committee, which meets bimonthly.  The next meeting is in-person on Wednesday, June 23, 2021 at 2:15pm PDT, in conjunction with the U.S. annual conference in Las Vegas.  Meeting invitations will be sent to all committee members, with agendas to follow shortly.
