Kevin Wolf, was until recently Assistant Secretary of the U.S. Department of Commerce – leading the Export Control Reform effort along with his colleagues at the U.S. Departments of Defense and State, and the National Security Council.

This conference provides much needed guidance and updates on federal export control regulations for our many aerospace/defense and high tech companies in the Huntsville area. Companies that design, manufacture, or work with defense technology or certain commercial technologies and have overseas contracts or international partners/joint programs, or who employ foreign nationals need to stay apprised of these regulations and their ongoing changes.

Kevin J. Wolf is a Partner in the International Trade Practice, at DC law firm Akin Gump. Mr. Wolf served for seven years (2010-2017) as Assistant Secretary of Commerce for Export Administration in the Bureau of Industry and Security (BIS) at the Department of Commerce.
Working closely with his colleagues at the departments of Defense and State, and the National Security Council, Mr. Wolf was the primary strategist, negotiator and implementer of the President's Export Control Reform (ECR) Initiative - a massive, 7-year interagency effort to substantially rewrite the defense trade and most dual-use export controls to accomplish national security and foreign policy objectives. As a result of these efforts, most of the new content of the EAR and the ITAR reflects strategic direction, policy goals and negotiations between Mr. Wolf and other agencies.

Candace Goforth is Managing Director of Goforth Trade Advisors where she provides clients with strategic and practical solutions on defense trade and export control matters. She is a subject matter expert on the ITAR, EAR, and FMS program. Prior to establishing GTA, Candace served as Policy Director in the Directorate of Defense Trade Controls at the U.S. Department of State, the authority for interpretation and implementation of the ITAR. As Director, Candace administered the Department of State’s implementation of President Obama’s Export Control Reform initiative and was intimately involved in the revision of the U.S. Munitions List and the Commerce Control List. Candace was a key contributor in the drafting of the specially designed definition and the formulation of the transition plan. At DDTC, she oversaw the Commodity Jurisdiction section which determines whether items are controlled on the U.S. Munitions List or Commerce Control List.
Mr. Michael Laychak, a member of the Senior Executive Service, serves as Deputy Director for the Defense Technology Security Administration, Office of the Secretary of Defense. In this capacity he assists the Director with managing a staff of over 220 policy analysts, engineers, and licensing officers responsible for developing and implementing DoD technology security and foreign disclosure policies for international transfers of defense-related goods, services, information, and technology. Previously, Mr. Laychak was Director for Licensing at DTSA, where  he coordinated the DoD review of direct commercial sale export licenses, commodity jurisdiction requests and regulatory change recommendations from the Departments of Commerce and State. In addition, he served as a principal advisor to the Director and Deputy Director, DTSA, on licensing issues. He was also the Division Chief for Dual Use Licensing, supervising the Department of Defense review process related to Commerce Department export licenses.
James E. Bartlett III, Partner and Director, Full Circle Compliance, is an attorney, author, and frequent lecturer in international trade (including Honorary Lecturer at the EMITC program), with a specialty in arms and defense technology trade compliance. He is the author of several books on international trade controls, including Bartlett’s Annotated ITAR (“BITAR”; the International Traffic in Arms Regulations), Bartlett’s Annotated FTR (“BAFTR”; the Foreign Trade Regulations), and co-author of U.S. Export Controls, 7th Edition (2015). Jim is also the editor and publisher of The Export/Import Daily Update (“The Daily Bugle”), a newsletter with more than 7,500 worldwide subscribers at over 500 companies and government agencies. He has J.D. and LL.M. law degrees, and is a licensed U.S. Customs broker. Before joining FCC, Jim was Senior Counsel, Export/Import Law, for Northrop Grumman Corporation, and Assistant General Counsel for the U.S. Defense Intelligence Agency.
