Harbor View Square Receives 2022 NYSAFAH Award

The New York State Association for Affordable Housing (NYSAFAH) recently announced its 2022 Awards for Excellence in Affordable Housing winners ahead of its annual awards reception on Wednesday, November 2.
NYSAFAH’s awards celebrate extraordinary achievements in design, development, and advocacy for affordable housing amid a crushing housing crisis that is impacting residents across the Empire State.
“We are proud to celebrate the achievements of the affordable industry in 2022 and recognize the major players working every day to bring high-quality, safe, and affordable homes to the state’s most vulnerable,” said Jolie Milstein, president and CEO of NYSAFAH. “This year’s winners have pushed the boundaries and persevered to bring new affordable housing opportunities across New York and embody the type of outside-the-box thinking required to fix the affordable housing crisis.”
Harbor View Square Apartments, developed by Housing Visions, was selected as Project of the Year for the Upstate Region. Encompassing an entire city block, Harbor View Square is a $26.2 million mixed-income, mixed-use housing development in downtown Oswego. It brings 75 new apartments to the city and over 10,000 square feet of ground-floor commercial space. The building features 48 affordable apartments for low-income renters, 18 affordable apartments for moderate-income renters, and nine market-rate units. There are 11 units designed to support individuals with a physical disability or traumatic brain injury.
The New York State Association for Affordable Housing (NYSAFAH) is the trade association for New York’s affordable housing industry. Their nearly 400 members are responsible for most of the affordable housing built in the state with federal, state, and local subsidies. Members include for-profit and not-for-profit developers, lenders, investors, syndicators, attorneys, architects, and others active in the financing, construction, and operation of affordable housing.

COVID-19 Capital Costs Tax Credit

If you can answer YES to the following questions, you may qualify for tax credits of up to $25,000 from New York State's new COVID-19 Capital Costs Tax Credit Program!
  • Does your business operate in New York State?
  • Did you have $2,500,000 or less for gross receipts in 2021?
  • Does your business employ 100 persons or fewer?
  • Did you make investments to comply with emergency orders, regulations, or to increase public safety in response to COVID-19?
Don't wait to apply!
Awards for this $250 million program will be made on a first come first serve basis. To receive your tax credit on your 2022 tax return you must receive a tax credit certificate from New York State before December 31, 2022. Tax credits can be issued for the 2023 tax year, but program funds may be expended before that time.

Fairway Billiards 

Fairway Billiards is a brand new pool hall, restaurant and bar located at 2107 State Route 48, across from Battle Island Golf Course.  Fairway Billiards features new, tournament approved pool tables with plenty of space, a large bar and spacious dining room.  The facility regularly hosts American Pool Association sanctioned tournaments which draw teams and visitors to Oswego County from Syracuse, Rochester and beyond. Financing assistance was provided by the County of Oswego Industrial Development Agency.

249 Lofts

Camelot Lodge, LLC, has converted the former YMCA in the City of Oswego into a mixed-use development, 249 Lofts. The project consists of 5,500 sf of commercial space and 10 market-rate apartments. Six market-rate multi-floor townhouse apartments, also part of the project, are currently under construction. This project represents a a $2.1 million investment. Financial assistance is being provided by the County of Oswego Industrial Development Agency.
