QED-C Report: Advancing Quantum Computing toward Practical Applications through Government-Industry Engagement |
QED-C’s newest report, written in collaboration with SRI's Center for Innovation, Strategy & Policy (CISP), explores the question of how we move promising research into practical, measurable applications through insights from a government-industry workshop with support from U.S. National Science Foundation funding. The workshop brought together experts from government, industry, quantum computing, technology commercialization, regulatory navigation, and key end-use sectors including finance, healthcare, and defense. The report highlights several key insights, including: Pre-competitive collaboration may offer the highest near-term impact; Quantum computing is at an inflection point; Government-industry partnerships are essential to moving research toward use; and end users need clearer evidence of quantum advantage.

New York State Ocean Action Plan (OAP) Survey |
The New York State DEC and Department of State co-led the development and implementation of the New York State Ocean Action Plan (OAP). The OAP was initially developed as a 10-year plan (2017 – 2027), following extensive input from a variety of ocean users and interest groups and informed by the best available science. As we approach the conclusion of the first planning cycle, the State is launching a new planning process to assess progress to date and identify future actions and priorities to inform the next 10-year planning horizon. Please complete the survey to help us assess the OAP Actions and provide direction on the next OAP’s funding, research, management, and outreach efforts. Allow for 15-20 minutes to complete if you select one or two topical areas of interest. Goals of the Ocean Action Plan include - Goal 1: Ensure the ecological integrity of the ocean ecosystem; Goal 2: Promote economic growth, coastal development and human use of the ocean in a manner that is sustainable and consistent with maintaining ecosystem integrity.; Goal 3: Increase resilience of ocean resources of impacts associated with climate change.; Goal 4: Empower the public to actively participate in decision making and ocean stewardship.

NSF Agency Information Collection Activities: Comment Request; National Science Foundation Proposal/Award Information-NSF Guidance on Financial Assistance (Updating the PAPPG) |
The NSF has issued a Comment Request on a proposal to update NSF policies through the development of the U.S. NSF Proposal and Award Policies and Procedures Guide (PAPPG), now to be renamed the NSF Guidance on Financial Assistance (GFA). The GFA would formalize some of the Office of Management and Budget's proposed changes to Uniform Guidance, including the ability of the agency to terminate or suspend grants at will and disallow previously allowable publication costs. The GFA is also structured entirely differently from the existing PAPPG; Read the GFA PDF.
NSF is seeking input on (a) whether the proposed collection of information is necessary for the proper performance of the functions of the Agency, including whether the information shall have practical utility; (b) the accuracy of the Agency's estimate of the burden of the proposed collection of information; (c) ways to enhance the quality, utility, and clarity of the information on respondents, including through the use of automated collection techniques or other forms of information technology; and (d) ways to minimize the burden of the collection of information on those who are to respond including through the use of appropriate automated, electronic, mechanical, or other technological collection techniques or other forms of information technology; and (e) feedback on the new design and display of information for users.
Deadline for submitting an individual response to NSF: Anyone who is interested in responding directly to NSF as an individual may do so by submitting comments electronically on the government's regulations webpage by August 24, 2026. Individuals submitting responses should not submit on behalf of the institution.

Call for Applications: Building Strong Partnerships for Early Career Faculty |
The Office of Proposal Development is accepting applications for a 2-day Workshop, facilitated by Saath Partners, on Building Strong Partnerships for Early Career Faculty. The objective of this in-person workshop, to be held on September 24 and 25, 2026, is to strengthen the ability of early-career faculty to develop, manage, and grow effective partnerships. The workshop will provide participants with practical concepts, tools, and peer-learning opportunities. Through facilitated group discussions and applied exercises, faculty will have the opportunity to use these concepts and tools to further pursue their own partnership ideas.

The NIH has issued a Request for Information (RFI) on a proposal to cap the number of simultaneous research project grants per PI. This sponsor is seeking input on the outline for this proposed policy, and is specifically interested in input regarding: the pros and/or cons of the policy; the optimal number of RPGs for the cap (2, 3 or 4); the strengths and weaknesses of the proposed implementation strategies; and the possible unintended consequences or policy loopholes.

Description: The SpaceTech REDDI NASA Research Announcement (NRA) is an umbrella solicitation that will make awards from each Appendix released under it. The goal of the Early Stage Innovations (ESI) Appendix is to foster the development of innovative, low-Technology Readiness Level (TRL) technologies for advanced space systems and space technology within those capabilities. The goal of this low-TRL endeavor is to accelerate the development of groundbreaking, high-risk/high-payoff space technologies.
Institutional Limit: No limit
PI Eligibility: PI must be either a tenured faculty member or an untenured faculty member on the tenure track. A PI may participate in no more than three proposals in response to this Appendix either as a PI, Co-Principal Investigator (CoPI), or a Co-investigator (Co-I). When more than one proposal is submitted featuring the PI in any of these roles, each proposal must be a unique, separate, stand-alone, complete document for evaluation purposes. More than three submissions, non-separate submissions, or non-unique submissions may result in all of the submissions being deemed non-compliant. Proposing to more than one Appendix at the same time is permitted, as long as the proposal aligns with the Appendix and the proposed efforts can be completed, if selected.
Award: Awards are expected to be a maximum of three years, and the total award value may not exceed $750K, and the amount in any one year may not exceed $250K.
