Exploring Options to Expand Housing Choices |
On Nov. 2, Council discussed two potential housing code changes that could incrementally increase housing options and density in the community.
- Modifying non-conforming housing standards - Updating rules to allow existing residential buildings that do not meet current zoning requirements to be improved or re-built in their original locations with restrictions.
-
Allowing Accessory Dwelling Units in single-family neighborhoods - Allowing small, independent living spaces on the same property as a primary home such as a backyard cottage, garage apartment, or basement apartment, etc.
On Nov. 2, the Normal Town Council took the following actions:
- Approved the 2027 Town Meeting Calendar
- Reapproved the final plat for the Infiniti Pointe Subdivision allowing the developer to proceed with construction
- Authorized the preparation of the 2026 Property Tax Levy for FY2027-28. The proposed levy is $15,869,705, including $4,501,000 for the Normal Public Library, a 1.03% increase over the 2025 levy of $15,707,210
-
Executed a construction agreement to enclose the space beneath the balcony of the Children’s Discovery Museum; the area will house a new Water Table Exhibit
- Amended
-
three chapters of the Town of Normal Municipal Code (Chapter 11 - Building Code, Chapter 19 - Amusements and Chapter 22 - Business Regulations), making the Town’s business licensing process simpler and easier to navigate by removing outdated or repetitive requirements and allowing more businesses to operate under a standard general business license
-
various sections of the Town Liquor Code, modernizing practices, eliminating unused provisions and clarifying key definitions

Open House: Home-based Business |
| Join us for an open house about home-based businesses and how they are regulated in Normal.
This event is an opportunity to ask questions and weigh in prior to the official zoning code amendment process. Importantly, Normal’s zoning provisions do not pertain to home-based daycare operations or group homes, both of which are regulated by the State of Illinois.
If you cannot attend and would like a summary of the open house, email Mercy Davison, director of Planning & Zoning.
