CAAP CEO Susan Moore Retires
We wish Susan a long and healthy retirement!
After twelve years of leadership, loyalty, and dedication, Susan Moore will be retiring from her position as the CEO of CAAP. We are grateful for her years of service and wish her the very best in all future endeavors. Susan’s last day will be April 30, 2021. The Board is working to finalize a succession plan which will be presented to the membership upon completion," says Rick Beaton, CAAP Board President.
Susan leaves a legacy of a well-run agency with dynamic staff members focused upon providing the best service and information to our members. One might say it was the perfect CAAP to a 50-year career during which she gave loving care to our nation’s communities, both locally and on a state-wide level.
CAAP's staff is grateful for the guidance and care that Susan gave each of us individually, and as a team. If you have been around her, then you know that Susan whistles or sings show tunes... and so we bid her adieu from her Chorus Line:
Kiss today goodbye
And point me toward tomorrow
The sweetness and the sorrow
Wish me luck, the same to you

The NCAP Equity Summit: Register Now
April 20-21, 2021 and Pre-Summit Healing Circles will take place April 19, 2021. Summit theme is “Centering in Truth, Activating Community Healing & Resiliency“
NCAP deeply believes that “othering”, particularly racism, rests at the nucleus of poverty in America. They also believe that equitable opportunities can only be built and sustained by centering ourselves in this truth. To that end, the Equity Summit will showcase voices and expressions that activate healing and resiliency in local communities.

CACLV Appoints Next Executive Director
Dawn Godshall has been with CACLV since 2014.
Currently serving as the organization’s Deputy Executive Director for Operations, Godshall has been with the agency since March, 2014, and has held various leadership positions including Associate Executive Director for Community Services and Director of the Sixth Street Shelter in Allentown. She will succeed Alan Jennings, who is retiring at the end of May after more than 40 years with the agency. Read the May CAAP Update to learn more about Alan and his dedication to fighting poverty.

Her comprehensive knowledge of our agency, her first-person understanding of the causes and effects of poverty, and her unflappable presence draw people in,” said Wayne Barz, Community Action’s Board President. “Given the year we’ve just been through as a nation and community, we think everyone who meets her will feel inspired by the future of what this agency and community can accomplish.”

Older Adults Home Modification Grant Program & Webinar
Registration open now for the April 14, 2021 webinar.
Register now for the webinar on April 14th, 2021 at 1 PM EDT. HUD's Office of Lead Hazard Control and Healthy Homes is making $30 million available for grants under its Older Adults Home Modification ("Home Mod") Program.
Home Mod funding will help grantees provide adaptive home adjustments through maintenance and repair projects on the primary residence of eligible, low-income senior homeowners who are at least 62 years old. At least half of the funds will be awarded to grantees that serve communities with substantial rural populations.
These three year-grants are expected to demonstrate that providing client focused, low-cost interventions in homes of older adults is both feasible and beneficial. Eligible applicants include:
- Experienced nonprofit organizations, states and local governments, public housing authorities that have at least 3 years of experience in providing services to elderly persons.
- Nonprofit organizations are Internal Revenue Service recognized 501(c)(3) organizations.

Shares A New Software App For Processing Rental Assistance
"Neighborly" Processing BCOC's Rent Relief Program
Bucks County has created BERA (Bucks Emergency Rental Assistance program) to address those being evicted due to loss of income caused by the pandemic. The county housing department has contracted with Neighborly, a software company, to create an application, intake interview, and to generate a payment request to the county when applicable.
Those seeking assistance will now call the BERA Helpline. This helpline will be staffed by call center representatives who are trained to respond to rental assistance applicants. Applicants who meet certain risk categories will be referred to BCOC for assistance, as will those who cannot complete an electronic application.
Erin Lukoss, BCOC CEO/Executive Director, would be happy to put anyone in touch with our county housing director should they have questions.
The company, Neighborly, was approached to help Bucks County with the nearly $19 million in funds they received for rental assistance. BCOC helped 57,837 people and 19,344 households (From BCOC 2019-20 Impact Report) through the Food/Fresh Connect, Weatherization, Bridges Out Of Poverty and Client Financial Assistance programs. Here is an example of the positive impact BCOC is making.

PA Law Provides Free ID's To The Homeless
All Pennsylvanians Can Apply For This Quality Of Life Improvement
The Pennsylvania Department of Transportation (PennDOT) and the Pennsylvania Department of Human Services (DHS) said that Pennsylvanians experiencing homelessness are now able to obtain a free initial photo ID or renewal a photo ID as a result of Act 131 of 2020, which Governor Tom Wolf signed into law in late 2020.
“All Pennsylvanians deserve access to the basic needs we all have: adequate food, safe housing, quality health care and clean water. Eliminating barriers to basic needs for individuals experiencing homelessness is simply the right thing to do,” DHS Secretary Teresa Miller said.

Resource Information & Services Enterprise (RISE PA)
An Upcoming State-Wide Tool Designed For Efficieny
With the COVID-19 pandemic emphasizeing the urgent need for an easily accessible, person-centric system to assist the public in locating resources, RISE PA aims to effectively connect people with critical services such as food, housing, transportation, child care, and employment programs, as well as many other needed critical services and forms of assistance. This tool will supplement in-person interactions between social services organizations and clients and help ease access to services and supports beyond normal business hours.
PA Secretary Miller shares, “RISE PA will allow us to break down walls in the health care and social service system and improve health outcomes and quality of life for Pennsylvanians at a time when a seamless connection is needed more than ever.”
