| Closing the books, opening the season |
As we close the chapter on another fiscal year (March 31, 2026 is the end of the Town's fiscal year), we have a lot to celebrate and more to look forward to. Thanks to thoughtful planning and strong collaboration, we’ve successfully wrapped up the year on solid footing. With the Council's recent approval of the next fiscal year budget, we’re ready to move ahead with confidence and clarity.
This is a chance to reflect on what we’ve accomplished while gearing up for what’s next. Check out the Annual Report for more on what we've accomplished.

And, get ready for what’s next ... event season. The Parks & Recreation and Cultural Arts teams work with community partners to provide many options for you throughout the year. Holi Moli kicks off in April. And, the calendar fills quickly from there! Here’s to carrying forward the momentum, making the most of the season ahead, and continuing to create experiences that bring our community together.

Campus Safety Initiative: See the Results, Shape What's Next |
After a year of community input and a series of quick-build safety installations across the Illinois State University campus, the Town of Normal and University are ready to share what they learned -- and what comes next.
Last fall, seven temporary safety projects were installed in the campus area, testing improvements to pedestrian crossings, bicycle facilities, traffic calming and intersection design. More than 1,500 community members shared feedback through surveys, and now the project team is translating that input into permanent infrastructure recommendations.

On March 16, the Normal Town Council appropriated $1.5 million in Motor Fuel Tax (MFT) Funds to resurface streets in 2026. The preliminary list of street segments to be resurfaced as part of the MFT Street Resurfacing project (funded with MFT and Roadway Funds) includes:

On March 16, the Normal Town Council also took the following actions:

- Adopted the Operating and Capital Investment Budget for fiscal year 2026-27
- Authorized:
- an intergovernmental agreement for storm water education services provided by the Ecology Action Center

the purchase of a 2025 Ford Transit 250 Van
- Approved:
- filing of the Town’s Community Development Block Grant (CDBG) Annual Action Plan for Program Year 2026
- an ordinance amending sections of the Town of Normal Zoning Code
-
an agreement between McLean County, the City of Bloomington and the Town, temporarily amending the Intergovernmental Revenue Sharing Agreement of 2016
