During the Metro South CID board meeting on June 10, board members discussed potential improvements to Lancaster Road and Old McDonough Road, two important industrial corridors that currently include unpaved sections. Board members reviewed ongoing challenges related to right-of-way acquisition and the need for roadway upgrades to better support business operations, freight movement and safety within the district.
The board was pleased to learn that after six years, Cedar Grove Bridge has been repaired and reopened to traffic. The extended closure has been a major impediment to transit in our district and the reopening will improve traffic flow and congestion along the corridor.
The CID is exploring a potential partnership with DeKalb County to advance paving, widening and other roadway improvements throughout the district. To help move the project forward, the CID is considering funding preliminary engineering studies and plan development efforts that would support future negotiations and construction planning. The project remains a long-term priority and is included on the County's SPLOST II project list, reflecting its importance to the district's continued growth and infrastructure needs.

Metro South CID Re-Elects Board Members to Continue Leadership and Community Support
The CID held elections for two board positions at the board meeting earlier this month, with members voting to re-elect both Rob Roark and Wayne Smith to new three-year terms. Rob was re-elected to the equity position, which is voted on by property owners, while Wayne was re-elected to a majority position through a vote of Metro South CID board members.
Their continued service reflects the CID’s commitment to strong area leadership and ongoing advocacy for businesses and property owners. The board continues to play an important role in fostering collaboration, addressing community concerns and supporting initiatives that contribute to business success and economic growth.

Metro South CID continues to prioritize safety and operational efficiency throughout the district by supporting off-duty police patrols along key freight corridors, including Continental Way and Old McDonough Road. These patrols help address illegal truck parking, improve traffic flow and enhance safety for businesses and motorists.
Through a partnership with DeKalb County, the CID secured a $50,000 grant to support patrol services on Continental Way. Although county funding concluded in April, the CID has continued evaluating options to maintain enforcement efforts while pursuing additional funding opportunities with county leadership.
Recent patrol activity along Old McDonough Road resulted in addressing multiple illegal parking violations, helping reduce roadway obstructions and improving access for commercial vehicles. The CID is also working with stakeholders to explore additional signage and enforcement measures to discourage unauthorized truck parking and trailer drop-offs.
These ongoing efforts reflect the CID’s commitment to maintaining a safe, accessible and business-friendly environment for district stakeholders. Security officers will continue to patrol and monitor the areas.

Metro South CID's Board recently approved funding of up to $100,000 for surveying, design and right-of-way plan development to support roadway improvements along Old McDonough Road and Lancaster Road. The project aims to upgrade currently unpaved roadway sections and improve access, safety and connectivity in the area.
As part of the agreement, DeKalb County will be responsible for acquiring the necessary right-of-way and easements, while the Lancaster Road developer, Strategic Partners, will fund all construction and utility relocation costs. Planned improvements include new pavement, drainage infrastructure, curb and gutter installation, commercial driveway aprons and other roadway enhancements that meet DeKalb County standards.
This collaborative effort represents another step forward in strengthening transportation infrastructure and supporting future economic development.

- Constitution Roundabout
Progress continues on the planned Constitution Road Roundabout, a transformative transportation project designed to improve traffic flow, enhance safety and support freight movement throughout the district. DeKalb County is currently working through the right-of-way acquisition process, a key step before construction can begin.
Once right-of-way acquisition is complete, final project preparations will move forward with anticipated construction ready for procurement later this year. Notably, the Constitution Road Roundabout is the first major SPLOST-funded transportation project approved within the district, representing a significant investment in the area's infrastructure and long-term economic growth.
Metro South CID looks forward to continuing its partnership with DeKalb County as this important project advances toward construction.
- Railroad Crossing Elimination Grant Update
Metro South CID continues its work with DeKalb County on the Railroad Crossing Elimination (RCE) Grant, a significant long-term transportation project focused on improving traffic flow and safety at the Constitution Road railroad crossing. The project will evaluate options for a potential overpass or underpass and is expected to include a planning study through 2027.
As planning moves forward, the project may require roadway and driveway modifications that could impact nearby businesses. Following completion of the study, recommendations will be submitted to the Atlanta Regional Commission (ARC) and Georgia Department of Transportation (GDOT) for future consideration and funding opportunities.
