Tammy Duckworth Presses DOJ to Investigate Rudy Giuliani
Senator Tammy Duckworth (D-IL) wants the Justice Department to review whether Rudy Giuliani is complying with the law mandating that American advocates must register when they're working on behalf of foreign clients. In a letter to DOJ Assistant Attorney General John Demers, she and six of her fellow Democratic Senate colleagues, pointed to reports they said suggest Giuliani -- Donald Trump’s personal lawyer -- is not only working for the U.S. president, but representing foreign clients without disclosing that as required by the Foreign Agents Registration Act. The lawmakers argued that Giuliani reportedly receives compensation from the Party of Regions in Ukraine and the Mujahedin-e-Khalq, as well as unnamed clients in Colombia and Brazil. They also noted the press releases on Giuliani’s security company’s website which describe additional work on behalf of the governments of Chile, Dominica, Uruguay, the Dominican Republic, and El Salvador. “Mr. Giuliani’s numerous foreign clients and ongoing communications with senior U.S. government officials raise significant concerns,” the Senators wrote. “As President Trump’s personal attorney, Mr. Giuliani communicates in private with the President and his senior staff on a regular basis. Without further review, it is impossible to know whether Mr. Giuliani is lobbying U.S. government officials on behalf of his foreign clients.” Giuliani said he has never represented a foreign government in or before the U.S. The letter was also signed by Senators Dick Durbin (D-IL), Tom Udall (D-NM), Elizabeth Warren (D-MA), Richard Blumenthal (D-CT), Sheldon Whitehouse (D-RI), and Jeff Merkley (D-OR). Cory Booker Intros Bill to Stop Agricultural Mergers
Senator Cory Booker (D-NJ) introduced legislation that would impose a temporary moratorium on mergers and acquisitions between large farm, food, and grocery companies, and establish a commission to strengthen antitrust enforcement in the agribusiness industry. The Food and Agribusiness Merger Moratorium and Antitrust Review Act would be effective for 18 months, or until more comprehensive legislation is passed, to confront the effects of market consolidation in the food and farm sectors. It also directs the government to work on changing existing antitrust laws to tip the scales back in the direction of small- and medium-scale agriculture producers, who have been losing their market share for generations. The bill highlights the effects of concentration, along with some staggering statistics. In the past three decades, the four largest pork packers, beef packers, soybean crushers, and wet corn processors have captured ever larger shares of the supply chain, now controlling 71 to 86% of their respective markets. Four companies control 90% of the global grain trade. “This bill would put a much-needed pause on the largest, most consequential acquisitions and mergers in the food and agriculture sector, and give Congress an opportunity to update our antitrust laws in order to better protect America’s farmers, workers, consumers, and rural communities who are being harmed by the ever-increasing levels of corporate concentration,” Booker said. Kamala Harris Wants FDA to Oversee Advertisement of Opioids
The opioid crisis kills an average of 116 Americans every day, and the crisis is increasingly affecting communities of color. Recent data shows that the percentage increase in the rate of death from opioids was 213% among Blacks and 137% among Hispanics. In an effort to fight the opioid epidemic, Senators Kamala Harris (D-CA) and Cory Gardner (R-CO) introduced the Accountability in Opioid Advertising Act, legislation that would direct the FDA to provide greater oversight over advertising and other promotion materials for opioid drugs. The bipartisan measure aims to refocus the FDA’s efforts to fight the opioid epidemic by ensuring that these marketing materials don’t mislead consumers and exacerbate the existing crisis. “Manufacturers who are using misleading marketing materials about the efficacy of these drugs continue to take advantage of consumers and magnify the crisis so it’s clear the FDA needs to prioritize using its enforcement mechanisms to help provide transparency and accountability,” Harris said. “This legislation builds off my office’s ongoing efforts to tackle this crisis, and I believe will put us a step closer toward stabilizing it.” More here.

Lucille Roybal-Allard and Pramila Jayapal Lead House Dem Call on Indefinite Immigrant Child Detentions
The Trump administration is proposing to lift court-imposed limits on how long it can hold children in immigration detention, as The Beat DC highlighted last week. Under proposed regulations, the administration seeks to replace the Flores settlement -- a decades-old agreement that dictates how long the government can hold migrant children, and under what conditions. Not so fast, say Congresswomen Lucille Roybal-Allard (D-CA) and Pramila Jayapal (D-WA), the co-chairs of the Women’s Working Group on Immigration Reform. They led a group of 64 members of Congress on Friday in sending a letter to Homeland Security Secretary Kirstjen Nielsen and Health and Human Services Secretary Alex Azar urging them to support the Flores settlement. “The Departments’ proposed regulations … would strip crucial protections required under the Flores Settlement, leading to the prolonged detention of children in detention facilities,” the members wrote. “Women and children have already experienced considerable violence, stress, and trauma in their home country and during their journey to the United States. They deserve to be treated with compassion and respect when they arrive at our borders and navigate their legal right to seek asylum.” See the letter here.

Elijah Cummings Releases Report Saying GOP Failed to Hold Trump Accountable for Hurricane Maria
Congressman Elijah Cummings (D-MD), the Ranking Member of the House Committee on Oversight and Government Reform, issued a new Democratic staff report accusing Republicans on the committee of shutting down efforts to investigate the Trump administration’s response to Hurricane Maria in Puerto Rico and the U.S. Virgin Islands. The report entitled, A FAILURE OF OVERSIGHT, says that the committee has received some documents requested from the administration, but that the GOP members have refused to subpoena documents and emails that the Trump administration is still withholding, and that they’ve refused to ask for a single record from the White House. The Committee has scheduled only one full hearing to analyze the administration’s response to Maria, which happened nearly a year ago. The response is in stark contrast to Congress’ reaction to Hurricane Katrina, when Republican leaders held nine hearings about the federal response, obtained more than 500,000 documents from the Bush administration, and, within five months, had prepared a 569-page report outlining the government’s failures in responding to the disaster. “Unfortunately, over the past year, Oversight Committee Chairman Trey Gowdy and other House Republicans failed to conduct a credible, fact-based investigation of what went wrong and who was responsible,” the report reads. “Instead, the Republican response was to insulate President Trump and his aides from scrutiny, wall off the White House from criticism, shut down key aspects of congressional oversight, and disregard the lessons learned after Hurricane Katrina.” See the full report here.

Marco Rubio Dep Press Sec Leaves
Anthony Cruz is leaving his post as Deputy Press Secretary for Senator Marco Rubio (R-FL). After serving the FL Senator on Capitol Hill for three years, the bilingual New York native, who is fluent in English and Spanish, is accepting a job a little closer to home ... kind of. Cruz has accepted a position to serve as DC-based Communications Director for Congressman Dan Donovan (R-NY) -- NYC’s only Republican Congressman. The 2015 University of Pennsylvania graduate had spent his entire career in Rubio’s office. “I arrived in DC in September 2015 from New York knowing no one and literally rolling my suitcase from office to office in search of a job. Takirra Winfield Dixon has been named VP for Strategic Communications at The Education Trust, a nonprofit that promotes equity in education for students of color and those from low-income families. Prior to joining The Education Trust, she led communications for Democrats for Education Reform. Before that, the Baltimore, MD native served as Director of Strategic Media Initiatives for Education Secretary John B. King Jr., as VP of National Communications for Teach For America, and spent six years as a senior member of former MD Governor Martin O’Malley’s administration. The University of Maryland, College Park graduate, who has a Master’s from Howard University, also has experience as a communications consultant to national organizations and principals including DeRay Mckesson, Brittany Packnett, and John Legend. Obamas Make Campaign Come Back
Former President Barack Obama kicked off his campaign comeback over the weekend with a speech at the University of Illinois immediately followed by a campaign stump in Orange County, CA. The first speech, in his hometown, was a biting indictment on the divisive environment in politics today and a challenge to citizens to play an active role in American democracy. This time, he did mention his predecessor by name, saying that Donald Trump is not the problem but a symptom. Obama also reminded the audience that the economic recovery began on his watch. “When you hear how great the economy’s doing right now, let’s just remember when this recovery started,” he said. “When you hear about this economic miracle that’s been going on, when the job numbers come out, monthly job numbers, suddenly Republicans are saying it’s a miracle. I have to kind of remind them, actually, those job numbers are the same as they were in 2015 and 2016.” Michelle Obama also stepped into the national spotlight this weekend with a videotaped appearance for BET’s Black Girls Rock. During the star-studded celebration of Black girls and women, FLOTUS44 premiered a new PSA for her voting initiative, When We All Vote. “We’ve all seen the difference we can make when we choose to cast our ballots. And we’ve all seen the consequences when we don’t bother to show up to the polls,” Obama said. “When we use our voices, people listen. When we lead, people follow.” The initiative's Week of Action is slated to run from September 22nd to September 29th with co-chairs Janelle Monáe, Common, Lin-Manuel Miranda, Chris Paul, Tom Hanks, Faith Hill, and Tim McGraw. Florida Must Provide Spanish-Language Sample Ballots
A federal judge in Florida on Friday issued a ruling saying 32 county election officials must provide Spanish-language ballots, a move that could help more than 30,000 Puerto Ricans -- many of them recent arrivals to the state after Hurricane Maria -- in the state vote. Chief Judge Mark Walker’s injunction says the Spanish-language sample ballots must be identical to the English-language official ballots and that can be used to mark the official ballots. He also required that they take steps to make Spanish-speaking voters aware that these ballots will be available and how to use them. Finally, he ordered local election officials to post Spanish signs and notices on their websites. Walker ruled that failing to help these eligible voters is likely a violation of the Voting Rights Act. "It is remarkable that it takes a coalition of voting rights organizations and individuals to sue in federal court to seek minimal compliance with the plain language of a venerable 53-year-old law … Puerto Ricans are American citizens,” Walker wrote. “Unique among Americans, they are not educated primarily in English — and do not need to be. But, like all American citizens, they possess the fundamental right to vote.” More here.

Lawmakers Question ICE and DOJ Request to Seize Voting Records
ICE and the Justice Department wanted to seize eight years of voting records from North Carolina but on Thursday, officials said nah. The North Carolina state elections board on Friday unanimously voted to ask the state's attorney general to quash the subpoena and a federal prosecutor agreed to postpone the deadline for North Carolina election officials to turn over millions of voting records two months before the midterm elections. Now, top Democrats are voicing strong concerns and have called for an investigation into the legality and political motivation behind the unprecedented request for private voter information. Oversight and Government Reform Committee Ranking Member Elijah Cummings (D-MD), Homeland Security Committee Ranking Member Bennie Thompson (D-MS), North Carolina members Alma Adams and G.K. Butterfield were joined by Congressmen Robert Brady (D-PA) and Jerrold Nadler (D-NY) in asking the Inspectors General of the DOJ and ICE to promptly undertake an investigation to determine the legal implications of and rationale for the subpoenas. “These subpoenas are overly broad, request private voter information, and appear to target voters of color,” the members write. “Accordingly, we respectfully request that you undertake an investigation to examine the circumstances by which these subpoenas were issued, the scope of the subpoenas, and the seemingly political motivations behind them.” Assistant U.S. Attorney Sebastian Kielmanovich agreed Thursday to postpone compliance until January 2019 but the question still remains: why is the DOJ subpoenaing voting records? GOP Official Says Ted Cruz is “Unlikable”
Senator Ted Cruz (R-TX) is trying to hold on to his Senate seat, but Congressman Beto O’rourke (D-TX) is hot on his tails. One of Cruz’s biggest challenges is he’s not “likable,” according to Office of Management and Budget Director Mick Mulvaney. "There's a very real possibility we will win a race for Senate in Florida and lose a race in Texas for Senate, O.K.?," Mulvaney said to party officials and donors at a closed-door event in NYC on Saturday. "I don't think it's likely, but it's a possibility. How likable is a candidate? That still counts." A Quinnipiac University poll last week showed the Texas Senate race as deadlocked. Who else does Mulvaney describe as unlikable? Donald Trump. “You may hate the president, and there’s a lot of people who do, but they certainly like the way the country is going,” Mulvaney said, adding of voters: “If you figure out a way to subtract from that equation how they feel about the president, the numbers go up dramatically.” Trump is planning to travel to Texas in October to rally support for Cruz, another clear sign that Republicans are nervous about a possible O'Rourke upset. CNBC Names New Reporter to Cover Tech Sector
Salvador Rodríguez is joining CNBC.com after a year and a half at Reuters, where he covered the enterprise software and cloud computing markets with a focus on Microsoft, Tesla, AWS, Salesforce, Google Cloud, and Slack, as well as Europe's GDPR and tech diversity. In his new role, the San Francisco-based Reporter will focus on Facebook and other tech companies. Rodríguez has also covered the tech industry for the Los Angeles Times, IBT, Cronkite News Service, and Inc. The bilingual journalist, fluent in English and Spanish, was born in Mexico and grew up in Texas. He received his journalism training at the Walter Cronkite School of Journalism and Mass Communication at Arizona State University in Phoenix. There, he earned his Master's and Bachelor's degrees in journalism and completed a specialization in business reporting. Move over DJ Khaled, Omarosa dominates mixtapes these days. The former White House staffer is appearing on The View today where, according to Page Six, she is expected to drop another tape. Insiders won’t say who’s on the reality TV villain’s latest secret recording from her time in the White House. However, Page Six sources say it’s “multiple people; both men and women” and that “they are high up in the administration. One of them has left [the job since the recording was made].” The Unhinged author also claims to have also recorded Donald Trump during her White House tenure. Prison Strike Ends with Little Media Coverage
A nationwide strike by prison inmates came to an end on Sunday -- the 47th anniversary of the Attica massacre, the 1971 prisoner uprising where inmates rioted and took control of the prison resulting in 43 deaths. Since August 21st, some prisoners have chosen to forgo meals, organize peaceful sit-in protests, refuse to work, and halt commissary spending. Meanwhile, allies on the outside stood in solidarity with the protest by marching, chanting, and pressuring government officials to take action against what rally organizers call modern-day slavery. Coverage of the strike has been limited not because it isn’t noteworthy, but because prisons officials are notoriously clandestine about what happens inside their walls and are known for stonewalling reporters who inquire. Additionally, prisoners are often severely punished for communicating with the press including being sent to solitary confinement or sentenced to decades in “disciplinary detention." At the end of 2016, federal and state prisons in the U.S. held about 486,900 inmates who were Black and 341,200 who were Hispanic, according to Pew Research. For context, that same year, Blacks represented 12% of the U.S. adult population but 33% of the sentenced prison population; and while Hispanics represented 16% of the adult population, they accounted for 23% of inmates. Paramount Pictures Names New EVP
Paramount Pictures has named longtime Viacom executive Michael Armstrong as EVP Worldwide Television Licensing and Operations. He was most recently General Manager at BET Networks. Before that, Armstrong was the EVP and General Manager over Revenue and Emerging Brands for Viacom International Media Networks (VIMN) where he managed the development and expansion of BET, Paramount Channel, and Spike internationally and oversaw International Program Sales, Affiliate Sales, and Viacom Velocity International, VIMN’s ad sales division. In the newly created position Paramount, Armstrong will be charged with leading third-party series distribution efforts with studio partners; managing -- in partnership with Paramount Television -- distribution efforts on local language productions; and overseeing Paramount’s digital monetization team. The 1994 Hampton graduate, who also earned his MBA from the University of Chicago in 2002, will also work closely with Viacom International Studios as it explores the creation of an unwired network for the distribution of series content to international partners. Netflix Names VP of Inclusion Strategy
Netflix has named veteran culture expert Verna Myers as its VP of Inclusion Strategy. The Baltimore native runs her own consultancy on diversity and inclusion, where she has collaborated with hundreds of elite international law firms, Wall Street, Fortune 500 companies, and other powerhouse clients developing comprehensive strategic diversity action plans. In her newly created Netflix role, Myers is charged with including cultural diversity, inclusion, and equity in the streaming giant’s fast-growing operations worldwide. The Harvard-trained lawyer, who completed her undergraduate studies at Barnard College in 1982, spent time at several prestigious law firms before assuming the role of Deputy Chief of Staff for the Attorney General of Massachusetts. Myers is also the author of the best-selling books Moving Diversity Forward: How to Move From Well-Meaning to Well-Doing and What If I Say the Wrong Thing? 25 Habits for Culturally Effective People. "I have been a longtime fan of the inclusive and diverse programming and talent at Netflix, and then I got a chance to meet the people behind the screen. I was so impressed by their mission, their excellence, and decision to take their inclusion and diversity efforts to a higher level," Myers said.
