RLP/ELP Document Updates
Changes have been made to the Rehabilitation Loan Program (RLP) and Emergency & Accessibility Loan Program (ELP) Borrower Application, Loan File Checklist, and the Forms Guide and Glossary. Please review the changes listed below:
  • A field has been added to Page 1 of the Borrower Application to include either a social security number or an Individual Taxpayer Identification Number (ITIN).
  • An Identification section has been added to Page 6 of the Borrower Application that requires that all borrowers provide a copy of a valid Minnesota Driver’s License, United States Passport, or Minnesota State issued ID card.
  • IRS Form 4506-T must be completed by all borrowers that apply for an RLP or ELP loan. Please note that while the 4506-T allows lenders to obtain copies of a borrower’s tax returns, it is not sufficient to satisfy the express consent requirement under the Taxpayer First Act. Lenders must document, separate from the 4506-T, in each borrower file that they have received express consent from taxpayers to share tax return information prior to disclosing the tax return information to Minnesota Housing (which includes uploading the documents to the commitment system or sending in hard copies).   • The RLP and ELP Loan File Checklist has been updated to include the 4506-T and Identification documentation requirements.
Please ensure that the most current documents are used when processing a loan. All required documents can be found on Minnesota Housing's website in the Forms Guide and Glossary. Click the links below to review the documents that have been updated.
