This handbook has been updated for 2023 and contains information on many best management practices (BMP) for responsible forest management.

Contractors working on PHP Crown lands must ensure that their forest workers are trained in safety & environmental best management practices outlined in the handbook. Below are some BMPs to remember and follow.
|
Safety & Environmental Incident Reporting
|
We are all responsible for providing a safe, healthy, and environmentally sound workplace. If errors, near-misses, and accidents do occur, it is important to report them so effective follow-up, investigation and analysis can be done. This reporting not only serves to provide an indication of our safety and environmental performance, but it also provides opportunities to implement preventative or corrective actions for continual improvement.
A Safety or Environmental Incident is Reported When There Is:
1. A near miss → any incident that could, under slightly different circumstances, have caused injury, damage to the environment or loss to property.
2. Any equipment or process failure that exposes people and the environment to potential hazards.
3. An unsafe condition that poses a potential hazard to people and the environment.
4. A lost time accident requiring medical aid.
5. A notice or violation issued against the Occupational Health & Safety Act or by other regulatory agencies for environmental non-compliance.
6. Damage or a potential hazard to the environment, including:
a. Uncontrolled release of hazardous substance (see Spills section).
b. Watercourse alteration.
c. Road and/or culvert washouts that are causing or are likely to cause siltation.

Company and contractor silviculture and logging operations must have a fully stocked oil spill control kit on all active operations.
- Each logging truck must have one spill kit on board.
- Forwarders are required to have absorbent snakes (socks/booms).
- Pads are required on harvesters.
Ensure your spill kit has the necessary contents to clean up spills.

- 1 Absorbent Socs (Booms)

- 6 Absorbent Pads (Pillows)
- 2 Disposable Bags

| To minimize the risk of a fuel tank shifting in the back of a truck, securing the tank to the box of the truck rather than using a ratchet strap, as shown in the picture, is strongly encouraged. Means of securement must not damage the integrity of the tank.

To prevent an accidental release of dangerous goods that could endanger public safety and the environment.
- Lifting slings and securing straps have to be in good condition.
- Capable of lifting and securing a full tank.
- The tank must be adequately secured to the transport vehicle.
- Means of securement must not damage the tank.
- The vehicle or trailer must have a valid motor vehicle inspection.

The product and capacity of containers, inspection standards, and more are available in the handbook.

Prior to leaving your machine, ensure the machine is in a zero-energy state with the blade resting on the ground.
|
- All employees must be trained and understand the lock-out procedure and the specific instructions for the equipment they operate or maintain.
- Each contractor must have their own lock-out procedure.
- Each lock-out procedure must be machine specific.

- Fire season: March 15 to October 15

Fire-fighting equipment required is based on the number of people and machinery.
- All fire-fighting equipment is required to be kept:
- Readily available.
- In proper working order.

Ensure you have immediate access to your fire extinguisher. Here is an example of where the bolt would need to be removed to access the fire extinguisher.

Use of Personal Protective Equipment (PPE) |
Wear Protective Equipment and Clothing.
The following Personal Protective Equipment (PPE) is to be worn on all Port Hawkesbury Paper Woodlands Operations:
|
- CSA Grade 2 Boots or Equivalent
- CSA Approved Hard Hat
- Eye Protection
- High Visibility Clothing

| Port Hawkesbury Paper is updating to Survey123.
|
- All PHP Supervisors will be using consistent forms within Survey123.
-
PHP staff will begin doing a portion of their audits in Districts where they don’t normally supervise.
- The purpose of this is to remove possible subjective bias.
- If there is a violation, PHP Supervisors will follow-up on corrective action requests within 20 days.

BMPs for Watercourse Crossing Installation |
|
|
- Contractors are responsible for locating, installing, and properly using and maintaining temporary bridge watercourse crossings.
- Crossings will be located on stable ground at a narrow and straight section of the watercourse and matted with brush.
- Watercourse banks with steep slopes or erodible soils will be avoided.
- A mat or suitable material will be used on temporary bridges to prevent material from entering the waterway.

The mat must be cleaned periodically to prevent build-up and potential overflow into the waterway.
- Install temporary bridges so the bridge deck height is a minimum of 250 mm above the watercourse bank height.
- The bridge must be removed as soon as conditions allow and the disturbed area is stabilized.

Use erosion control measures such as haying, brushing, and seeding.
- Carefully remove any debris that may enter the watercourse.
- The contractor must inform the Company supervisor of any adverse effects from the temporary bridge crossing.

Proper warning signs must be posted on two-way Public Traffic Roads on Crown lands.
