About last night… Clearly, having Issa Rae rooting for you makes an impact. Lena Waithe became the first Black woman ever to win the Emmy for Outstanding Writing in a Comedy Series for co-writing Master of None's "Thanksgiving" episode with Aziz Ansari, who won in this category last year with Alan Yang. Donald Glover made history as the first Black person to win an Emmy for directing for a comedy, and he also won for lead actor in a comedy series, Atlanta. And winning the Emmy for pettiest POTUS of all time is Donald Trump who retweeted a GIF Sunday morning that showed him swinging a golf club and appearing to hit Hillary Clinton with a golf ball. That’s right. It’s back to the realities of the Beltway. The golf ball tweet happened just days before Trump makes his debut at the UN General Assembly tomorrow morning. As a candidate, Trump labeled the UN as weak and incompetent. But he has since softened his tone. But not on Twitter. “I spoke with President Moon of South Korea last night. Asked him how Rocket Man is doing. Long gas lines forming in North Korea. Too bad!” he tweeted on Sunday. Let’s see if he sticks to the prompter tomorrow. Now to the Hill. A small group of Republicans led by Senators Bill Cassidy (R-LA) and Lindsey Graham (R-SC) are convinced they can secure a 50th vote for their latest measure to repeal the ACA. Their current situation? It ain’t looking good. Meanwhile, there’s bipartisan outrage towards Facebook in the Russian fake news scandal. And this will likely have serious implications in the 2018 midterms. To the states… Last week, the California State Assembly passed a bill that would require all presidential candidates to release their tax returns prior to being placed on the state’s ballot. And in St. Louis, about 1,000 protesters surrounded the home of Mayor Lyda Krewson, breaking at least two windows and throwing red paint at the brick house before some 200 police in riot gear moved in to break it up. The mostly peaceful protests were following the not guilty verdict in the murder trial of former police Officer Jason Stockley, a white cop acquitted of murder in the shooting death of 24-year-old Anthony Lamar Smith, a Black man. It’s Monday y’all. And just when you thought you could chill after CHCI, CBCF-ALC kicks off for the first time since Barack Obama left the WH. Take it easy today. It’s gonna be a long week. Obama Meets with Chicago’s South Side Community About the OPC
At the Obama Foundation's first public meeting last Thursday, Barack Obama appeared on a screen through a conference call to answer questions about the Obama Presidential Center being built in Jackson Park. The former President wanted to explain why he did not want to sign Community Benefits Agreement (CBA). He said while he does view CBAs an effective tool for developers, he doesn't see it as a right fit for this project because it's funded by a nonprofit. He asked residents to trust that their interests would be addressed in the process of developing and constructing the multimillion-dollar Presidential Center. "I've been there. I used to be the organizer insisting on accountability to the community," he said."I am not going to guarantee that every single person in the community is going to be perfectly happy with every single decision we make, because if that were the case nothing would ever get done," he said. "It's not any person in the community who is going to feel as though they weren't heard and the process wasn't transparent." Obama's message appeared to disappoint dozens of residents and organizers who are worried about their neighborhood being gentrified and have been gathering to iron out a list of ways they think the center could benefit the struggling areas closest to the Jackson Park site. CBC Slams DOJ Changes to COPS Program
On Friday, DOJ announced changes targeting former President Barack Obama’s Office of Community Oriented Policing Services (COPS Office) initiative, and the CBC was not happy. The COPS Collaborative Reform Initiative for Technical Assistance allowed local police departments and cities to ask for federal help on various issues, including police shootings and alleged brutality. AG Jeff Sessions announced that COPS won't issue audit reports or suggest reforms even if they're asked for help. They will now focus on giving law enforcement agencies grants aimed at fighting violent crime. “In the midst of protests in St. Louis, Mo., in response to the acquittal of a cop who killed a 24-year-old African American man, the Trump Justice Department is gutting an important federal program that is focused on restoring trust between communities and police departments and monitoring progress in this area," CBC Chairman Cedric Richmond (D-LA) said. “This is yet another example of what the Black community has to lose under this administration.” More here.

Gallego and Jayapal Demand Answers from ICE on Motel 6
On Friday, Congressman Rubén Gallego (D-AZ) and Congresswoman Pramila Jayapal (D-WA) wrote to Acting ICE Director Thomas Homan demanding answers in the wake of reports that the agency regularly obtained guest lists from two Phoenix-area Motel 6 locations and used that information to question and detain individuals believed to be undocumented. The letter calls on Homan to expressly prohibit the practice of combing hotel records to identify suspects and requests information about how and why this misguided tactic was employed, including whether guests at other hotels have been similarly targeted. “Targeting discount hotels is a move straight from the Joe Arpaio playbook and it provides fresh evidence that it’s time for Congress to rein-in Donald Trump’s unaccountable, out-of-control immigration authorities,” said Gallego. Motel 6 on Thursday confirmed that some Motel 6 properties in the Phoenix area were leaving the light on for ICE by providing them daily guest lists. "To help ensure that this does not occur again, we will be issuing a directive to every one of our more than 1,400 locations nationwide, making clear that they are prohibited from voluntarily providing daily guest lists to ICE," they said. Maxine Waters and Bobby Scott Lead Letter to DeVos Defending CFPB
Congresswoman Maxine Waters (D-CA), Ranking Member of the House Financial Services Committee, and Congressman Bobby Scott (D-VA), Ranking Member of the House Education and Workforce Committee, and a total of 39 bicameral members of Congress on Friday called on Education Secretary Betsy DeVos to reverse her decision to stop cooperating with the Consumer Financial Protection Bureau (CFPB). Several weeks ago, the Department of Education sent a letter to the CFPB taking exception to the agency unilaterally expanding its oversight role to include the department’s contracted federal loan servicers. “The CFPB is using the Department’s data to expand its jurisdiction into areas that Congress never envisioned,” the letter read. The members of Congress continued, “Without CFPB oversight, we are deeply concerned this backward step will allow student loan servicers to more easily take advantage of borrowers.” Read the full letter and see what other Members signed here.
Meng Helps Restore $1 Million DOL’s Women’s Bureau
On Friday, an amendment sponsored by Congresswoman Grace Meng (D-NY) to restore more than $1 million to the Department of Labor’s Women’s Bureau was passed in the House as part of a broad spending package to fund the federal government through the end of fiscal year 2018. Meng’s measure restores the funding after it was initially cut in the underlying spending legislation. The Women’s Bureau conducts research to help departmental agencies develop policies that advance the interests of working women. It plans and executes research and advises other agencies on the structure and implementation of a wide-range of worker programs. “The work performed by the Women’s Bureau is critical in researching, analyzing, and proposing policy and program solutions to address these problems that threaten women’s economic security,” Meng said. “Its funding should not be cut by one cent, let alone more than a million dollars. I’m pleased my colleagues agreed, and passed my amendment in a truly bipartisan fashion.” More here.

WH Names Former NFL Player Executive Director for HBCU Initiative
According to reports, the White House is expected to name Johnathan Holifield as the next Executive Director of the White House Initiative on HBCUs. Holifield, a graduate of West Virginia University, completed his M. Ed. and J.D. from the University of Cincinnati. The former Cincinnati Bengals running back is the co-founder of ScaleUp Partners, a consulting agency that, according to its website, strives for “inclusive competitiveness.” ScaleUp primarily works to develop strategies for entrepreneurs from underrepresented communities. The company has worked with the Ohio Board of Regents and provided services for start-up companies across the country. Outside of ScaleUp, Holifield was the former VP with the Cincinnati USA Chamber of Commerce and the founding Executive Director of CincyTech, a company that consults and invests in new tech companies in Southwest Ohio. So all of this begs the question: what experience, if any, does he have to prepare him for this appointment? UNCF’s President and CEO Michael Lomax said the group looked forward to hearing how Holifield would advance the interests of HBCUs and ensure more African Americans get the opportunity to attend and graduate college. Facebook Brings on Obama Alumna to Manage Public Policy
Facebook has named Monique Dorsainvil Public Policy Manager for External Affairs. Dorsainvil was most recently the Deputy Chief of Staff for the WH Office of Public Engagement where she worked under Valerie Jarrett. The Emory University graduate came to DC as an intern in the White House and never left. She was part of the team that helped repeal of the military’s “don’t ask, don’t tell” policy and says an unforgettable moment with President Barck Obama was his response when she mentioned her girlfriend. “When I said ‘partner’ he did not even flinch,” she said. “He didn’t even blink. He just looked at me and said, ‘Oh, what does she do?’ That was his first question, and to me, that meant the world.” The California native has traveled to more than 25 countries but will continue to call DC her home as she will be based in Facebook’s DC office. AARP has hired Al Campos to lead their National Retired Teacher’s Association, AARP's Educator Community. Campos joins AARP from the National Education Association's Government Affairs team. For more than 14 years, the political science State University of New York/Western New England College School of Law graduate worked to advance the organization's federal legislative and regulatory policy issues related to taxation, pensions, retirement security, Social Security, Medicare, Medicaid, and healthcare. He also was NEA's liaison to the Congressional Hispanic Caucus and a trustee of the NEA Employees' Retirement Plan. Why is Obama Meeting with Diddy?
Music mogul Sean "Diddy" Combs posted a picture on Instagram hanging out with former President Barack Obama. Were the two just hanging out? Or was it an official meeting? All Diddy gave us is a post with the picture that reads, “This week was a great week. Shout out to the king @barackobama!!! #blackexcellence.” So what exactly were Diddy and “the king” discussing? Will Diddy be getting involved with the My Brother’s Keeper Alliance? Will he be performing at the opening of the Obama Presidential Center? Take that, take that. Is Diddy hoping to bring in the ultimate muse for his now-defunct Vote or Die campaign to resurrect the movement for 2018 midterms? Or were the two just swapping mo’ money, mo’ problems stories since the Obamas have moved into a different tax bracket post-White House? We don’t know. But we want to! Obama Joins Thunderbird Country Club
According to reports, former President Barack Obama has accepted a membership at Thunderbird Country Club in Rancho Mirage, CA. There has been speculation for years the Obamas might build or buy a house across the street at Thunderbird Heights, but that remains unconfirmed. The former President visited the Coachella Valley numerous times while in office to host meetings and hit the links. Obama’s acceptance continues the legacy of former Presidents who were also members at the exclusive golf course. President Gerald Ford, actually lived onsite. More here.

How Long Will Omarosa Last?
Everyone from the NY Daily News to Politico is speculating that Omarosa's days in the White House are numbered. Reportedly, new WH Chief of Staff John Kelly has questioned whether the offices of political affairs and public liaison have a clear strategic vision and is rumored to view the offices as a dumping ground for problematic hires, namely Omarosa. The NY Daily News' source reports that Omarosa really liked the brief WH Communications Director Anthony “The Mooch” Scaramucci, who was ousted after only 11 days. The source says she constantly tried to meet up with him for lunch or dinner, but it never happened during his short-lived time in the administration. Another source says the racial tension after the white supremacists' rallies in Charlottesville impacted her job security and likely bought her some time. More here.
Bannon Speaking at Black Entrepreneur Summit This Month
The super PAC Black Americans For A Better Future, run by former GOP consultant Raynard Jackson (pictured), has invited former WH Senior Advisor Steve Bannon to speak at their event this month. The gathering is billed as offering “a Republican vision for creating opportunities for Black entrepreneurs,” according to the invitation. Jackson describes the PAC as a vehicle to “get more Blacks involved in the Republican Party.” “We just want a fair chance to compete in this American system called capitalism,” Jackson told HuffPost, pointing specifically to helping Black entrepreneurs get some of the federal funding that will come from rebuilding cities that were hit by the recent hurricanes. Jackson, who calls Bannon a good friend, says “I’ve known Steve a long time. You can call Steve a lot of things ― racist ain’t one of them.” According to reports, Jackson’s PAC has received the vast amount of its funding from wealthy white GOP donors, with the most coming from Robert Mercer, a Long Island hedge fund manager who was one of Trump’s biggest backers and who also put $10 million into Bannon’s site, Breitbart News. Ex Milwaukee Sheriff David Clarke Told to Revise Master’s Thesis or Lose Degree
The Naval Postgraduate School is telling former Milwaukee County Sheriff David Clarke to revise his master’s thesis or risk losing his degree in security studies. The school had conducted an investigation after CNN reported in May that Clarke’s 2013 thesis, "Making U.S. security and privacy rights compatible,” had language lifted from several sources, including ACLU reports, WaPo, and a book by George W. Bush. The CNN investigation found that while Clarke credited the sources in footnotes, he did not indicate with quotes that he was using the language verbatim. As The Beat DC reported, Clarke recently resigned to join a pro-Trump super PAC. The Naval Postgraduate School said it found that the thesis was in violation of the school’s honor code and told Clarke he had until October 23rd to revise the material. More here.
Clarke Twitter Rant Hits Waters, Kaepernick, and Black Lives Matter
Maybe he should start revising his thesis instead of tweeting. But instead, taking a play from the Donald Trump Twitter rant playbook, former Milwaukee County Sheriff David Clarke went on a 24-hour tirade in which he decided to come after Congresswoman Maxine Waters (D-CA), Colin Kaepernick, and the Black Lives Matter movement. After Waters’ comment on Trump’s reported degradation of AG Jeff Sessions, Clarke decided to state that, “It's obvious that Maxine Waters hates white people. That would make her a black supremacist.” He then criticized BLM for this weekend’s St. Louis protests and stated that BLM is destroying cities. He then questioned the sincerity of Colin Kaepernick’s actions saying, “When I see Kaepernick in the hood mentoring young black males on making better lifestyle choices then I will know his sincerity. Opportunist”. Kaepernick, of course, is a very active mentor to young Black men including teaching the Constitution to young men of color in Oakland. Clarke’s tweet came the day after the NFL Player’s Association named Kaepernick its community MVP for his charitable work. #DeleteYourAccount and get started on that thesis. More here.

NBC Names One Person of Color to Nine-Person Team Covering Media
On Friday, NBC announced a nine-person team to cover media, with only one person of color. Jo Ling Kent, an NBC News and MSNBC correspondent “who reports on the business of media, the technology giants, and social media platforms” and is Asian American, will be the sole voice of color on the team. The Rice University graduate who earned masters degrees from both Peking University and the London School of Economics, spent three years at Fox Business Network before joining NBC News in 2016. Former Editor-In-Chief of The Source Teams with Game of Thrones Creator on New HBO Project
HBO has closed a development deal for Who Fears Death, a series from Executive Producer and Game of Thrones creator George R.R. Martin. Joining Martin is former BET exec and Editor-In-Chief of The Source magazine Selwyn Seyfu Hinds who will write and co-executive produce. The Princeton University graduate has written across several platforms, including periodicals, television, and even comic books. Fun fact: Hinds worked with The Beat DC’s Tiffany D. Cross on several original programming projects at BET Networks. Author Nnedi Okorafor announced in July that her novel Who Fears Death, a coming-of-age story about a young woman living in a post-apocalyptic version of North Africa, was being developed by HBO. Okorafor is also set to serve as a consultant on the series, and former HBO programming president Michael Lombardo and Angela Mancuso will serve as Executive Producers as well. More here.
Study Finds Asian Americans Still Underrepresented in Media
A study released by six California universities last week found that Asian American Pacific Islanders remain underrepresented, marginalized and relegated to token appearances on comedies and dramas. The study found that more than 64% of all series do not feature an Asian American or Pacific Islander as a series regular. In contrast, 96% of series have at least one white series regular. It also found that white performers are dominant in the prime-time landscape, comprising nearly 70% of all TV series regulars, compared to 4% of Asian Americans. More from the LA Times here.

Google Stops Targeted Racist Ads After BuzzFeed Report
According to a new report from BuzzFeed, Google allows advertisers to specifically target ads to people typing racist and bigoted terms into its search bar. Not only that, the report says that Google will suggest additional racist and bigoted terms once you type some into its ad-buying tool. Type "White people ruin," as a potential advertising keyword into Google's ad platform, and Google will suggest you run ads next to searches including "Black people ruin neighborhoods.” Following BuzzFeed’s inquiry, Google disabled every keyword in this ad campaign except one -- an exact match for "Blacks destroy everything," is still eligible. Google told BuzzFeed News that just because a phrase is eligible does not guarantee an ad campaign will run against it. Friday morning, following the publication of the story, Google provided a second statement to BuzzFeed News from their SVP of Advertising Sridhar Ramaswamy. "Our goal is to prevent our keyword suggestions tool from making offensive suggestions, and to stop any offensive ads appearing. We have language that informs advertisers when their ads are offensive and therefore rejected. In this instance, ads didn’t run against the vast majority of these keywords, but we didn't catch all these offensive suggestions. That's not good enough and we’re not making excuses. We've already turned off these suggestions, and any ads that made it through, and will work harder to stop this from happening again." This revelation comes as Facebook is scrambling to adjust its advertising platform that allowed marketers to target "Jew haters." More here.

Army Cancels Contracts for Immigrants, Some Will Face Deportation
WaPo reports that Army recruiters have abruptly canceled enlistment contracts for hundreds of foreign-born military recruits since last week, upending their lives and potentially exposing many to deportation. The article reports that many of these enlistees have waited years to join a troubled recruitment program designed to attract highly skilled immigrants into the service in exchange for fast-track citizenship. On Friday, the Pentagon denied ordering a mass cancellation of immigrant recruit contracts and said there were no incentives to do so. Officials said that recent directives to recruiters were meant to reiterate that immigrant recruits must be separated within two years of enlistment unless they “opt in” for an additional year. But some recruits among half a dozen interviewed for the WaPo article said they were not approaching that two-year limit when their contracts were canceled. More here.
DOJ’s ‘Sanctuary Cities’ Policy Takes a Hit
Late Friday afternoon, a federal judge issued a nationwide injunction against the Trump administration's effort to crack down on ‘sanctuary cities’ by withholding DOJ funds for public safety. District Judge Harry Leinenweber sided with Chicago officials who argued that penalizing cities for protecting undocumented immigrants was unlawful and unconstitutional. He said AG Jeff Sessions lacked authority to impose such conditions on the federal grant program and that the ruling would apply to all jurisdictions. "The harm to the city’s relationship with the immigrant community if it should accede to the conditions is irreparable," Leinenweber said in his 41-page decision. He also said that he found "no reason to think that the legal issues present in this case are restricted to Chicago or that the statutory authority given to the attorney general would differ in another jurisdiction." Friday’s ruling is especially important given that California’s legislature on Saturday voted to become a ‘sanctuary state,’ so DOJ will, for now, not be able to withhold funds from the state. Trump Administration May Close Havana Embassy Over ‘Health Incidents’
The U.S. is considering closing its embassy in Havana over alleged sonic attacks on personnel in Cuba, Secretary of State Rex Tillerson said on CBS’ Face the Nation. Why? Because U.S. officials haven’t been able to explain what has happened to at least 21 diplomats who have been assigned to the U.S. embassy in Havana. They have suffered from a series of health incidents since last August including dizziness, headaches, hearing loss, and even mild brain injury stemming from a sonic noise that appears to target them in their homes and apartments in Havana, which are provided by the Cuban government. While the Cuban government has denied any involvement and says it is fully cooperating with an investigation, the U.S. State Department earlier this summer expelled two Cuban diplomats from Washington over the issue. Several senators, including Marco Rubio (R-FL), wrote to Tillerson on Friday urging him to not only shutter the embassy but also kick all Cuban diplomats out of the U.S. “Cuba’s neglect of its duty to protect our diplomats and their families cannot go unchallenged,” said the letter.
