Voters in Atlanta are facing a big choice today as two candidates face off in a mayoral contest that centers on race and could make history. More on that below. In another Southern contest, a CBS poll shows accused pedophile Roy Moore leading his Democratic opponent Doug Jones in the Alabama Senate race by five points. Moore has denied all allegations against him and even said he doesn’t know any of the accusers. But one of the women who said that she dated Moore when she was 17 and he was 34, revealed a graduation card that appears to be signed by Moore. Back on Capitol Hill, House and Senate lawmakers have begun wrangling over a tax reform plan that reconciles versions from both chambers. The Freedom Caucus almost derailed the plan when they did some arm twisting yesterday over a stopgap bill, underscoring the divisions among Republican lawmakers. The full GOP conference is expected to settle on its spending plan at a closed-door meeting today, with a full floor vote expected tomorrow. Senate Minority Leader Chuck Schumer (D-NY) and House Minority Leader Nancy Pelosi (D-CA) said they will meet with Donald Trump to resume negotiations to avoid a government shutdown at the end of the week. They reiterated on Monday that they are seeking a compromise which extends protections for DACA recipients. Trump is planning to end the program in March. The partisan House of Cards could still fall by Friday. Speaking of, actress Robin Wright will lead the cast in the Netflix show for its final eight episodes. Conyers Will Not Seek Re-Election
NYT’s Yamiche Alcindor reports that Congressman John Conyers (D-MI) will not seek reelection, positioning his grandnephew, Michigan state Senator Ian Conyers, to seek the seat in 2018. “He is not resigning. He is going to retire,” the younger Conyers said. “His doctor advised him that the rigor of another campaign would be too much for him just in terms of his health.” The Congressman is expected to make the announcement by calling into a Detroit radio show at 10:15 this morning. The announcement comes just a day after another accuser and former staffer, Elisa Grubbs, says the Congressman slid his hand up her skirt and rubbed her thighs while she was sitting next to him in the front row of a church. Grubbs is the cousin of another accuser, Marion Brown, who reached a confidential settlement with Conyers over sexual harassment allegations but broke a confidentiality agreement to speak publicly last week.
“I stand with my uncle in terms of his belief of no specific wrongdoing. However, those things need to have their day in court,” said Conyers, who has been in office for less than a year. Ian said that despite the accusations, he believes Michigan voters will reward his family’s work in politics by electing him. More here.
Michelle Obama Heading to Montreal
Michelle Obama will head to Montreal on February 5th, as part of the the Chamber of Commerce of Metropolitan Montreal Bell International Leaders series. Organizers said that after former President Barack Obama’s June 2017 visit to Montreal, they received a large number of requests to have FLOTUS44 come to the Quebec city. General admission tickets go on sale for the event at noon on December 14th. The Chamber of Commerce of Metropolitan Montreal describes itself as being the voice of the Montreal business community. Ellison and Antitrust Caucus Want the Feds to Study Impact of Mergers
Deputy DNC Chair and Congressman Keith Ellison (D-MN) yesterday introduced the Merger Retrospective Act, which would require the Federal Trade Commission and DOJ to conduct annual retrospective studies of how mergers impact prices, jobs, wages, and local economies, and to assess each merger’s effect on price, quality, and availability of products and services at the merged firm, as well as employment reduction and worker compensation. “When big companies merge, workers can be laid off in the thousands, prices can go up, and quality can go down for goods and services at the new firm,” said Ellison. “Decades of lax merger review and antitrust enforcement have helped bring us to a new Gilded Age, where inequality is higher than ever, and a handful of massive corporations control outsized wealth and political power at the expense of the rest of us.” He was joined by the rest of the newly formed Antitrust Caucus: David Cicilline (D-RI), Raúl Grijalva (D-AZ), Pramila Jayapal (D-WA), Ro Khanna (D-CA), Rick Nolan (D-MN), and Mark Pocan (D-WI). Senators Want Pai to Delay Net Neutrality Vote
Twenty-seven Senators penned a letter to FCC Chair Ajit Pai calling on the agency to delay its vote next week on repealing its net neutrality rules, citing concerns over the possibility that the agency’s public comment file may be filled with fake comments. The group, led by Senator Maggie Hassan (D-NH), wants the FCC to conduct an investigation into whether the net neutrality docket’s public comment record was tampered with. “There is good reason to believe that the record may be replete with fake or fraudulent comments, suggesting that your proposal is fundamentally flawed,” the Senators wrote. The FCC will vote on December 14th to scrap the Obama-era rules that prevent internet service providers from discriminating against certain content. The agency was flooded with a record nearly 22 million comments when it sought public input on Pai’s plan to repeal the rules. More here.

RNC Names New AAPI Outreach Director
Last month, Adi Sathi was appointed National Director of Asian Pacific American Engagement at the RNC. In this role, Sathi will train volunteers and activists to become RNC field staffers. He will be working with AAPI community and business leaders, elected officials and party leaders, as well as many nonprofit organizations both in DC and nationally. The University of Michigan grad was most recently Chief of Staff at the Young Republican National Federation, Inc. He also worked on several campaigns, including the Ed Gillespie VA gubernatorial campaign. He also spent time on Capitol Hill in the office of Senator Orrin Hatch (R-UT) as an APAICS Fellow where he advised on policy. The former Vice Chair of the Michigan Republican Party is fluent in English, Spanish, and Telugu. More about him here.
Bordallo Names Carbullido as New Deputy CoS
Adam Carbullido was just promoted to be the new Deputy Chief of Staff for Congresswoman Madeleine Bordallo (D-Guam). The University of Notre Dame grad is one of the only Pacific Islander Deputy Chiefs of Staff in Congress. Carbullido has been with Bordallo’s office since 2010 and has previously served as Staff Assistant, Press Secretary, Legislative Assistant, and Communications Director for the Congresswoman. House Staffer Heads to FCC
Jessica Martínez is leaving the House Committee on Energy and Commerce to head to the FCC as the new Special Advisor for Commissioner Jessica Rosenworcel. Leaving the Hill also means that Martínez will leave her post as Communications Director for the Congressional Hispanic Staff Association. The 2013 University of Utah graduate worked at the Podesta Group as an Associate for two years before transitioning to Capitol Hill. Back in Utah, she cut her teeth in politics doing Latino outreach for the local Democratic Party. Good thing the trilingual politico is hungry. She’ll have a full plate in the new gig. Commissioner Rosenworcel joined NY state AG Eric Schneiderman on Monday and said the FCC's net-neutrality comment process was corrupted and called for state and federal investigations and a delay in the December 14th vote to roll back the net neutrality regs. Podesta Alumni Start InSight
Podesta Group alumni Oscar Ramírez and Dana Thompson are teaming with Joshua Lamel to form InSight Public Affairs. The trio will lobby and offer other public affairs work for a variety of clients with a focus on the tech and telecommunications sectors that are part of the innovation economy including the clean energy industry, tech startups and financial and educational technology firms. As former Hill staffers, the trio aims to offer a niche space with the Congressional Black Caucus, the Congressional Hispanic Caucus, and the Congressional Asian Pacific American Caucus. After Ramírez graduated from Johns Hopkins University, he went on to earn his Master’s and JD from George Washington University. He spent time on Capitol Hill as a Deputy Chief of Staff for Congressman Al Green (D-TX) and then as a Chief of Staff for former California Congresswoman Hilda Solís. He followed Solís when she was named Secretary of Labor by former President Barack Obama and Ramírez was named her Special Assistant. Thompson, a former Chief of Staff to Congresswoman Maxine Waters (D-CA), spent several years as the Director of Federal Regulations for the State of Maryland before joining the now-defunct Podesta Group. After graduating from Yale he went on to complete law school at The Catholic University of America. Ford Foundation Names Director of Mission Investments
The Ford Foundation announced the appointment of Roy Swan as Director of its Mission Investments team based in NY. Swan will lead a team managing the portfolio announced in April, when Ford committed to earmark $1 billion over the next ten years in mission-related investments. His team also leads one of the nation's largest portfolios of program-related investments. Before joining Ford, Swan held several high-level executive roles at Morgan Stanley, most recently serving as Managing Director and Co-Head of its Global Sustainable Finance team. "We are truly fortunate to have him lead our growing team and push forward our commitment to mission investments." said Ford Foundation President Darren Walker. Swan’s corporate experience also includes investment banking at The First Boston Corporation, Salomon Brothers, JPMorgan, and financial management at Time Warner. The 1986 Princeton grad went on to complete law school at Stanford in 1992. Swan will begin his new position on January 4th. More here.

Menéndez Gets Primary Challenger
Attorney and commentator Michael Starr Hopkins has announced he will challenge Senator Bob Menéndez (D-NJ) in the June 2018 primary. “There are those who will say that now is not my time. They will say that I should wait my turn and be patient. But we can’t afford to wait or be silent,” the millennial candidate said. Raised in DC, Hopkins has lived in Jersey City for the last few years. He served as Deputy Director of Voter Protection in Colorado for Hillary Clinton during the 2016 presidential campaign. He has appeared as a contributor on Fox News, MSNBC, and CNN, and is also a contributing writer for The HuffPost and The Hill. Hopkins was a criminal defense attorney with the Legal Aid Society of NYC. As an undergraduate at Eckerd College, he worked as Deputy State Coordinator in Florida for Students For Barack Obama. He holds a J.D. from Florida Coastal School of Law, and earned his LL.M. at Yeshiva University's Benjamin N. Cardozo School of Law. Read his piece on why is he running for Senate here in The Hill.
Sanjay Gupta’s Brother Launches Congressional Run
Democratic businessman Suneel Gupta is running for Michigan's 11th District seat currently held by Congressman Dave Trott (R-MI), who does not plan to seek reelection. The 38-year-old Gupta is the younger brother of CNN Medical Reporter Dr. Sanjay Gupta. Suneel was VP of Product Development for Chicago-based Groupon Inc. before founding Rise Labs Inc. in 2013. The medical services startup was acquired by California-based One Medical in 2016. This year, Gupta joined California-based Kleiner Perkins, Caufield and Byers, which invests in companies such as Google, Amazon, Snapchat, and Airbnb. The University of Michigan grad earned his Master's and JD from Northwestern University. He will face a crowded field of primary candidates, which include: Haley Stevens, who was Chief of Staff to former President Barack Obama's auto task force; Fayrouz Saad, who was Director of Detroit Mayor Mike Duggan's Office of Immigrant Affairs; businessman and lawyer Dan Haberman; and State Representative Tim Greimel. Honolulu Councilman Enters Congressional Race
Honolulu City Councilman Ernie Martin said he plans to run in the Democratic primary next year for the congressional seat representing urban Honolulu being vacated by Congresswoman Colleen Hanabusa (D-HI), who is running for Governor. Martin has served on the Honolulu City Council for seven years, and is required by city term limits to step down next year. Martin is the son of immigrants who came to Hawaii from Tokyo, Japan. The Councilman obtained his undergraduate, Master’s, and law degrees all at The University of Hawaii. So far, he will face State Senator Donna Mercado Kim and State Representative Kaniela Saito Ing. Voters Head to the Polls Today in Atlanta
Voters in Atlanta head to the polls today to choose their next mayor. City Councilwoman Keisha Lance Bottoms will face off with fellow Councilwoman Mary Norwood. This contest has split the city among a racial divide, as Norwood could become the city’s first white mayor in 44 years. Bottoms, 47, was endorsed by former Mayor Andrew Young and current term-limited Mayor Kasim Reed, who beat Norwood in a 2009 runoff by only 714 votes. Norwood, 65, is backed by the city’s last white Mayor, Sam Massell, and two prominent Black officials: the city’s first female Mayor, Shirley Franklin, and former City Council President Ceasar Mitchell. Many see the latter endorsements as a public rebuke of Reed, who denigrated Mitchell and Norwood as “losers.” Norwood was recently caught on tape at a Young Republicans event in June where she claimed that Reed’s campaign found voters who once lived in housing projects or abandoned homes and bused them to voting booths in Atlanta. “It’s a lot harder to drive a van with six felons, you know guys who are going to commit felonies by voting illegally, if somebody’s watching,” she told the Republicans. She has since claimed her language did not reference African Americans specifically. The race has garnered national attention, with Senators Kamala Harris (D-CA) and Cory Booker (D-NJ) both making trips to the southern city to campaign for Bottoms. Discovery Buys Majority Stake in OWN from Oprah Winfrey
Discovery Communications is paying $70 million to take a majority interest in OWN: Oprah Winfrey Network. Previously, OWN had been a 50-50 joint venture between Oprah and the cable giant. The deal, announced Monday, increases Discovery’s ownership stake in the basic cable channel by an additional 24.5%, to nearly 75%. Oprah, however, will continue to serve as CEO of the network. The LA Times reports that as part of the deal, the media mogul will work exclusively for OWN in the basic cable space through 2025. Launched in 2011, the network has become a top-rated network for African American women, with such popular series as Queen Sugar and Greenleaf. The network has benefited from its relationship with prolific producer Tyler Perry, as well as with producer-director Ava DuVernay. “Creating OWN and seeing it flourish, supported by Discovery and a rapidly growing group of the finest storytellers in film and television, is one of my proudest achievements,” Winfrey said in a statement. “I’m thrilled with the network’s success and excited about this next chapter in our partnership.” More here.
HuffPost’s Black Voices Editor Departs
Lilly Workneh is leaving her post as Editor of HuffPost Black Voices after serving three years in the position. Workneh came to Black Voices from The Grio where she was a Lifestyle News Editor. The 2012 University of Georgia graduate made the announcement abruptly via Twitter on Friday, and HuffPost has not yet named a replacement. HuffPost’s Black Voices brands itself as a go-to destination for news and opinion on Black lives, culture and entertainment. Workneh tweeted, “So grateful for the tribe behind BV who helped to build it into the powerful platform it is today & for all the readers + retweeters who amplified black voices & our work. Thank u.” Since Lydia Polgreen took over as Editor-In-Chief of HuffPost earlier this year, over three dozen employees have been laid off and the editorial operations have shifted. The circumstances around Workneh’s abrupt departure are not yet known, but we’ll keep you posted on where she lands next. More about her here.

Trump Reportedly Will Attend Civil Rights Museum Opening in Mississippi on Saturday
CNN reports that Donald Trump is planning to attend Saturday’s opening of the Museum of Mississippi History and the Mississippi Civil Rights Museum. Who does he have to thank for the invite? Governor Phil Bryant invited Trump to attend the opening, which is part of the state’s celebration of its 200th birthday. The civil rights museum features the doors of the Bryant Grocery that 14-year-old Emmett Till walked through before the fateful encounter with the shopkeeper that led to his killing in the summer of 1955, and a room highlighting those in the movement who had their lives stolen by hate, including Medgar Evers and Vernon Dahmer, among others. Were there good people on both sides of those issues? The museums will open with a ceremony beginning at 11A, and speakers will include Myrlie Evers, Congressman John Lewis (D-GA), and former governors Haley Barbour and William F. Winter. More here.
Corrine Brown Sentenced to Five Years
Former Florida Congresswoman Corrine Brown was sentenced to five years in federal prison for fraud and tax crimes. U.S. District Judge Timothy Corrigan said the 71-year-old would report to an as-yet-undetermined prison no earlier than January 8th. The Bureau of Prisons will decide the date she must surrender to authorities. Brown’s longtime Chief of Staff, Ronnie Simmons, was sentenced to 48 months in prison, and Carla Wiley, the founder of the fake charity Brown was accused of personally profiting from, was sentenced to 21 months. Brown’s attorney, James Smith, argued for a probation-only sentence and said Brown would appeal Corrigan’s decision. However, an appeal may not keep the 12-term Congresswoman from going behind bars. Federal rules say Brown should begin serving her time while the appeal is pending. Under federal sentencing rules, Brown will have to complete 85% of her sentence before being eligible for release. SCOTUS Allows Latest Travel Ban to Go Into Effect
SCOTUS yesterday allowed Donald Trump’s third travel ban to take effect, despite the pending court cases filed by Hawaii and Maryland. Dissenting Justice Sonia Sotomayor -- along with Justice 
Ruth Bader Ginsburg -- said she would have denied the administration’s request to allow the latest ban to go into effect. The decision comes after Trump retweeted a string of inflammatory videos from a fringe British political group supposedly showing violence being committed by Muslims. The retweets drew a condemnation from British Prime Minister Theresa May and other British -- as well as American -- politicians and groups. The latest travel ban targets about 150 million potential travelers from Chad, Iran, Libya, North Korea, Somalia, Syria, and Yemen, along with some Venezuelan government officials and their families. Gallego Intros Legislation to Protect Bears Ears
On the heels of Donald Trump visiting Utah to announce his plans to shrink the Bears Ears National Monument, Congressman Rubén Gallego (D-AZ) introduced a bill to protect the area from the administration's attempt to downsize and redraw the monument boundaries. Last year, following extensive negotiations with five Native American tribes, former President Barack Obama signed a proclamation conserving 1.35 million acres of wilderness and protecting over 100,000 Native American archaeological and cultural sites. However, following a review conducted with no meaningful input from the tribes, the Interior Department recommended downsizing the monument. Gallego’s bill would protect the original acreage identified by the tribes as housing culturally sensitive artifacts and sacred lands. More here.
Menéndez Makes Case for Cuban Medical Professionals
Senator Bob Menéndez (D-NJ) led a bipartisan group of Cuban American colleagues from the Senate and House of Representatives in writing to DHS Acting Secretary Elaine Duke to immediately reinstate the Cuban Medical Professional Parole (CMPP) Program. The CMPP, which was created in 2006 and continued until January of this year, allowed Cuban medical professionals who were on Castro-regime-directed assignments overseas, to apply for parole in the U.S. During its eleven-year tenure, the U.S. approved 7,117 Cuban medical personnel stationed in over 60 countries for parole. Joining Menéndez are Senators Marco Rubio (R-FL) and Ted Cruz (R-TX), and from the House side, Ileana Ros-Lehtinen (R-FL), Mario Díaz-Balart (R-FL), Albio Sires (D-NJ), and Carlos Curbelo (R-FL).
