The Workforce Innovation and Opportunity Act (WIOA) was passed by Congress in 2014 as an update to the Workforce Investment Act from 1998.  According to the Department of Labor, the new law is designed to, "help job seekers access employment, education, training, and support services to succeed in the labor market and to match employers with the skilled workers they need to compete in the global economy."  It does this by streamlining several different workforce development programs into a single program, and is intended to keep better track of the federal government's success in helping workers find jobs.
The Midwest Administrator for the Department of Labor, Ms. Christine Quinn, will join the Alliance for a morning of discussion on the implementation of this new law throughout not only our Tri-State Region, but also all of Region V, which encompases Illinois, Indiana, Michigan, Minnesota, Ohio, Iowa, Kansas, Missouri, Nebraska, and Wisconsin.
This is an opportunity for you to learn more about how to implement WIOA in your own region, as well as investigate parternships and collaboration opportunites.
Christine Quinn
Christine Quinn was appointed as the Regional Administrator of Region 5 - Chicago, US Department of Labor, Employment and Training Administration, on November 29, 2015.  She provides leadership to ten states in America's heartland in designing and oversight of Workforce Systems for employers, youth, and adults - with a focus on customer satisfaction, continuous improvement, and effective and efficient management of resources. 
Prior to her appointment Quinn was Director of the Michigan Workforce Development Agency overseeing the staff and programs, including the state's workforce initiatives, adult education, the Veterans' Services Division, and programs related to migrant and seasonal workers. Over two years she was successful in obtaining $30 million to fund the Skilled Trades Training Fund, providing competitive awards for the development and implementation of employer responsive training that enhances talent incomes, productivity, and employment retention, while increasing the quality and competitiveness of Michigan's businesses. The STTF program will ensure Michigan's employers have access to the talent pipeline they need to compete and grow, and participants have the skills they need for in-demand jobs. This program is meant to create and expand collaboration between the Local workforce boards, economic development, and educational agencies by funding demand-driven training that addresses talent shortages hampering the growth of Michigan's priority industries.
Quinn previously served as President of South Central Michigan Works!, a local workforce board. She earned national recognition for establishing business solutions processes within Michigan’s workforce system, and for partnering with Michigan State University to create a curriculum leading to Business Solutions Professional certification. This remains a cornerstone for the systems demand driven approach to workforce/talent development. 
Quinn served as Executive Director of the Clinton County Task Force on Employment, a nonprofit operating workforce programs.  She has also held leadership positions at several Michigan advocacy and community organizations.
Quinn earned a Bachelor of Science degree from Ferris State University, and holds a number of specialized certifications in Balanced Scorecard, strategic planning and foresight, business services and workforce development.  She was also a member of a number of economic and workforce development committees, organizations and associations across her career. 
Also featured in the day's events will be an interative and engaging strategic doing exercise led by Ed Morrison, who has assisted the Alliance in the past.  
Strategic Doing teaches people how to form collaborations quickly, move them toward measurable outcomes and make adjustments along the way. In today’s world, collaboration is essential to meet the complex challenges we face. Strategic Doing enables leaders to design and guide new networks that generate innovative solutions. It is a new strategy discipline that is lean, agile and fast—just what organizations, communities and regions need to survive and thrive.
Ed Morrison
Ed Morrison is the regional economic development advisor at the Purdue Center for Regional Development, joining the staff in 2006. For over 20 years, he has conducted strategy projects with economic and workforce developers in the U.S.
His work emphasizes the strategic value of focused regional collaborations and open innovation, network-based models in today's global economy. Ed developed a new discipline called Strategic Doing to accelerate these collaborations that is now widely used across the U.S. and is now gaining attention internationally. His work won the first Arthur D. Little Award for excellence in economic development presented by the American Economic Development Council.
Prior to starting his economic development work, Ed worked for Telesis, a corporate strategy consulting firm. In this position, he served on consulting teams for clients such as Ford Motor Company, Volvo and General Electric. He conducted manufacturing cost studies in the U.S., Japan, Mexico, Canada, Italy, Sweden and France.
Ed started his professional career in Washington, D.C., serving as a legislative assistant to an Ohio Congressman, staff attorney in the Federal Trade Commission and staff counsel in the U.S. Senate. He holds a B.A. degree cum laude with honors from Yale University and M.B.A. and J.D. degrees from the University of Virginia.
The Alliance's Workforce Development Team is under the leadership of Anne Edmunds, Regional Vice President of ManPower.
Anne Edmunds

Edmunds serves as ManPower’s Regional Vice President. She leads all aspects of the operation of Manpower’s Commercial Staffing business in the Greater Chicago Region. Her duties include, strategy development and implementation; employee selection, development and retention; sales and service execution; and client satisfaction/ retention. Edmunds is also responsible for the proper alignment and prioritization of the regions activities to insure the attainment of Manpower’s Vision, goals and objectives. Before this position, Edmunds served as Area Manager for the Wisconsin Region.
