Portlanders join Independent District Commission at public hearings |
Commissioners invite Portlanders to join them at one of the five remaining public hearings to discuss the geographic district options.

Last month, the Independent District Commission presented Portlanders with three options for the new geographic districts. Now, it’s time for Portlanders to share their thoughts as the IDC prepares to finalize and vote on a map this August.
The IDC is responsible for establishing four geographic districts for city council elections, which is part of a major transition for Portland's election system and form of government coming on Jan. 1, 2025. It is comprised of 13 community members, and they are expected to complete their work by September 2023.

The Portland Salary Commission is seeking feedback on their proposed salary recommendations for council, auditor and mayor. Since March 2023, five community members began this public process of studying and have the authority to establish salaries for Portland's elected officials, including the mayor, auditor and city council, by Aug. 1, 2023.

Bureau directors, equity managers, and council chiefs participated at a retreat on June 22 to have preliminary discussions on the City’s organization.

Transitioning to a Council-Mayor form of government with a city administrator will allow for a whole-city approach to systems and problem-solving.
By Jan. 1, 2025, the City of Portland’s 28 bureaus and offices will align under the leadership and management of a city administrator that reports to the mayor. This is a change from the current structure, where bureaus report to one of five council members.

In November 2022, Portland voters approved Ballot Measure 26-228 that directs the City of Portland to implement these three connected changes by Jan. 1, 2025:
|
- Allow voters to rank candidates in order of preference, using ranked-choice voting.

Establish four geographic districts, with three city council members elected to represent each district – expanding city council to a total of 12 members.
- Establish a city council that focuses on setting policy and engaging with community, transitioning day-to-day oversight of bureaus to a mayor elected citywide and a professional city administrator.
