Research Security
The US Department of War (DOW; previously Department of Defense, DOD) released an updated research security risk decision matrix and mitigation guidance. This guidance document is intended for principal Investigators (PIs), MPIs, CoIs and other senior or key personnel (covered individuals) on DOW/DOD proposals and awards. Covered individuals are prohibited from active collaborations (including publications) with “any academic institution or entity, or employee of such entity, on the current Prohibited Entity Lists.” Most, if not all, of these Prohibited Entity Lists can be searched using Visual Compliance. Please contact the Export Controls Director to get access to and/or training to use Visual Compliance.
The research community is reminded regarding the National Institutes of Health’s (NIH) implementation of ‘additional policies...ensuring the security of human biospecimens whose collection, obtainment, storage, use, or distribution are supported by NIH funds’. The notice, NOT-OD-25-160, ‘NIH Policy on Enhancing Security Measures for Human Biospecimens’ provides additional details.
The National Aeronautics and Space Administration (NASA) is reminding grant and cooperative agreement recipients that NASA ‘is restricted by law from using appropriated funds to engage in bilateral participation, collaboration, or coordination with China or Chinese-owned companies. This restriction applies to all activities conducted under NASA awards.’ The NASA Grant and Cooperative Agreement Manual (GCAM, Section 9.4, effective March 21, 2025) contains explicit language regarding this restriction. Questions regarding NASA grants should be directed to the Grant Officer.
