D1) REQUEST FOR CONTINUANCE - Bien Nacido Vineyards, et al., Appeal of the Canna Rios, LLC Cannabis Cultivation Land Use Permit 


Summary: 

The Board will consider continuing the appeal of Canna Rios, LLC Cannabis Cultivation Land Use Permit to the December 14, 2021 Board meeting. The request to move this to a later date is to allow time for Canna Rios, LLC to review new comments by Bien Nacido Vineyards et al.

D2) Sheriff's Office and Behavioral Wellness Co-Response 2020 Data and Outcomes Review

Summary: 

The Board will hear a presentation on outcomes from the law enforcement mental health co-response teams in 2020. The co-response teams are groups of clinicians and deputies who respond to mental health crisis calls together. The mission of this program is to divert persons in mental health crisis from the criminal justice system and into treatment when safe and appropriate.

D3) American Rescue Plan Act (ARPA) Update 

(Est. Time 2 HOURS)


Summary: 

The Board will consider the allocation of a portion of funds from the American Rescue Plan Act. ARPA funds are broken into two categories: restricted and discretionary. Restricted funds can only be used for response and recovery efforts directly related to the COVID-19 public health emergency and its effect on our communities, as well as water, sewer and broadband infrastructure needs.
Discretionary funds are to replace lost revenue related to the pandemic, and may be spent on government services at the Board’s discretion.
The Board will consider allocation of the remaining restricted funds for this fiscal year. The Board may also provide guidance on priorities for funds for next fiscal year. Allocation of discretionary funds will be incorporated into a budget discussion later this fiscal year.
