D1) Proposed Transactions and Use Tax Ballot Measure for June 2026 Primary Election Ballot 
(Estimated Time: 45 minutes) 

Summary:
The Board will consider placing a ballot measure before voters in the unincorporated areas of the County to impose a one percent transactions (sales) and use tax to generate ongoing General Fund revenue. This percentage amount would be added to the current 7.75% rate, resulting in an 8.75% sales tax that would remain below or comparable to surrounding cities, and is estimated to generate approximately $16 million annually to help offset federal funding reductions and address growing projected budget deficits that threaten core community and safety net services. The measure could include a sunset date or remain in effect until ended by voters, with staff recommending a minimum five-year term ending in Fiscal Year 2031–32. Approval would require a four-fifths vote of the Board to place the measure on the ballot and a majority vote of unincorporated area voters.

D2) Funding Agreement with the City of Carpinteria for Carpinteria Bluffs Nature Preserve Improvements Project 
(Estimated Time: 45 minutes) 

Summary:
The Board will consider approving an $800,000 funding agreement with the City of Carpinteria to support multi-year improvements at the Carpinteria Bluffs Nature Preserve, Rincon Bluffs Preserve, and related coastal open space areas. The agreement would advance public access, trail and ADA improvements, habitat restoration, and long-term stewardship of these regionally significant coastal resources, while establishing clear reporting and coordination requirements to ensure funds are used in line with conservation goals and community priorities. Approval of this item would accelerate long-planned improvements that enhance recreation, protect sensitive habitats, and strengthen partnerships to preserve one of Santa Barbara County’s most valued coastal open spaces.

D3) 2025 General Ordinance Amendment Package 
(Estimated Time: 30 minutes) 

Summary: 
The Board will consider a set of ordinances that update and clean up the County’s zoning rules and repeal the Montecito Growth Management Ordinance to comply with State law. Specifically, the Board is asked to repeal an outdated growth management ordinance in Montecito that is no longer enforceable under Senate Bill 330 and approve a package of minor amendments to the County’s inland, coastal, and Montecito land use and zoning codes. These updates are intended to clarify and simplify existing regulations, correct errors, align local rules with recent changes in State law (including housing density bonus and accessory dwelling unit laws), clarify agricultural enterprise standards, and allow community events such as art, garden, and architecture tours in coastal and Montecito areas. Overall, the actions modernize zoning regulations, improve consistency across codes, and ensure compliance with current State housing and planning requirements.
