Modernizing H-1B Requirements
U.S. Citizenship and Immigration Services is proposing to amend its regulations governing H–1B specialty occupation workers to modernize and improve the efficiency of the H–1B program, add benefits and flexibilities, and improve integrity measures. Comments due December 22.
Energy Conservation Standards for Electric Motors
The Office of Energy Efficiency and Renewable Energy (EERE) issued a direct final rule establishing new energy conservation standards for electric motors in the Federal Register on June 1, 2023. EERE has determined that the comments received in response to the direct final rule do not provide a reasonable basis for withdrawing the direct final rule. Accordingly, EERE is confirming the effective date of September 29, 2023 and compliance date of June 1, 2027 for those standards.
Lead Emissions From Aircraft Engines
The Environmental Protection Agency (EPA) finds that lead air pollution—and specifically lead emissions from small aircraft engines—may reasonably be anticipated to endanger public health and welfare within the meaning of the Clean Air Act. Effective November 20. 
Adding PFAS to Community Right-to-Know Toxic Chemical Release Reporting
EPA released a pre-publication notice of a final rule adding per- and polyfluoroalkyl substances (PFAS) subject to reporting under the Emergency Planning and Community Right-to-Know Act and the Pollution Prevention Act to the list of chemicals of special concern. The final rule eliminates the use of a de minimis exemption for PFAS reporting and the exemption for supplier notification requirements. Effective 30 days after publication in the Federal Register. 
Risk Management for Trichloroethylene
EPA issued a pre-publication notice of a proposed rule addressing the unreasonable risk of injury to human health presented by trichloroethylene (TCE) per a January 2023 revised risk determination. To address the risk, EPA is proposing to: prohibit all manufacture and processing of TCE, prohibit the disposal of TCE to industrial pre-treatment, and establish recordkeeping and downstream notification requirements. Comments due 30 days after publication in the Federal Register.
