There is no rule/prohibition re State & intel. It's CIA and Peace Corps where there is a rub...if you've ever worked for the Agency, you are not eligible for employment with the Peace Corps in any capacity, ever. My understanding is that you can work for the Agency as an RPCV, but you have to disclose that fact, and your security clearance might take a long time, which will require a lot of patience, and you may risk your profile not rising to the top of the pile.
