| Advance Notice Requirements for Sponsored Project Proposal Submissions
Effective May 1, 2018
All proposals or other requests for external funding to support research or other scholarly activity that would result in a grant or contact issued to PSU (sponsored projects) must be reviewed and approved by department chairs and deans, center directors or other appropriate unit heads and submitted to Sponsored Projects Administration (SPA) for review and final institutional approval before they are submitted to the sponsor. Review of outgoing proposals by responsible officials within the University allows for the identification of potential administrative, financial, or programmatic challenges to the success of the proposal or program. SPA Departmental Research Administrators (DRAs) and Grants and Agreements Team (GAT) members provide hands on and necessary support that allow investigators to submit proposals that adhere to sponsor and University requirements. Engagement of the SPA staff well in advance of proposal deadlines is necessary to provide sufficient time for the thoughtful consideration and review of sponsored project descriptions and budgets for compliance with University and sponsor policies.
PIs should notify their assigned SPA DRA (https://sites.google.com/a/pdx.edu/research/contacts) as soon as a funding opportunity is identified and the decision is made to apply for external funding. At a very minimum, SPA must receive notification at least 2 full calendar weeks prior to the proposal deadline date or sponsor’s request for submission in order for the proposal to be eligible for submission to the sponsor. Permission to submit a proposal with less than two weeks’ notice will be handled on a case-by-case basis and must be requested from the Vice President for Research or their designee. Exception requests should be sent to the VPR via email to rspexast@pdx.edu.
