COVID-19 Advisories
The Toronto District School Board is committed to providing up to date information about confirmed cases of COVID-19 in schools (students and staff). This information is easily accessible by clicking on the COVID-19 Advisories banner on the main webpage of www.tdsb.on.ca. Please note that all schools where there is a confirmed case of COVID-19 will receive a letter from Toronto Public Health to inform them about the possible exposure. As of 6pm on October 30, there were active cases in 172 schools - 238 students and 61 staff.
As of Friday morning, 889 cases of COVID-19 cases had been reported in publicly funded schools in the past 14 days. Of those cases, 481 are students, 91 are staff, and 317 are not identified. None of the 4,828 schools in the province were currently closed.

November is Indigenous Education MonthIn November, we honour Indigenous Education Month at the TDSB. This month reminds us to centre First Nations, Métis and Inuit perspectives, histories and contemporary realities. In classrooms across the TDSB, it is an opportunity to learn about treaties, Indigenous leadership, achievements, and resistance. Over the course of this month, students, staff and community members recognize a number of important days to deepen knowledge, to learn together about our shared history, and to build stronger relationships between Indigenous and non-Indigenous peoples in Canada. This includes Treaty Recognition Week (Nov. 2-6), Inuit Day (Nov. 7), Aboriginal Veterans’ Day (Nov. 8), Louis Riel Day (Nov. 16), and an opportunity to Rock Your Mocs (Nov. 15-21). November is Hindu Heritage MonthIn 2016, the Government of Ontario declared the month of November each year as Hindu Heritage Month. Further to this, on April 18, 2018, the TDSB Board of Trustees voted to recognize the month of November as Hindu Heritage Month. The theme chosen this year is Om Shanti: Living Together in Peace. The Sanskrit words OM Shanti are considered to be one of the most important mantras or sacred sounds in Hinduism. OM, or AUM, is energy, a vibration from which all the universe originates. Shanti refers to peace in many levels of existence. November is an opportunity to celebrate the Hindu way of life, examine its impact and contributions to the world culture, and recognize values which promote compassion, mutual respect and inclusion – and hey, it is the birthplace of the number zero, without which the binary code in computers could not exist! The Hindu Heritage Month planning committee continues to work on virtual initiatives to recognize Hindu Heritage Month during the month of November and are eager to have them come to completion in the upcoming weeks. - 6.1 Long-Term Program and Accommodation Strategy 2020-2029 - The Long-Term Program and Accommodation Strategy is part of the Multi-Year Strategic Plan approved by the Board of Trustees in May 2018. First approved in May 2014, the Long-Term Program and Accommodation Strategy provides an approach to program and accommodation planning with a ten-year timeframe that allows for responsiveness and flexibility in a changing environment by including an annual cycle of review. The Annual Planning Document that accompanies the strategy document provides details about the specific studies that are planned for the next school year. It reflects the short-term work that will be done to execute the long-term strategy. (see below for Ward 8 studies).
- 6.2 Secondary Program Review: Final Report - This report is important as we work toward providing equitable access to programs and services for all secondary students. The following link will take you to the Interim Report. It is recommended that a) The preliminary concepts identified in Appendix A of the report be developed into future studies within the 2021-30 Long-Term Program and Accommodation Strategy document, and; b) That small collegiates be prioritized during the first phase of reviews to align with the commitments and vision for secondary schools, as discussed with Trustees in the Secondary Program Review workshops held in the Spring of 2020, and presented in the Interim Report received by Trustees on 20 May 2020.
- 7.1 TDSB Support for Ranked Ballots (Trustees Doyle and Laskin) - Therefore, be it resolved: a) That the Chair of Board send a letter to the Premier of Ontario and the Minister of Municipal Affairs and Housing indicating the Board's opposition to the proposed revocation of the Ontario Municipalities' ability to hold ranked ballot votes for Municipal elections, copying OPSBA and the City of Toronto; b) That the Board send a letter to the City of Toronto's Clerk's Office indicating the Board's support for the use of ranked ballots for municipal elections, copying the Mayor and City Councillors.

LTPAS in Ward 8
As in past years, following Board approval of the updated strategy, staff will move forward with the implementation of the reviews identified in the Annual Planning Document. As a first step, staff will conduct Local Feasibility Studies to examine the feasibility of preliminary accommodation and program concepts. These Local Feasibility Studies could lead to other processes such as Program Area Reviews or Boundary Reviews.
There will be opportunities for community engagement as per our policies and procedures for each process. Staff will explore virtual platforms for engaging those impacted including students, parents, school staff and the public when required. Final decisions including Board approval, if required, will be made only after completion of the processes.
Underway - New Program Study - Phase 2 of the Yonge-Eglinton review will begin with a staff study in 2020-21. This review will focus on options to balance enrolment within local elementary schools in Wards 8 and 11, and will include consideration of the Bannockburn building to resolve ongoing accommodation pressures. A review had previously been struck but was paused in April 2019 to allow system-wide initiatives like the French and Secondary Program Reviews to be undertaken. The Secondary Program Review is wide-ranging and evolving process that does not allow for an immediate opportunity for local secondary schools to be reviewed at this time. Longer-term accommodation pressures within a broader area that includes local secondary schools will be addressed in third phase of this review.
Underway - Program Relocation Study - Explore the relocation of the existing Extended French program operating at Eglinton Jr. PS (4-5) and Hodgson MS (6-8).
Underway - Emerging Capital Priority - Explore opportunities to secure space for up to 800 elementary pupil places within the Yonge-Eglinton area. This will include the pursuit of innovative partnerships with the City of Toronto and the broader development community. This will require a longterm capital funding solution and the acquisition of a site and/or strata ownership to ensure that the ability to accommodate longterm enrolment growth is secured. The provision of new elementary school capacity has also been acknowledged as an infrastructure priority by Toronto City Council.
Underway - Emerging Capital Priority - Submit a business case to support the construction of additional pupil places (5 classrooms) at Davisville Jr. PS. This is a previously-approved replacement school that requires additional pupil places.
Underway - Program Priority - In light of the increasing enrolment in French programs combined with the concerns from many stakeholders about transportation, entry points, location of programs, staffing and Ward 8 equity, a review of all French programs was conducted. This review was conducted in 2018 and reached a milestone in June 2019 when Trustees approved a number of transformative changes to entry points and program models. In June 2020, staff reported on the next steps regarding the redistribution plan. During the 2020-21 school year, staff will continue to support the work associated with the implementation of these changes, specifically working toward a redistribution plan for French programs to improve equity of access.
Underway - Program Priority - Continue with the Secondary Program Review to develop a vision of secondary schools and programs, aligned with the Long-Term Program and Accommodation Strategy, that will benefit all students across the TDSB. Staff will continue to work strategically at a system level to examine the distribution and viability of secondary schools and programs. This work will include a review of related policies, procedures and practices.
2020-21 - Grade Change Study - Explore a grade expansion from JK-6 to JK-8 at Armour Heights PS. Graduating students are currently directed to St. Andrew's MS at Grade 7.
2020-21 - Boundary Change Study - Explore a review of the split intermediate pathway at John Ross Robertson Jr. PS. The junior attendance area is bisected by Ledbury Park E & MS and Glenview Sr. PS. Secondary school pathways will be considered as part of this review.
2020-21 - Development Redirection Study - Explore a review of Deer Park Jr. & Sr. PS, Brown Jr. PS and Cottingham PS to address projected accommodation pressures at Deer Park Jr. & Sr. PS. This review will include an exploration of opportunities to redirect new residential development in the area, as well as other accommodation measures if required.
2021-22 - Development Redirection Study - Explore the redirection of proposed new residential development within the Oriole Park Jr. PS attendance area into North Preparatory Jr. PS, including a study of intermediate school pathways.
2023-24 - Grade Change Study - Explore a grade change to determine the long-term accommodation solution for the Grade 6 Davisville students (regular-track) accommodated at Hodgson MS.
2023-24 - Boundary Change Study - Explore a boundary change between Deer Park Jr. & Sr. PS, Forest Hill Jr. & Sr. PS, including associated secondary pathways, to address instances of dividing neighbouring addresses along residential streets.
2024-25- New Program Study - Phase 3 of the Yonge-Eglinton review will be undertaken as a means to address continued projected enrolment growth and accommodation pressure at local elementary schools in the area (Ward 8 and 11) beyond the solutions identified in phase 2. Phase 3 will bring school communities together to discuss a wide range of accommodation solutions that extend to local secondary school buildings and their ability to address long-term enrolment pressures at local elementary schools. Options for the use of secondary schools may be influenced by the outcomes of the system-wide Secondary Program Review as the process evolves.
2024-25 - Boundary Change Study - Subject to the timing and outcome(s) of the Secondary Program Review, explore a review of shared attendance areas that are currently directed to either Northern SS or York Mills CI to determine a single home school. The impacted feeder schools are St. Andrew's MS, Bedford Park PS and Glenview Sr. PS.
2024-25 - Boundary Change Study - Subject to the timing and outcome(s) of the Secondary Program Review, explore a review of shared attendance areas that are currently directed to either Northern SS or Lawrence Park CI to determine a single home school. The impacted feeder schools are Ledbury Park E & MS, St. Andrew's MS and Glenview Sr. PS.
2024-25 - Non-Operating School Site Study - Explore a review of the non-operating school site, Glen Rush, vacant land located at 77 Glen Rush Boulevard, to determine if it is a candidate for potential surplus declaration and sale.
2024-25 - Boundary Change Study - Explore a review of the existing attendance areas of Allenby Jr. PS, John Ross Robertson Jr. PS and North Preparatory Jr. PS.
2025-26 - Non-Operating School Site Study - Explore a review of the non-operating school site, CB Parsons, located at 2999 Dufferin Street and leased to a private school, to determine if a portion of the site is a candidate for potential surplus declaration and sale.
TBD - Emerging Capital Priority - Explore the construction of a replacement JK-8 elementary school (pupil places TBD) on an adjacent site as part of the Lawrence Heights revitalization project. The planned Pupil Accommodation Review will inform the size and program offerings at this proposed new school.
TBD - Emerging Capital Priority - Contingent upon the outcome(s) of the Yonge-Eglinton review, submit a business case to support a renovation of the Bannockburn building to accommodate current and projected pupil enrolment growth along the Yonge St. corridor. If there is not an opportunity to submit business cases, then an exploration of internal resources to support the project will be undertaken.
TBD - Subject to Moratorium - Pupil Accommodation Review - Explore a review of Lawrence Heights MS and its feeder schools, Flemington PS, Joyce PS and Glen Park PS to address underutilization within the area.
TBD - Subject to Moratorium - Pupil Accommodation Review - Explore a review of Fairbank Memorial CS, General Mercer Jr. PS, FH Miller Jr. PS and Fairbank PS to address existing and projected underutilization in the area.

Capital Program UpdateThere have been a number of recent developments regarding the TDSB’s capital program, including a capital priorities announcement by the province, the announcement of COVID-19 Resilience Infrastructure Stream: Education Related (CVRIS-EDU) Projects funding, and an update to 2019-20 renewal expenditures. More information will be provided at FBEC on Tuesday.
Capital Priorities
On Friday, Minister Lecce announced Capital Priorities funding for TDSB's David Lewis PS in the amount of $5.7M from the 2020-21 Capital Priorities funding. We have been advised that this will be the only TDSB project supported by Capital Priorities funding this year. This project was part of the TDSB’s 2019-20 submission. (Previously approved projects included an addition at Hodgson MS and an addition at McKee PS) We were informed that the Ministry decided to use school boards’ 2019 -20 submissions to determine this year’s allocations, for the following reasons:
- The 2019-20 funding and approvals did not meet the need demonstrated in the 2019 submissions;
- The Ministry recognized that school boards are dealing with extraordinary circumstances and are stretched. Therefore, there was a desire to not initiate a new Capital Priorities process, which takes a considerable amount of time and effort for school boards; and,
- There was a desire to move quickly to address immediate needs and to commence the projects as soon as possible.
The next round of submissions will be in the spring of 2021 for the 2021-22 school year.
COVID-19 Resilience Infrastructure Stream: Education Related (CVRIS-EDU) Projects
On October 28, the government announced it would be providing up to $1.05 billion in combined federal-provincial funding through the new COVID-19 Resilience Infrastructure Stream. The funding is part of the federal government's Investing in Canada Infrastructure Program. A majority of this is up to $700 million for education-related projects to be nominated and administered by the Ministry of Education. Additional Information about the Program:
- Submissions are due to Ministry by November 18, 2020
- Limit is $10M per individual project
- Approval expected in January or February 2021
- Projects must be completed by December 2021 and start no later than September 30. 2021
- Projects should focus on capital assets for public use and/or provide benefits in at least one of the following areas:
o Promote occupant health and safety
o Improve facility conditions
o Enhancing physical distancing
o Facilitating distance learning
Renewal Expenditures 2019-20
- During the system shutdown in 2019-20, Facilities Services construction projects were suspended for a period of time, while staff continued to get paid. These costs could not be charged to individual projects and resulted in a cost pressure to the board.
- The Ministry is allowing the TDSB to submit a proposal to use Proceeds of Disposition to offset these costs due to the pandemic. This would provide the TDSB with a greater level of financial flexibility. Additional information and a recommendation will come to FBEC on this item.

Grade 8 - Transition to Secondary Schools
All Grade 8 families will be receiving a School Messenger email on Wednesday, November 4 with a comprehensive overview of the process for the transition to high school. An additional system communication will ensure that all staff, students (virtual and bricks and mortar) and their families will receive this consistent and timely information about our TDSB process. Secondary schools have been preparing for virtual Open Houses with pre-recorded and live sessions. Elementary and secondary schools are being supported to ready their schools for the variety of questions that are raised at such a pivotal time in a student’s educational pathway.

Upcoming PA Day, Progress Reports and Parent/Guardian-Teacher Conferences
Below is information regarding the Kindergarten Communication of Learning and Progress Reports, the upcoming PA Day and parent/guardian-teacher conferences for In-Person Schools and the Elementary Virtual School. This information will be shared directly with parents/guardians in an email being sent on Monday, November 2, 2020.
Elementary In-Person Schools
- Kindergarten Communication of Learning and Grades 1-8 Progress Reports - The Kindergarten Communication of Learning and Grades 1-8 Progress Reports will be sent home with elementary students attending in-person school between November 16 and 19, 2020.
- PA Day and Parent/Guardian-Teacher Conferences - All parents/guardians of Junior and Senior Kindergarten students and students in Grades 1-8 will be given the opportunity to meet with their child’s teacher either virtually or by phone. As you know, there is an upcoming PA Day on Friday, November 20, 2020 and parent/guardian-teacher conferences will take place on this date.
Elementary Virtual School
- Kindergarten Communication of Learning and Grades 1-8 Progress Reports - The school start date for Elementary Virtual School was slightly later than that for In-Person Schools and we have also recently had a large number of students transition into this environment, based on the opportunity for parents/guardians to request such a change. We are pleased that greater stability has ensued over the past few weeks. Based on feedback received, it also makes sense that students and teachers would benefit from more time to continue their work together and allow teachers to gather further assessment information. To respond to this, the progress reporting period for Elementary Virtual School has been extended by two weeks and the Kindergarten Communication of Learning and Grades 1-8 Progress Reports will be sent home with students between November 30 and December 3, 2020.
- PA Day and Parent/Guardian-Teacher Conferences - On the TDSB school year calendar, there is a PA Day on Friday, November 20. However, due to the change in the progress reporting period for Elementary Virtual School students only, the date of this PA Day has been changed to Friday, December 4, 2020. All parents/guardians of Junior and Senior Kindergarten students and students in Grades 1-8 will be given the opportunity to meet with their child’s teacher either virtually or by phone on Friday, December 4, 2020. Friday, November 20 will be an instructional day and students will be expected to attend Virtual School as usual on that date.
Secondary Parent/Guardian-Teacher Conferences
- As shared previously, and consistent with Ministry guidance, there are no mid-quadmester report cards. We asked all secondary teachers to share information about a student’s progress with students and families during the week of October 19-23 using available digital tools (e.g. MarkBook, BrightSpace, Google Classroom).
- For the first quadmester, there will not be formal parent/guardian-teacher conferences. During the time period of November 4 to November 11, parents/guardians and teachers who would like to connect to discuss student progress in a course will set up a mutually-convenient time to do so. In order to allow greater access and opportunity for parents/guardians to speak with teachers (given the different structure of the daily schedule in secondary schools), teachers may use up to two afternoon “synchronous” periods to schedule these opportunities with families and asynchronous learning will occur during this time.
- Teachers will continue to provide regular communication to students and parents/guardians and special consideration should be given to students who are not yet meeting minimum course expectations and who are at risk of not earning a credit.
- As a reminder, at the end of each quadmester, Ministry Report Cards that include final marks, comments and learning skills will be completed by teachers for courses that students have completed during that period. More information about the administration and distribution of the Secondary Provincial Report Card will be shared soon.

Toronto Police Services - School Liaison Officers Redeployed
As outlined in the linked e-mail from the Toronto Police Service (TPS), effective November 9, 2020, all Community School Liaison Officers (CSLO) that are a part of School Engagement Teams (SET) will be redeployed to frontline Primary Response Unit activities. These officers have been attached to specific elementary schools in the Board and have provided ongoing support with respect to school and community safety.
According to the TPS, this reassignment will allow officers to focus existing resources on areas that have experienced the most gun and gang violence. This decision applies to schools in both the Toronto District School Board and the Toronto Catholic District School Board. The CSLO and SET officers were deployed to elementary schools only. Secondary schools in the TDSB are not impacted by this decision. Secondary schools in the TDSB have not had a consistent police presence in schools since the School Resource Officer program was terminated in 2017.
School administrators have been provided with directions regarding police support when they need it.

French Program Application DeadlinesFor families interested in the Toronto District School Board's system-wide French Programs, we offer an online process to apply for Early French Immersion (begins in Senior Kindergarten) and Middle French Immersion (begins in Grade 4). An offer of placement in the program (not a specific school) is guaranteed to all on-time applicants. The timelines for applying for these programs for September 2021 are:
- Early French Immersion: Applications must be completed online between November 2 and November 27, 2020.
- Middle French Immersion: Applications must be completed online between January 4 and January 29, 2021.
Offers of placement within your chosen program (not a specific school) will be made to all on-time applicants in the weeks following the close of the application window. Families with an older sibling currently in a French program are still required to complete an online application for the new student.

TDSB Participates in Take Our Kids to Work Day!
Take Our Kids to Work Day (TOKTWD) is a day that lasts a lifetime for students. On Wednesday, November 4, 2020, Canada’s longest-running, highest-profile career exploration event is going virtual, offering more options than ever before! TDSB students can learn, explore, and engage in career exploration activities that could spark their excitement for learning and looking ahead to an exciting career. TDSB is partnering with The Learning Partnership to provide educators with a range of exciting ways for students to participate in Take Our Kids to Work Day. Despite the pandemic, the TDSB is committed to providing our Grade 9 students with this amazing opportunity in all of our classroom settings (face-to-face, synchronously, asynchronously and remotely). This year, TOKTWD can be accessed in real-time or at a later date by accessing the recorded sessions to inspire an exciting, engaging day of career exploration.
Grade 9 students will participate in
- Pre-activities to prepare students for the day ahead
- A Kick-off Event where they will hear from a range of workplaces and professionals who will share messages of hope and resilience and bring to life the real-world skills that have led to their success,
- Live Take Our Kids to Work Day Breakout Sessions exploring Skilled Trades, Innovation & Entrepreneurship, Healthcare and Technology & Finance.

Virtual Ward Forum on Equity - Thursday, November 12, 2020 from 7-9 p.m.
Please join me for a special presentation on Equity by jamie berrigan and Dargine Rajeswaran, TDSB Equity Coaches. At the meeting, I will also be joined by local Ward 8 Superintendents, John Chasty, Andrew Howard and Denise Humphreys for Q & As.
Topic - As part of the Multi-Year Strategic Plan, the TDSB is ensuring that every student receives equitable access to programs, resources and learning opportunities that lead to success. Building a common understanding of equity, anti-oppression and anti-racism enables us to identify, address, and eliminate the biases, barriers, and power dynamics that impact student achievement and well-being. This session explores these key terms (stereotype, prejudice, discrimination, oppression, race, racism, anti-racism, and anti-Black racism) along with our individual roles in reducing the educational disparities caused by systemic oppression. We welcome community members to engage in this learning with us and share their experiences and perspectives of how to further the equity, anti-oppression, and anti-racism work in their school communities.

- When registering, you will be able to submit your questions in advance. We will only be able to answer a limited number of questions live.
- You will be sent a Zoom link and call in details on the morning of the meeting.
