Dear Students,
Please read this entire message as it contains important updates and resources regarding recent changes to the authorization of Curricular Practical Training (CPT).
What Has Changed
On August 12, 2026, U.S. Immigration and Customs Enforcement (ICE) sent a nationwide broadcast message to all Designated School Officials (DSOs) regarding CPT authorization. In response, on August 14, 2026, and in accordance with all University of California campuses, ISEO paused processing of CPT requests. Then on August 24, 2026, ICE issued a follow-up clarification notice. Collectively, the guidance states that CPT may only be authorized when an internship is a graduation requirement for all students, both international and domestic.
Additionally, the guidance states that approving CPT outside of these parameters places both the student and the DSO at risk of violating F-1 rules. Given what is at stake, including your ability to maintain lawful immigration status, complete your studies at UC San Diego, and remain in the United States, ISEO paused the processing of CPT approval requests to allow for necessary time to thoroughly review current legal and academic requirements.
We want to be transparent about why this pause is necessary and what it means to you. We understand this news may be disruptive, especially if you have been actively planning or pursuing internship opportunities that are vital to your research and progression through your academic program. We recognize the real impact it may have on students' academic and career trajectories.
What ISEO is Doing
ISEO is working closely with the UC Office of the President, legal counsel, and our professional organizations to carefully analyze this guidance and identify whether any flexibility or alternatives exist within the current framework.
ISEO is exploring:

Pre-completion OPT — Optional Practical Training that may be available prior to graduation for eligible students. Students would need to be mindful of pre-completion OPT usage and impacts to post-completion OPT.

On-campus employment — Which remains permitted under your F-1 status and does not require DSO authorization in the same way

IMPORTANT NOTE: The CPT iServices Request remains closed so that ISEO can make necessary updates. Additional information regarding CPT eligibility and access to the request form will be available beginning September 4.
What You Should NOT Do
Do not begin working at any off-campus position without an authorized CPT I-20. Unauthorized employment is a serious violation of your F-1 status, regardless of the circumstances.
