Owner-Occupied Rehabilitation Project Completion Certificate
The Impact Fund program has long included a “certificate of completion” in its list of required documents for Owner-Occupied Rehabilitation Projects. The version of the Procedural Manual effective March 1, 2018 clarifies that the Administrator must document via a completion certificate that the work has been completed to the satisfaction of the Administrator and Owner-Occupant. Minnesota Housing’s Impact Fund Owner-Occupied Rehabilitation Project Completion Certificate may be used for this purpose.
A form developed by the Administrator may be used instead, provided it satisfies the requirement that it documents that the work has been completed to the satisfaction of the Administrator and Owner-Occupant.
Administrators need not maintain completion certificates for Community Fix Up Loan Program interest rate write-down Projects. Instead, Community Fix Up Loan Program interest rate write-down Projects must adhere to completion certification requirements of the Community Fix Up Loan Program.
Updated Deferred Loan Closing Instructions and Transmittal Form
The Deferred Loan Closing Instructions and Transmittal Form has been updated. We’ve added additional fields for information Minnesota Housing needs to send to our servicer, AmeriNat, to effectively service these loans.
The Deferred Loan Closing Instructions and Transmittal Form addresses only those transactions where the Deferred Loan is secured by real estate. If your organization has been awarded Deferred Loan funds and you are working with households in homes that are not real property and are not located on real property owned or to be owned by the household, such as manufactured homes in manufactured home parks, please contact the Impact Fund team for assistance.
