Guys, get this straight: this is not a White House in chaos. There’s nothing to see here. According to Donald Trump, 1600 Pennsylvania Avenue is a sea of tranquility. Now that we’ve got that settled, let’s get to the news of the day. Porn star Stormy Daniels is suing the president. She alleges that her agreement not to disclose their "intimate" relationship is invalid because while both Daniels and Trump's attorney Michael Cohen signed it, Trump never did. Also, yet another senior White House official has resigned. Gary Cohn has stepped down as WH Chief Economic Advisor, underscoring the fundamental divide between Trump and his fellow Republicans as he seeks to raise barriers to foreign trade. A former Goldman Sachs exec, Cohn was Wall Street’s guy. Hence, the markets are not expected to react well to his exit. A federal ethics agency has determined that Kellyanne Conway broke the law twice last year while advocating for the election of accused pedophile Republican Roy Moore in the Alabama Senate race. Meanwhile, on the global stage, Secretary of State Rex Tillerson has some ‘splaining to do. On the heels of Trump referring to some African nations as “shithole” countries (Wakanda racist mess is that?!), Tillerson arrives in Addis Ababa, Ethiopia today. With no clear deliverables, he will spend about a week on the continent visiting countries that play key roles in addressing Africa's security challenges, including Nigeria, Chad, and Djibouti, which houses the only permanent U.S. military base in Africa. Tammy Duckworth Calls for Funding for College Students Who Are Parents

and twelve of her fellow Senators wrote to Chairman Senator Roy Blunt (R-MO) and Ranking Member Senator Patty Murray (D-WA) of the Senate Appropriations Subcommittee on Labor, Health and Human Services, Education, and Related Agencies to request significant new funding for the Child Care Access Means Parents in School (CCAMPIS) Program. The CCAMPIS Program makes it easier for college students with children of their own to afford and access child care programs and is currently being negotiated in the final Omnibus Appropriations bill. Negotiators made a commitment to devote an additional $2 billion for the next two fiscal years towards “student-centered programs that aid college completion and affordability” as part of the recent government funding agreement. Ergo, the Senators believe CCAMPIS should receive a sizable portion of that funding. "This new investment provides a historic opportunity to address some of the vast demand for on-campus child care from millions of students who are parents,” wrote the Senators. “Student parents experience the tremendous pressure of college costs for both themselves and their families and struggle to pay for child care services on top of tuition, fees, food, rent, books, supplies, transportation, and other costs.” More here.
Cory Booker Intros Buyback Bill to Increase Workers’ Wages

on Tuesday unveiled legislation that stakes his claim on where the Democratic Party should take the fight over the economy. The Worker Dividend Act targets the increasing trend of corporations using profits for stock buybacks instead of using them to raise wages for workers. Booker’s bill would mandate that companies buying their own shares must also pay out to their own employees a sum equal to the lesser of either the total value of the buyback or 50% of all profits beyond $250 million. Over $200 billion in stock buybacks have been announced so far in 2018 -- a record for this point in the year. “It’s a commonsense move to address a variety of ills,” including underinvestment and low pay, Booker said. It’s also a way to “begin to shine a light on how different the economic system has become over the decades. There are policy decisions we have made that led to stagnant wages.” However, it has little chance of passing in a GOP-controlled Congress. More here.
Tim Scott Aims to Stop Child ID Theft

and a bipartisan group of co-sponsors on Tuesday introduced  legislation that will help prevent children’s identity from being stolen by a type of theft known as “synthetic ID fraud.” A recent study found that one in every ten children had their Social Security number used by someone else to fraudulently open bank accounts or credit card accounts, negatively impacting a child’s credit before they even become adults. “It is simply inconceivable that a criminal would seek to exploit a child’s identity and personal information for their own financial gain, and we must look to utilize all of our resources to stop these crimes from continuing to negatively impact our families,” said Scott. The Senator's amendment to the Protecting Children From Identity Theft Act aims to stop this illegal activity by directing the Social Security Administration to accept electronic signatures as consumer consent for financial institutions trying to verify customer ID and root out synthetic ID fraud. According to a recent study, children’s identities were stolen at a rate of about 50 times more frequently than adults. More here.

CBC Members Press Telecom Industry on Diversity Efforts
Congresswoman Yvette Clarke (D-NY)
led three of her fellow members of the Congressional Black Caucus, including Chair Congressman Cedric Richmond (D-LA), in penning a letter to the Presidents of the Internet and Television Association, the Wireless Association, the Internet Association, and the US Telecom Broadband Association, expressing concern about a lack of diversity recruitment efforts with some of their member companies which include: Verizon, T-Mobile AT&T, Comcast, Charter, Facebook, Google, and Twitter, among others. “The communications industry serves as the connection point for all Americans often driving our daily lives at home, school, and work while stimulating the economy by adding close to $1 trillion per year,” the letter reads. “It is common knowledge that African Americans over-index on all facets of communications from television viewership to smartphone usage.” The lawmakers say that for these reasons it is imperative that the workforce reflects the community driving it. Hence, they press the leaders to answer the following questions about the trade associations as well as their member companies: how many African Americans serve on their boards and in senior executive leadership positions; how many full-time African Americans do they employ; and how many African American-owned firms do they use as vendors or consultants and what percentage they comprise of their total spending. The lawmakers gave the associations 45 days to reply. Other signatories include Congresswoman Barbara Lee (D-CA) and Congressman G.K. Butterfield (D-NC). Read the full letter here.
Dems Want to Know Amount of Taxpayer Dollars Paid to Trump Org

, Ted Lieu (D-CA), Jamie Raskin (D-MD), and Brendan Boyle (D-PA), with Congresswomen Brenda Lawrence (D-MI) and Pramila Jayapal (D-WA), yesterday introduced the Curb Objectionable Redirection of Resources and Unconstitutional Payments to Trump (CORRUPT) Act, a bill that would require a report on taxpayer expenditures to the Trump Organization and its affiliates. The report would include any payments to Trump hotels and properties, as well as an annual report moving forward on appropriated funds and regulatory actions which financially benefit Trump, his businesses, and those of his close family members. “The American people are fed up with the endemic, unapologetic corruption in the Trump administration,” said Gallego. “We have no idea how much money has gone from the federal treasury directly into Donald Trump’s pockets.” Jayapal stated that the “American people shouldn't have to wonder if this president is looking out for their best interests or only for himself. It's clear that Trump is using his power for his own gain, but it's not the job of taxpayers to support his absurd business ventures and Mar-a-Lago vacations." More here
Bobby Scott Intros Healthcare Bill Aimed at Boosting ACA Features
Congressman Bobby Scott (D-VA) 
on Monday introduced a bill that he says would improve the Affordable Care Act marketplaces by making healthcare more affordable and by reversing the Trump administration’s actions that have sabotaged former President Barack Obama’s signature legislation. The legislation would lower healthcare premiums for consumers by eliminating the cap on eligibility for premium tax credits, which are currently set at 400% of the federal poverty line (FPL) and will increase the size of the tax credit for all income brackets. The bill would also provide additional support for out-of-pocket costs by expanding eligibility for cost-sharing subsidies from 250% of the FPL to 400% and would make cost-sharing subsidies more generous for those below 250% of the FPL. In October, Trump defaulted on cost-sharing subsidies that help more than seven million Americans afford their out-of-pocket healthcare costs. Scott was joined in the legislation by Energy and Commerce Ranking Member Congressman Frank Pallone, Jr. (D-NJ), and Ways and Means Ranking Member Congressman Richard Neal (D-MA) -- both leaders of the Committees with jurisdiction over healthcare. Texas Primary Winners
For years political analysts have speculated that Texas could eventually become a battleground state. Last night’s primary results fuel that speculation, as midterms officially kicked off with the country’s first primary.  Lupe Valdez, the former Dallas County Sheriff, led Andrew White, the son of the late Governor Mark White, by 16 points. The two will head to a runoff on May 22nd before the winner advances to compete against incumbent Republican Governor Greg Abbott. Senator Ted Cruz (R-TX) easily won his primary but is clearly nervous about November, as he launched a preemptive attack on his Democratic opponent, Congressman Beto O'Rourke, who carried 60% of the vote. Former Air Force intelligence officer Gina Ortiz Jones led with 41% of the vote in Texas’ 23rd district represented by Congressman Will Hurd (R-TX), who easily won his primary. It’s not yet clear who Jones will face in the May 22 runoff. But if she wins in November, she will be the first Filipino American in Congress. In the 32nd district, former NFL linebacker, Barack Obama appointee and lawyer, Colin Allred, finished first with 39% of the vote. Joining him in the May runoff will be businesswoman Lillian Salerno who took 18%. Both are hoping to unseat incumbent Congressman Pete Sessions (R-TX). Texas has never sent a Latina to Congress. That could change this year. In the Solid Democratic 16th District race, El Paso County Judge Verónica Escobar won the primary outright with 61% of the vote in her effort. On the Dem side in Texas’ 29th, State Senator Sylvia García took 63% of the vote, despite Senator Chuck Schumer’s (D-NY) endorsement of her opponent. On the GOP side, Carmen María Montiel will face Phillip Aronoff in a runoff. Get the complete recap here.
Senate Foreign Relations Staffer Heads to Amnesty International
Francisco Bencosme is leaving Capitol Hill after five years to head to Amnesty International (AIUSA) as their Asia Pacific Advocacy Manager. Bencosme is leaving his post as a Legislative Assistant on the Senate Foreign Relations Committee, where he worked on U.S. foreign policy in the East Asia/Pacific and South Asia regions. Most recently, he has been a principal drafter and negotiator of the Burma Human Rights and Freedom Act -- the legislation that AIUSA is actively lobbying for. During his time on the Hill, Francisco also served as the President of the Congressional Hispanic Staff Association. "For the past five years, I've been fortunate to work with such a talented and experienced Senate Foreign Relations Committee staff and for two incredible Senators who espouse the best of what Congress has to offer. Next I'm excited to take the lessons I've learned and apply them to a Nobel Peace Prize-winning grassroots activist organization, campaigning for human rights in Asia." Fluent in both English and Spanish, the 2012 Wake Forest graduate went on to earn his MS in Foreign Service from Georgetown in 2016. He officially starts the new gig on March 19th. NAACP LDF Names TMI Fellow
The NAACP Legal Defense and Educational Fund, Inc. (LDF) has announced Dr. Megan Ming Francis as a Fellow of LDF’s Thurgood Marshall Institute (TMI). Currently, Dr. Francis is an Associate Professor in the Department of Political Science at the University of Washington, where she specializes in the study of American politics, race, and the development of constitutional law. She is the author of the award-winning book, Civil Rights and the Making of the American State, and is currently working on a second book that examines the role of the criminal justice system in the rebuilding of Southern political and economic power after the Civil War. The Rice University graduate received her M.A. and Ph.D. in Politics from Princeton University. Launched in 2015, TMI is a multidisciplinary research and advocacy Center within LDF. As a TMI Fellow, Dr. Francis will conduct research on the development of the Southern criminal justice system following the Civil War and will examine current voting rights challenges in the context of the history of Southern politics. National Nurses United Names New Executive Director
Bonnie Castillo 
is taking the helm of National Nurses United as the union’s Executive Director. For the past 19 years, The California State University, Sacramento graduate has worked for the California Nurses Association, first as a Field Organizer before eventually becoming the Associate Executive Director. Castillo has been featured on CNN, advocating for healthcare. Founded in 2009, National Nurses United is the largest union of registered nurses in the country, with some 150,000 members nationwide. It includes three unions: the California Nurses Association, United American Nurses, and the Massachusetts Nurses Association. About 100,000 members of the union are based in California. The Princess Meets the Queen
By now you’ve seen the photo of the two-year-old girl mesmerized last week by former First Lady Michelle Obama’s portrait on display at the National Portrait Gallery. On Tuesday, little Parker Curry got a chance to admire FLOTUS44 in person. Friends had sent Obama the viral photo and she wanted to meet the adorable toddler. The former first lady invited the little girl over for a visit -- and a dance party to Taylor Swift‘s hit song Shake It Off. “Parker, I’m so glad I had the chance to meet you today (and for the dance party)!” Obama tweeted. “Keep on dreaming big for yourself ... and maybe one day I’ll proudly look up at a portrait of you!” Parker’s mother said the girl believed Michelle Obama to be a queen when she saw her portrait. “She wants to be a queen as well,” Curry said. “As a female and as a girl of color, it’s really important that I show her people who look like her that are doing amazing things and are making history so that she knows she can do it.” More here.
Michelle Obama’s Former Chief of Staff Tapped to Chair Recording Academy’s Diversity Task Force
Tina Tchen, Michelle Obama’s former Chief of Staff, has been tapped to chair the Recording Academy’s task force on inclusion and diversity. The task force will identify the various barriers and unconscious biases faced by underrepresented communities throughout the music industry and, specifically, across Recording Academy operations and policies. They will look at Recording Academy governance, hiring, and promotion practices, membership, awards, and telecast. The Recording Academy was forced to evaluate their representation for women after the Grammy awards this year were criticized for only giving an award to one woman during the broadcast and not offering equal performance time to the female Album of the Year nominee Lorde. When Recording Academy President and CEO Neil Portnow responded to questions about the Academy's commitment to representation for women, he said that women needed to "step up." Tchen, perfectly suited to take the helm, is a lawyer and specializes in advising on gender inequity, sexual harassment, and lack of diversity. Tchen is also currently heading up the Time’s Up Legal Defense Fund as well. "The music industry faces numerous challenges -- from combatting long-held biases to making sure women are represented and respected within the community," Tchen said. "This task force is an important initial step by the Recording Academy to demonstrate its commitment to tackling these challenges in a comprehensive way. I am honored to partner with them in this effort and look forward to working with members of the task force as we look to make the music industry a diverse and inclusive community for all." Condé Nast Makes Changes at them, Its LGBTQ Brand
them, a community platform launched by Condé Nast last year that covers topics from pop culture and style to politics and news -- all through the lens of the LGBTQ community -- announced changes to its staff. Meredith Talusan has been named Executive Editor. Previously, the Filipino-born writer was a Senior Editor for them. They went to Harvard for undergrad, California College of the Arts for art school, and Cornell for an MFA and Ph.D. Talusan grew up a boy, medically transitioned in their 20's, and have since come to embrace a gender-nonbinary identity. Before joining them, they were a staff writer at BuzzFeed and have written for The Guardian, VICE, The Nation, and The American Prospect. Aamina Khan also joins them as a Community Manager. The Indiana University-Bloomington grad previously was a Social Media Fellow at BuzzFeed and also worked as a freelance writer. them also announced that Associate Editor Tyler Ford was promoted to Editor and that Tyler Trykowski has joined as Senior Editor. Weinstein Deal Falls Through -- Again
The Weinstein Co. deal fell apart again?? Yes, again! Former President Barack Obama’s Small Business Administration Administrator María Contreras Sweet’s efforts to assume control of the embattled entertainment company have, yet again, been halted. In a statement on Tuesday, Sweet said, “We have received disappointing information about the viability of completing this transaction. As a result, we have decided to terminate this transaction.” It was just last Thursday that she and billionaire Ron Burkle had agreed to a $500 million transaction with the Weinstein Co. board. But since then, sources say the investors have uncovered new information about previously undisclosed liabilities. Variety reports that an initial payment -- thought to be about $1.5 million -- was due today. But the two sides continued to haggle over the exact dollar amount. Now it appears the Weinstein Co. has little option but to declare bankruptcy. “I believe that our vision to create a women-led film studio is still the correct course of action,” she said. “To that end, we will consider acquiring assets that may become available in the event of bankruptcy proceedings, as well as other opportunities that may become available in the entertainment industry.” More here.
Univisión Withdraws IPO
Univisión Communications has withdrawn documents for its planned initial public offering citing “market conditions.” The company has also named Peter Lori its new CFO to replace Francisco López-Balboa, who was hired three years ago to prepare the company for the IPO. Univisión's off-again, on-again IPO was meant to raise $1 billion while cementing a $20 billion valuation on the company. Insiders told The Hollywood Reporter that while investors are disappointed with CEO Randy Falco's inability to take Univisión public, there are no plans to replace him. One insider said that López-Balboa had taken the fall for the failed effort at an IPO. More here.
Al Jazeera Pressured to Register as Foreign Agent
A bipartisan group of lawmakers is calling on AG Jeff Sessions to investigate whether Al Jazeera, the Middle Eastern-based news outlet chartered by the Qatari government, should register with the DOJ as a foreign agent. Al Jazeera “directly undermines American interests,” according to a letter sent by Senator Ted Cruz (R-TX) and 18 House members. The lawmakers added that the State Department has determined that the news organization, which is headquartered in Doha, is state controlled. They are asking the DOJ to investigate reports that Al Jazeera infiltrated nonprofit organizations. Their letter calls its broadcasts “anti-American, anti-Semitic, and anti-Israel” and urges regulators to scrutinize the network to determine whether it violates U.S. law. If required to comply with the Foreign Agents Registration Act, Al Jazeera or its U.S. contractors would still be able to distribute their content in the U.S. but would have to disclose information on their corporate structure, budget, expenditures, and personnel, which would then be posted on the Justice Department’s website. Acosta Admits Labor Department Withheld Tip-Pooling Analysis
In early February, we told you that Labor Secretary Alexander Acosta and his team are said to have buried data suggesting that servers stand to lose billions of dollars if the Trump administration’s tip-pooling proposal got enacted because they were uncomfortable with including it. Well, during a House Appropriations subcommittee hearing on Labor’s proposed budget, Acosta admitted that his department did a “qualitative” survey on tip theft, but he won’t release it, and also that they did not survey the “quantitative” impact of rescinding the Obama-era rule. Despite this, Acosta said he would not reinstate the rule, and that he wants to replace it with a rule that, congressional Democrats and worker advocates say, would still allow the tip theft. HUD Official Says Ben Carson on Witch Hunt Against Whistleblower
A HUD employee has accused Secretary Ben Carson of conducting a "witch hunt" against the whistleblower Helen Foster who raised concerns about spending at the department. In a Tuesday email to Carson and other HUD officials, Politico reports that Marcus Smallwood defended Foster and called on Carson to apologize personally to Foster “as you have now participated in the smear campaign.” Smallwood, who serves as HUD’s Director of Records and Information Management, painted a picture of chaos and mismanagement that could hinder the House Oversight Committee’s investigation into the agency. Smallwood said he lacks confidence that HUD can "truthfully" provide evidence being requested "because there has been a concerted effort to stop email traffic regarding these matters." The Committee, Williams said, “will receive a complete response to their query. We can assure you that email traffic at HUD did not cease on August 1st.” In a formal complaint to the Office of Special Counsel, Foster accused senior HUD officials of pressuring her to "find money" to spend on redecorating Carson's office beyond the $5,000 limit set by law. HUD has denied the accusations and released information and photos suggesting that Foster was a problem employee. More here.
Carson Scrubs Anti-Discrimination Language From HUD Mission

’s HUD is the latest department to remove language that echoes diversity from its mission statement. HUD has now removed a phrase about keeping “inclusive and sustainable communities free from discrimination” from its mission statement. The change was announced in a March 5th memo, obtained by HuffPost, from HUD Assistant Secretary for Public Affairs Amy Thompson. In it, Thompson wrote that the statement was being changed “in an effort to align HUD’s mission with the Secretary’s priorities and that of the Administration.” The new mission statement now reads: “HUD’s mission is to ensure Americans have access to fair, affordable housing and opportunities to achieve self-sufficiency, thereby strengthening our communities and nation.” Carson had direct input in its rewriting, Thompson said. Two American Indian tribes in North Carolina are among the groups seeking to join a court challenge to federal regulators' decision to approve the Atlantic Coast Pipeline, a $5 billion project proposed by utility giants Dominion and Duke Energy. The 600-mile pipeline would carry fracked gas from West Virginia through Virginia to eastern North Carolina, which is home to many Native Americans. The pipeline would pass through the territories of four tribes in North Carolina alone. In addition to the Lumbee and Haliwa-Saponi, the Coharie and Meherrin communities would also be affected. Last month, the state-recognized Haliwa-Saponi and Lumbee tribes, along with 17 public interest groups led by climate watchdog NC WARN, formally asked to join an appeal of the Federal Energy Regulatory Commission's (FERC) approval of the pipeline issued last fall. "North Carolina tribes have been left out of the Environmental Impact Study," said Jan Lowery, Chair of the Lumbee Tribe's Health Committee. "The study did not include the concerns of tribes, and the goal is to get a structured consultation." The Lumbees' resolution noted the tribe's concerns about how the pipeline could affect unmarked ancestral burial grounds, sacred places, and the environment. More here.
California Sued By Trump Admin Over ‘Sanctuary’ Immigration Laws
Donald Trump’s DOJ is suing the state of California, Governor Jerry Brown (D), and CA AG Xavier Becerra over three recently passed CA laws protecting immigrants. DOJ claims that CA’s ‘sanctuary’ laws make it impossible for federal immigration officials to do their jobs and asked a judge to block them on the basis that they are unconstitutional. However, Becerra said that the 10th Amendment of the Constitution lets states determine for themselves how best to handle public safety. "We believe we are in full compliance with the federal constitution and federal law," he said. The Governor addressed AG Jeff Sessions directly, saying, "Jeff, these political stunts may be the norm in Washington, but they don’t work here. SAD!!!" More here.

Kennedy Center Introduces Hip Hop Culture Council
The John F. Kennedy Center for the Performing Arts yesterday announced that it had created a Hip Hop Culture Council to help the Kennedy Center create new pathways and deepen public knowledge of Hip Hop, contribute to broader Center-wide initiatives, and strengthen the burgeoning Hip Hop Culture program at the Kennedy Center. Serving as advisors and ambassadors, the Council members will lend their talents and expertise in support of Hip Hop Culture at the Kennedy Center.
