I wanted to thank you for your good work in the midst of the whirlwind created by recent federal actions, including Stop Work Orders, award terminations, and other delays and disruptions to funding.
As you may be aware, on February 26th, the White House issued an Executive Order requiring federal funding agencies to review within 30 days all existing contracts and grants, and terminate or modify “to reduce overall Federal spending or reallocate spending to promote efficiency and advance the policies of” President Trump’s administration. As this review deadline approaches we anticipate more termination and modification notices. We also hope that as this deadline approaches we will receive more award notices.
Please forward any guidance you receive from federal funding agencies to vcresearch@ucsd.edu and to your Department/Division Head and Dean so that we can initiate our Research Disruption Response process. We will work as quickly as possible to gather and share with your unit information about areas of impact so that you can begin taking any required action. We strongly recommend that you begin to take required actions as soon as possible.
If you receive an agency request for any new certifications that may be a result of Executive Orders, please do not complete the certification without consultation with ORI. Send the notice you received to vcresearch@ucsd.edu and we will advise you how to proceed.
I want to call your attention to our interpretation of termination notices that all award closure procedures must be followed, and these are generally allowable expenses. Award closure includes completing all compliance and reporting requirements and also effort to safely close out human subject protocols, experimental procedures, and any other approved activities that require active work to safely bring to an end. You must document all costs associated with closeout activities.
