Wage and Hour Guidance Non-Exempt Employees

Overtime-eligible (non-exempt) employees must be compensated at the rate of "time and one half" their hourly rate for working over 40 hours in a work week.

  • Benefit-eligible employees have the option of choosing pay, or to receive “compensatory time” for their overtime work, saving (accruing) their overtime as "compensatory time" to be taken as “time off” later (similar to vacation time).  
  • When recording overtime, for pay or to accrue as compensatory time, please record actual hours worked;   the HR Banner system automatically converts the overtime reported to time and one half when making the payment or accruing the compensatory time.
  • PSU’s work week, for all employees, begins Sunday morning at 12:01 a.m. and ends Saturday evening at 12:00 midnight.

 

Overtime-eligible employees may be paid by the hour or by monthly salary.

  • Hourly employee time sheets are completed in Banweb for a 16th through 15th reporting period.
  • Monthly employee time sheets are completed in the Online Leave/Time System for a 1st through 31st reporting period using the “Calendar Entry” option, or by paper time sheet.
  • All overtime-eligible employees are required to record their exact number of work hours and paid leave hours taken by the day.

 

Please note: Supervisory authorization is required prior to working overtime; however, overtime must be recorded and paid even when not authorized in advance.

Reminder:  The above rules apply to SEIU overtime-eligible employees as well.  The SEIU contract adds clarification pertinent to their members.  Please see contract for guidance or call Human Resources. 

Background Checks
Effective July 1, 2016, the City of Portland passed an ordinance requiring that employers delay the timing of a background check until after a conditional offer (verbal or otherwise) has been made.  This means that supervisors cannot inquire into or request a background check until after they have offered the applicant the job.
Once a conditional offer has been made, you are then able to request the background check.  Should the background check come back not clear and the background check committee deems the applicant is not eligible for the position, you may rescind the conditional offer.

Farewell to HR Partner
The Employment Team's HR Partner, Diane Laya is leaving the HR department in pursuit of an HR Generalist position at a neighboring university on November 30th, 2016. While the HR department is sad to see her go, everyone is thrilled for her new position and this new adventure! Diane has been with the HR department since March of 2013 and will be greatly missed by all. On the optimistic note, the Employment team is recruiting for an HR Partner, which is posted on the careers page  now!

Staff Fee Forms
