Even in the midst of a pandemic, bans on cashless retail gain new support

The anti-cash factions of the payments industry wasted no time with the onset of the Coronavirus pandemic, quickly sowing fear over the alleged ability of cash to serve as an effective transmission vector.  Although most such statements were quickly debunked, they did serve to temporarily restrict the use of cash by some retail establishments.  Which in turn, significantly inconvenienced many consumers who rely solely on cash for their transactions.
Under those circumstances, it is perhaps even more surprising that grass-roots movements to ban cashless retail have made as much progress as they have over the past six months.  The latest jurisdiction to implement a ban on cashless retail establishments is New York City.  Their proposal was introduced in March of 2019.  It finally passed through the City Council on a vote of 43-3 this January, but did not have the immediate support of the Mayor.  The measure was eventually signed into law and goes into effect on November 19, 2020.
Pennsylvania - HM 32154 was introduced on July 22, 2020.  This measure intends to make refusing to accept cash payment “unfair methods of competition” and “unfair or deceptive acts or practices”.  It applies to physical transactions of $500 or less at the point of sale.
This all represents great progress!  Between the election and COVID, we don't really expect the Payments Choice Act to pass out of Congress  but you never know . . .

Coronavirus updates

Good progress is being made on the ATMIA Advocacy Plan for COVID-19 and Beyond.  Part of that plan is the ATMIA Cash Revival Plan, which involves advocating for greater availability of cash deposit functionality.
A reduction in bank branches and bank ATMs in recent years is creating issues for members of the public and for small business in their handling of cash, and therefore in its use as a chosen method of payment.  We are asking all ATM operators to complete the ATMIA Cash Deposit Survey.
Please complete the questionnaire in as much detail as possible to help us target our advocacy in the most appropriate manner. The deadline for completion is September 30. 2020.  Respondents will be entered in a drawing to win a free year of ATMIA membership or a free conference pass to a 2020 ATMIA conference of your choice. 
The new ATM Hygiene & Safety Committee has been very active and published its “ATM Hygiene Protocol & Best Practices” document earlier this month.  A UV-C sub-committee was formed to look at technology for ATM and cash sanitizing.  In addition, an ATM Hygiene Showroom page has been set up for hygiene related products.
The Coronavirus webpage continues to serve as a repository for ATMIA press releases and statements relating to managing this crisis and advocating for cash as a consumer payment choice.  It also includes news feeds specifically relating to the pandemic. 

2021 Washington, DC Fly-in scheduled for March 23

Planning for our 2021 DC Fly-in is already well underway.  Wednesday, March 24, 2021 has been confirmed as our day on Capitol Hill.  Our strategy meeting will take place March 23rd at 5:00pm ET.
It is expected that our focus will still be on support for the Payment Choice Act bills in the Senate and House.  The bank account closure issue is still not resolved and may require continued attention.  Fallout from the pandemic could be a concern, as well.  And much depends on the results of the November elections.
We are looking for a Fly-In Sponsor! This is a great opportunity to host a very visible and important advocacy event – and give your organization some unique exposure for the next seven months.

Potential committee group to focus on recycling

A few of our vendor and financial institution members have expressed interest in forming a committee focused on cash recycling.  The deployment of recycling ATMs is common in some countries outside the U.S.  However, interest here in the States is just building.
There are many factors contributing to the increased interest.  Small merchants are looking for more convenient, less costly means of making cash deposits.  Replenishment costs are rising.  New services to attract new customers.  Increased interest in multi-denomination cash dispense.
Should such a group be created, it would probably be best structured as a discussion forum, which includes ATM deployers, equipment manufacturers, software vendors, and services providers.  The group could serve as a vehicle for discussing the value of these systems, promoting their benefits to the consumer, sharing deployment strategies, etc.

Upcoming committee meetings


Independent ATM Deployers (IAD) Committee

All IADs and their providers are welcome to participate in the IAD Committee, which meets bimonthly.  The next  meeting is scheduled for Wednesday, October 14 at 11:00am EDT.  Meeting invitations will be sent to all committee members.

U.S. Regional Board

The U.S. Regional Board meets quarterly to discuss important issues, committee activities, and the financial health of the chapter. The next  meeting is scheduled for Thursday, November 12 at 11:00am EST and is open to all U.S. board-level members.   

Financial Institution ATM Deployer Forum

The FI ATM Deployer Forum group meets every-other-month (odd numbered months), on the second Friday and is limited to financial institution ATM deployers.  It meets next on Friday, November 13 at 11:00am EST.  Meeting invitations will be sent to all committee members.
