D3) HearingConsider Recommendations Regarding a Resolution in Support of Proposition 15

Summary:
Proposition 15, known as the California Schools and Local Communities Funding Act of 2020, would amend the California State Constitution to require commercial and industrial properties, except for those zoned as commercial agriculture and properties whose business owners have $3 million or less in holdings in California, to be taxed based on their market value while continuing to assess taxes on residential properties based on the purchase price.

D4) Hearing - Consider Revisions to County Guidelines for the Implementation of CEQA and Environmental Threshold and Guidelines Manual

Summary:
Consider recommendations of the County Planning Commission to adopt resolutions to amend the County Guidelines for the Implementation of CEQA and the Environmental Thresholds and Environmental Thresholds Manual to bring administrative practices into alignment with revisions to the State CEQA Guidelines that took effect in 2019, and revise guidelines that address quality of life and noise issues.

D5) HearingCEQA Transportation Impact Thresholds Update to Comply with Senate Bill (SB) 743

(Est. Time 1 HOUR)

Summary:
SB 743 and subsequently CEQA Guidelines Section 15064.3 changed transportation impact analyses under CEQA, specifically stating “vehicle miles traveled" (VMT) is the most appropriate measure of transportation impacts. With this change, the County may no longer use automobile delay, as measured by Level of Service (LOS) or similar measures of vehicular capacity or traffic congestion, as the basis for determining the significance of transportation impacts under CEQA. Thsi item is to consider proposed amendments to comply.
