D1-D2) Extra Help Service and Retirement Waivers (Estimated Time: 5 minutes each)
Summary: The Board will consider requests to hire retired employees as Extra Help from the Child Support Services Department and General Services Department. Per California Government Code, the Board must approve this hiring decision because less than 180 days have passed since the retirement of this employee.

D3) 2025 Women’s History Month District Awards (Estimated Time: 30 minutes)
Summary: The Board will honor one individual from each Supervisorial District for the 2026 Women’s History Month District Awards. In honor of National Women’s History Month, and to recognize, honor, and celebrate the achievements of countless women who strive to serve throughout the community and advocate for other women, the County of Santa Barbara, Commission for Women, established the annual Women’s History Month Service Awards, which have grown into the current District Awards.

D4) Environmental Justice Element of the Comprehensive Plan (Estimated Time: 60 minutes)
Summary: The Board will consider adopting the Environmental Justice Element as an amendment to the County’s General Plan, which would formally incorporate environmental justice goals, policies, and actions into County planning as required by state law. The Element aims to better address health, environmental, and service-related needs in identified Environmental Justice Communities: Cuyama, New Cuyama, Ventucopa, Sisquoc, Garey, Casmalia, Los Alamos, and Isla Vista. Adoption would guide future County efforts to improve access to services, reduce pollution exposure and health risks, increase civic engagement, and prioritize investments in underserved communities primarily through County programs and partnerships. The Element was informed by targeted community engagement with residents and organizations in Environmental Justice Communities, interdepartmental workgroups, and guidance from the Equity Advisory and Outreach Committee.

D5) Santa Barbara County Overdose Data (Estimated Time: 30 minutes)
Summary: The Board of Supervisors will receive a presentation on overdose-related fatalities in Santa Barbara County from January 2021 through December 2025. The report shows deaths increased from 139 in 2021 to a peak of 158 in 2023, largely driven by fentanyl, before declining significantly. Since 2023, overdose deaths have dropped by more than 41%, with fentanyl-related deaths falling from 111 in 2023 to 46 in 2025. The report also includes demographic, geographic, and population trend data to help inform County policy, prevention efforts, and resource coordination.

D6) Community Workforce Agreement Implementation Update (Estimated Time: 30 minutes)
Summary: The Board will receive an update on the Countywide Community Workforce Agreement (CWA), a pre-hire labor agreement that sets uniform rules for wages, hiring, and labor relations on certain large County construction projects. The report summarizes early implementation on three projects and notes three additional projects that will also use the CWA. The update will review impacts on costs, contractor participation, and local labor use, as well as coordination costs of about $250,000 to date. The Board will also consider a budget revision to fund the CWA coordination costs.

D7) Draft Behavioral Health Services Act County Integrated Plan, Fiscal Years 2026-29 (Estimated Time: 30 minutes)
Summary: The Board will consider authorizing the County Executive Officer to certify that Santa Barbara County’s Draft Behavioral Health Services Act (BHSA) Integrated Plan for Fiscal Years 2026–29 meets state fiscal requirements and that planned behavioral health expenditures comply with state and federal law. The Draft Plan outlines how the County will coordinate behavioral health funding to provide timely, culturally responsive services, improve access to care, and address community needs. Certification will allow the County to submit the Draft Plan to the California Department of Health Care Services by March 31, 2026, for review, with a Final Plan returning to the Board for approval by June 30, 2026.

D8) Cannabis Time Extension Requests for Installation of Multi-Technology Carbon Filtration (Estimated Time: 45 minutes)
Summary: The Board will consider eight requests from indoor cannabis operators for a one-time extension to the March 18, 2026, deadline to update odor abatement plans and install multi-technology carbon filtration (MTCF) systems required to control cannabis odors. Staff recommends approving seven of the requests with extensions ranging from two months to twelve months, depending on each operator’s progress and circumstances, such as equipment delivery, engineering review, or electrical upgrades, and denying one request because the operator did not demonstrate circumstances beyond their control. Operators granted extensions must complete the required odor control upgrades by their new deadlines, no later than March 18, 2027, while those denied extensions or who fail to comply may face enforcement actions.
