“As part of that process, the city partnered with Lewis & Clark College for an in-depth study that included examining the reasons the three statues were targeted…The Lewis & Clark report recommends that an extensive public engagement process be pursued before deciding whether to return the targeted statues, including numerous forums, walking tours, and other forms of civic participation. There was no formal council vote to return the three statues. But to anyone watching the video of the hearing, it is apparent the council had already made the decision. It accepted the Lewis & Clark report without adopting its full public engagement recommendations.”
