U Rochester Libraries Wins Mellon Grant to Establish Digital Humanities Institute

The Andrew W. Mellon Foundation has awarded the University of Rochester River Campus Libraries a $100,672 grant to fund a pilot program designed to strengthen librarians’ competencies in digital scholarship. NSF, DoD, HHS Release Plans for Public Access to Research

Since late February, several US government agencies have released their plans for providing public access to federally funded research in response to the 2013 Office of Science and Technology Policy (OSTP) memorandum. Agencies releasing plans recently include the National Science Foundation (NSF), the Department of Defense (DoD), and the Department of Health and Human Services (HHS). FASTR Bill to Enhance Public Access to Research Introduced in US Congress

On Wednesday, March 18, members of the US House of Representatives and the US Senate introduced the bipartisan Fair Access to Science & Technology Research (FASTR) Act of 2015. FASTR, if passed, would codify the provisions to enhance public access to federally funded journal literature that were included in the February 2013 Office of Science and Technology Policy (OSTP) memorandum on public access to research. Provisions in the legislation would require that federal agencies with research budgets of $100 million or more make peer-reviewed final manuscripts publicly available six months following publication...

FCC Open Internet Order Incorporates Proposals by Library and Higher Education Groups

On March 12, the US Federal Communications Commission (FCC) released the text of its new Open Internet Order, adopted in late February. The order ensures that Internet providers cannot create “fast lanes” and “slow lanes.” The text of the report and order released last week explicitly recognizes the role of libraries and institutions of higher education in shaping the new rules, including several citations and references to comments ARL filed with other library and higher education associations in July and September of 2014...

GSU Opposes Publishers’ Motion to Reopen Record in E-Reserves Case

Following the Eleventh Circuit’s reversal and remand of the Georgia State University (GSU) e-reserves case in which the court largely rejected many arguments advanced by the publisher plaintiffs, the publishers have now filed a motion to reopen the record. Essentially the publishers are asking for evidence of GSU’s current conduct in an effort to seek a new trial with a new set of allegations. GSU has opposed this motion, asserting that reopening the record would be highly burdensome, and noting that in filing this motion the publishers are trying to use the past seven years of litigation as a “dry run” for a “second go” at the case...

Fair Use Week 2015 Highlights

On February 23–27, more than 60 organizations and institutions participated in Fair Use Week 2015, an annual celebration of the important (and flexible) doctrines of fair use and fair dealing. Fair Use Week 2015 was organized by ARL and participants included universities, libraries, library associations, and a number of organizations, such as the Electronic Frontier Foundation, Creative Commons, New Media Rights, Public Knowledge, and the R Street Institute.
