As we enter fall, I want to thank our landscaping partners at Yellowstone for all their hard work in maintaining the corridors of Metro South CID. Cleaning up trash, abandoned tires and refreshing the district’s landscaping are no easy feats.
The CID is in the process of working on several projects and improvements and we are excited to grow our district as we begin planning for our 10th anniversary celebration next year. The end of the year is quickly approaching, and we have no intention of slowing down.

This past June, Metro South CID hosted a Truck Rodeo to assess a proposed roundabout design. We partnered with the Atlanta Regional Commission (ARC), worked with Kimley Horn and rounded up some trucks and emergency vehicles to “compete” in an obstacle course.
We weren’t just clowning around, the purpose of the course was for commercial and emergency vehicle operators to test designs for a planned roundabout at the Thurman Road/Cedar Grove Road/Old McDonough Road intersection. With the data we lassoed up, the design team will be able to finalize the best concepts in real space using the actual freight vehicles that will traverse the future roundabout.
“The rodeo was a key to finalizing the best design for this critical infrastructure improvement in our CID, which is focused on logistics, distribution and — of course, has a predominance of trucks flowing in and out of the district,” said Larry Kaiser, MSCID executive director.

Hobson Milner founded H.E.H. Paving, located on Almand Road, with Herb Williams in 1988. What started as a small landscaping company steadily grew into a commercial business that companies, the community and the county have come to rely on for its asphalt paving, concrete construction and milling services.
Milner and H.E.H. value morals and ethical principles, which guide the way they do business and give back to the community. H.E.H. was honored with a proclamation from DeKalb County District 4 Commissioner Steve Bradshaw in 2023.
Milner has served as a Metro South CID board member since 2022 and strives to use his leadership skills and experience to grow the CID.

We would like to thank Dr. Juaney Lynn-Rigsby, East Conley HOA president, and Tonza Clark, the DeKalb County Director of Code Compliance, for joining our board meeting on October 8.
Dr. Rigsby spoke about creating a small area plan that would involve a more detailed study of the area’s needs than DeKalb County’s comprehensive plan. Her goal is to connect Metro South with the rest of the County to create a more walkable community that includes coffee shops, retail options and event spaces.
Clark addressed compliance issues and how the businesses can display a county seal to deter loitering, allowing police to address the culprits directly without having to go through the property owners. - Security Update
MSCID has hired security to patrol the district for 26 hours a week. The goal is to deter tire and trash dumping, trailer thefts, illegal truck parking and other activities. The CID is also creating a draft plan in discussion with DeKalb County to assess a potential pilot program to deter illegal truck parking on county right-of-way.
The goal with this CID initiative is to allow safe travels on county roads in the district without the obstruction of trucks parking on the road or roadway shoulders. - Constitution Road Roundabout
DeKalb County is in the process of negotiating right-of-way for the 11 parcels needed to begin construction. The project is estimated to be one year out until construction commences. -
Norfolk Southern Underpass and Constitution Road
The CID and DeKalb County is expecting the Federal Railroad Administration to release the organizations to proceed on advertising for the selection of a transportation consultant to begin the project's plan.
The proposed scope of work will include public participation, formation of committees to access the environmental and cultural impacts, conceptual design and limited surveying as part of the assessment of the junction. MSCID and DeKalb County were awarded $460,000 by the federal Railroad Crossing Elimination program for the planning study in 2023. This federal grant will fund 80% of the planning costs with the MSCID providing the 20% in project matching funds; with a total planning study amount of $575,000. - Beautification and Maintenance
Yellowstone has been busy removing tree debris from the Metro South corridors and trimming limbs over right-of-way passages.

The CID and DeKalb County are developing an MOA whereby the County will fund a majority of the cost for the CID's landscape contractor, Yellowstone, to pick up large piles of tires on the side of the road in the district and deliver them to a Home Depot trailer, whereby the tires will be taken to a landfill site.
