The Metro South CID Board and I have been very busy the past two months of the new year! We tackled one of our biggest hurdles, which was illegal tractor-trailer parking off Continental Way at Bouldercrest Road. We hope you have seen a significant reduction in tractor-trailer congestion along that corridor, and we have our extra security patrols, backed by the DeKalb Police Department enforcement, to thank!
We have tremendous plans in the works for updates and improvements for 2026 and we appreciate the advocacy of our CID members, board, elected officials and community who provide feedback and support that make our district a great place to work and do business.

Truly a family-owned and family-run company, Rob Roark has been with All South Warehouse since 1992 when he was 13 years old and is now the president who oversees the daily operations of five warehouse facilities. His son, Austin, is fast on his heels after having just completed his eighth year with the company.
Rob’s father, Bob Roark, founded All South Warehouse in 1970 with one small warehouse and one pick-up truck on Bouldercrest Road. The first facility opened in the Metro South CID in Atlanta International Industrial Park at 1775 Continental Way in 1987, largely in part due to the location of their largest customer at the time, the Kroger distribution center. Now with 650,000 square feet within the district and nearly 50 employees, All South Warehouse has held a seat on the MSCID board since its creation 10 years ago. Rob Roark’s passion for the district comes from his close relationship with fellow board members, Wayne Smith and Joel Gross, along with his desire to see an improved and maintained CID roadways and landscaping for both businesses and the community. He has seen the district develop since the CID was formed with increased security, enhanced landscaping and infrastructure repair.
Roark remains focused on strengthening security as his number one priority as a board member. He believes that the district has great economic potential yet to be tapped in the entertainment and logistics industries and encourages businesses and future business owners to reach out to him or other board members about the benefits of being CID members.

We’d like to thank the DeKalb County Director of Code Compliance and Enforcement, Tonza Clark, for coming to our February board meeting to discuss the issues around illegal tractor-trailer parking, trash dumping and other code violations along with the steps the County is taking to resolve these issues.
A representative from DeKalb County Super District 6 Commissioner Ted Terry’s office was also present to address the board’s concerns about proposed multi-family areas encroaching the CID’s borders. Kiana Johnson assured the board that the on-going Bouldercrest small area study that reflects residential development within the industrial area of the Bouldercrest Road / Cedar Grove Road / Moreland Avenue Overlay District is an oversight and will be corrected. Board Chair Joel Gross was emphatic that it was in the best interest of the County to protect the industrial area.
Johnson also discussed how DeKalb County is updating its Zoning Ordinance for the first time in over a decade. Since zoning regulates the built enviornment and how property can be developed, she also encouraged business owners and CID members to get involved and provide input on the county-wide rezoning project.
Executive Director Larry Kaiser provided additional updates on security, infrastructure improvements and proposals he’s working on in partnership with DeKalb County.
To stay informed and get involved, we encourage CID members to attend board meetings, which are open to the public and held the second Wednesday of every other month. As April 8 will be the Metro South CID’s 10th Anniversary, the next official board meeting will be held on June 10, beginning at 10:30 a.m.

DeKalb County and the Georgia Department of Transportation (GDOT) committed to a $107 million project that would replace the existing Bouldercrest Road bridge over I-285, that included constructing five new bridges and new Collector-Distributor (CD) lanes providing direct access between Bouldercrest Road and I-675, thereby reducing traffic delays and congestion and improving pedestrian safety. Significant progress on construction has been completed to the CD roadways and ramps thus far.
Upcoming work for summer 2026 includes construction of the bridge end bents at Bouldercrest Road to align with the new exit ramps to I-285, roadway widening at Continental Way, asphalt paving on the CD eastbound and westbound ramps, installation of watermain and storm drainpipes at Bouldercrest Road and pouring for the bridge deck at South River Creek at I-285.

- Security Update
The board voted to increase security patrols from 40 to 56 hours a week. Azzie Roperts, along with our other patrol officers from Georgia Asset & Community Control Agency, have been doing an excellent job keeping tractor-trailers from illegally parking along our corridors, moving loiterers from private property and county right-of-way and keeping our district safe. By increasing security hours, we are ensuring our members and their businesses stay protected.
- Railroad Crossing Elimination / Norfolk Southern at Constitution Underpass
DeKalb County CEO Lorraine Cochran-Johnson signed the Railroad Crossing Elimination (RCE) approval, and MSCID Executive Director Larry Kaiser is assisting the DeKalb Procurement Office and Department of Transportation in preparing the Request for Proposal (RFP), which is estimated for a late summer advertisement. Once vendor selection has been completed in late fall, the underpass transportation planning study will be completed within two years, which will allow the CID and the county to pursue funding to develop engineering and construction plans for the project.
As part of the federal RCE, MSCID and DeKalb County were awarded a $460,000 grant for a planning study to evaluate the feasibility of a Constitution Road Underpass at the Norfolk Southern Railroad crossing. The grant was issued from the U.S. Department of Transportation and the Federal Railroad Administration. The RCE program provides funding for highway-rail or pathway-rail grade crossing improvement projects that focus on improving the safety and mobility of people and goods.
- Overlay District
Larry Kaiser is planning to meet with DeKalb County staff in February to discuss amendments to the Overlay District.
- Tractor-trailer encampment
The CID encountered a tractor-trailer encampment on a property at the intersection of Old McDonough, Thurman and Cedar Grove Roads in 2023. The CID and DeKalb County Department of Code Compliance and Enforcement took the property owner and the tenant to magistrate court more than five times over a period of 18 months. The EPA and EPD also became involved due to hazardous materials found on the property. The CID was finally able to have the trash and equipment hauled away and hazardous materials remediated last fall.

- Old McDonough at Thurman Radius Improvements
GDOT has confirmed that their maintenance department will correct the radius at Old McDonough and Thurman Roads.

- Moreland at Woodstock RCut Median Project
The GDOT’s recent installation of an RCut concrete median on Moreland Ave at Woodstock Road eliminated Superior Rigging’s trucks from turning left onto Moreland from Woodstock. Superior Rigging’s access to Moreland Ave became Bailey Street; which was problematic due to the poor sight distance on Moreland for left-turning vehicles. The RCut median was to be installed after the Bailey St at Moreland traffic signal is installed. Installation of the signal will occur in 2027, and GDOT agreed to remove the RCut median, with work planned to be completed in mid- to late February.

- Yellowstone Beautification and Maintenance
Yellowstone Landscape continues to maintain the district’s corridors by clearing the trash and illegally dumped tires off of Henrico Road. We applaud the hardworking crew for this herculean effort.
The CID partnered with Home Depot and DeKalb County to haul away the dumped tires that Yellowstone collects during its regularly scheduled maintenance and cleanup. Stay tuned for updates as this project continues.

- Trail Project
A private funder has proposed a trail project that will begin in Grant Park and once the trail crosses Moreland, it will approximately follow Custer Road through Michelle Obama Park, crossing Constitution and Bouldercrest Roads. The proposed trail would be one of the longest segments outside of the Silver Comet Trail in Atlanta. The board is awaiting more information from the planning studies and design before committing any funds in support of the project.
