State Report
The much anticipated House committee assignments were released by Speaker Dade Phelan last Wednesday prior to the House adjourning for the week. Thirty-seven committee chairs were appointed, including the position of Speaker Pro Tempore, which was filled by Rep. Charlie Geren (HD 99) of Fort Worth. Twenty-eight of the chair positions are held by Republicans, and nine are Democrats. Representatives Tom Craddick and Senfronia Thompson, the longest-serving members of the House, were appointed as Deans of the Texas House. The chairmen of the Appropriations and Calendars committees remain intact, with representatives Greg Bonnen and Dustin Burrows being reappointed to lead those committees. House Appropriations has scheduled two hearings next week to begin their process for devising the budget that will ultimately be HB 1.
Eight House Members of the North Texas Delegation received Chairmanships. Five members retained their leadership roles from the 87th, and three are newly appointed to their positions.

  • Rep. Angie Chen Button (R – 112) returns as Chair of International Relations & Economic Development
  • Rep. Giovanni Capriglione (R – 98) is Chair of Pensions, Investments & Financial Services
  • Rep. Craig Goldman (R – 97) returns as Chair of Energy Resources
  • Rep. Stephanie Klick (R – 91) returns as Chair of Public Health
  • Rep. Jeff Leach (R – HD 67) returns as Chair of Judiciary & Civil Jurisprudence
  • Rep. Morgan Meyer (R – HD 108) returns as Chair of Ways & Means
  • Rep. Victoria Neave Criado (D – HD 107) is Chair of County Affairs
Senate Finance resumed its schedule of presentations last week following the weather disruption the previous week. Public education, higher education, and public safety-related state agencies were called before the committee. Agency presentations will continue this week.
The Senate Committee on Business & Commerce met last Tuesday to discuss the proposed changes to the wholesale electric market design and impact on the Texas electric grid. Senator Phil King led the committee in the absence of committee Chairman Charles Schwertner. The five-hour hearing included testimony from Peter Lake, Chairman of the Public Utility Commission, on grid performance during the recent Texas ice storm.
Governor Greg Abbott will address Texans during the biennial State of the State address Thursday, February 16th at 7 pm. This presentation is traditionally delivered during the day in a joint session of the legislature. However, Governor Abbott has elected to broadcast his address to the public from a location in San Marcos. The governor is likely to announce emergency items during his speech.  These items often become priorities the governor would like legislators to prioritize and can be escalated in the legislative process. 
The Texas Legislative Council, which helps legislators draft and analyze bills, has informed legislative offices that in order to receive a bill draft by the March 10th bill filing deadline, bill draft requests must be submitted by February 17th. 
The Senate will return to action Tuesday at 11 am while the House will convene at 2 pm Tuesday afternoon.
