Hello Research Community,
Due to heightened awareness and increased activity related to the issue of foreign influence in academia several federal agencies, including the National Institutes of Health, the National Science Foundation, the Department of Defense, and the Department of Energy, have publicly communicated specific concerns to universities across the country around undue “foreign influence” on federally sponsored research.
Federal funding agencies are particularly concerned about a failure to disclose foreign financial support on grant applications, failure to disclose foreign conflicts of commitment or interest, and the improper sharing of confidential materials (e.g. those available through peer review).
It protects everyone’s interests – the Federal government, UC San Diego, individual researchers, and their international collaborators – to have certain international relationships disclosed and reviewed to determine if there are any potential conflict of commitments, duplications of research, and/or diversion of intellectual property in the performance of federally funded research.
To assist Investigators with remaining in compliance with these new requirements, UC San Diego has added two additional questions to the Research Questionnaire in Kuali Research. Effective January 21, 2021 at 5:00 p.m. the two (2) new questions are:
- Will any element of the project be performed outside of the United States including collaborators, sub awardees, or consultants (funded or unfunded)?
- Have you received resources (financial or non-financial) from any foreign parties/entities related or unrelated to the project?
