Remembering
Don Phares

Don Phares, scholar, researcher, teacher, urbanist, university administrator, sports fan, father, friend, and colleague died peacefully at his home in St. Louis, MO, on June 27, 2015. Don was emeritus professor of economics and public policy administration at UMSL.
Don received his BA in Economics from Northeastern University and both an MA and PhD in Economics from Syracuse University. He became a faculty member at UMSL in 1969. While he formally retired in 2003, he continued his association with UMSL on a part-time basis and remained an active researcher long into retirement. 
Don’s commitment to UMSL extended well beyond his faculty position in economics and public policy administration. He was a central figure in the history and development of the Public Policy Research Center (PPRC). 
There will be a Remembrance Ceremony for Don Phares from 2:30-6:30 p.m. Nov. 12 in Gallery 210 on the UM-St. Louis campus.

Student and Alumni news

MPPA 2006 graduate Colleen Bradford Barbero recently began working as an Associate Service Fellow (Health Scientist) with the Centers for Disease Control and Prevention, Division for Heart Disease and Stroke Prevention. She received a Ph.D. in Public Policy Analysis last May from Saint Louis University. 
MPPA and NPML 2005 graduate Amie Bossi has been named a Certified Fund Raising Executive (CFRE) by CFRE International. To receive the credential, she met a series of standards, which include tenure in the profession, education, demonstrated fundraising achievement, and a commitment to service to nonprofit organizations. CFRE recipients are awarded certification for a three-year period. In order to maintain certification status, recipients must demonstrate ongoing fundraising employment, and results, and continue with their professional education.
MPPA 2008 graduate Rachel D’Souza-Siebert was recently appointed to the Children's Home Society of Missouri Board of Directors. Her term begins in January. She also started RDS Consulting, which offers Strategic Planning, Organizational Culture and Resource Development consulting to start-up and small nonprofit organizations. 
MPPA 2013 and NPML 2014 graduate Jason Emmerson was hired as the Executive Director of United Caring Services in Evansville, Ind. beginning Oct. 1. “I credit the MPPA and the NPML certificate for helping to secure the opportunity,” he said.
MPPA 2009 graduate Jonathan Greever is the Director of Administration for the City of Shrewsbury. After six years of negotiations, the city successfully completed the largest redevelopment project in its 102-year history. The $50 million project was complex, involving the use of Tax Increment Financing, Chapter 353 Redevelopment, Community Improvement Districts, and a complicated census induced challenge to the TIF process, Greever said. “Throughout the duration of the project, I served as the spear point for negotiations, public incentive evaluation/analysis/implementation strategist and project manager for the Mayor and governing Board of Aldermen,” he said. “The training I received through the MPPA program at UMSL (focus on Local Government Management and exit project focused upon the applications of and analysis on the use of the Tax Increment Financing mechanism in the State of Missouri) directly correlated to practical application on the use of such mechanisms shortly thereafter.”
MPPA and NPML 2012 graduate Jessica Heslin recently was accepted to the Safe Connections Young Professionals Board. 
MPPA 1994 graduate Melissa Lange moved back to Oklahoma after receiving her degree. She worked for the Oklahoma House of Representatives and eventually moved into the executive side of state government. Along the way, she took some additional accounting coursework, and passed the CPA exam in 2006.  She worked in state government for more than 20 years, as a fiscal analyst, budget manager, assistant finance director and CFO at several state agencies. She moved into the nonprofit sector a year ago and is now the comptroller for Legal Aid Services of Oklahoma.
MPPA and LGM student Blaine Milligan was hired by the Bill Otto for Congress campaign as a call-time manager. He works with the finance director to organize and manage the candidate’s fundraising calls. His responsibilities include: preparing and tracking all calls; performing all call follow up; and managing and conducting all donor research.
MPPA and NPML 2006 graduate Lawrence Miskel became the Human Resources and Volunteer Manager at DOORWAYS Interfaith Residence in August. He also was elected President of the International Public Management Association for Human Resources Central Region board of directors in June, and he was elected Treasurer of the Greater St. Louis IPMA-HR Chapter in September.
NPML 2011 graduate Elizabeth Mitchell received a Master of Christian Ministries in August.
MPPA and LGM 2010 graduate David Poger was promoted to Client Manager, U.S. North Midwest at Echologics, a Mueller Company. Echologics is a smart water technology company. He sells the industry's most sophisticated  acoustic sensor leak detection and pipe condition assessment technology solutions and handles this business division’s federal, state, and municipal government relations. He says he loves his job and the company.
MPPA 2003 graduate Jeff Roorda just completed his new book Ferghanistan: The War On Police. The book is expected to be released on Nov. 3. For more information about the book, visit www.thewaronpolice.com. “I'm proud of my MPPA degree from UMSL and I'm proud of this book. It is a frank, sober conversation about race relations and policing in America,” he said.  
MPPA 2015 graduate Joy Tuider was hired as a Davis Bacon Administrator at the St. Louis Development Corporation. She also accepted a board position with Peter and Paul Community Services.
MPPA 1997 graduate Bruce S. Weinberg begins Oct. 12 as an Assistant Vice President of Nursing - Workforce Management for Ochsner Health System in New Orleans.

Mark Tranel, Interim Dean of the School of Public Policy and Administration

UMSL just announced the creation of its School of Public Policy and Administration this July, but the foundation of the new school has been building for some time. 
“The concept has been under some form of consideration and action for 10 years,” said Professor Mark Tranel, Interim Dean of the new school and Director of UMSL’s Public Policy Research Center. 
The School of Public Policy and Administration incorporates five entities that had been operating independently until this summer: the Department of Public Policy Administration (formerly the Public Policy Administration Program), the Public Policy Research Center, the Center for Ethics in Public Life, the Sue Shear Institute for Women in Public Life, and the Center for Excellence in Financial Counseling. In addition, the School includes a Des Lee Endowed Professor of Community Collaboration and Public Policy Administration. For leaders within the school like Dr. Tranel, the new entity is a natural outgrowth of UMSL’s expanding capacities in Public Policy and Administration. More importantly, it’s a change that will encourage meaningful conversation, close collaboration, and economies of scale. “Over time, the university developed these various capacities that were all in the area of Public Policy and Administration,” Dr. Tranel said. “By being components of the school, there is a greater level of effectiveness through leveraging what everybody had been doing individually.” 
Members of the school’s separate components agree. Professor Deborah Balser, Chair of the Department of Public Policy Administration, hopes that the school will create new learning opportunities for students and members of the St. Louis community. “We do a good job with professional development and contribute significantly to the campus mission of community engagement,” she said. “By bringing together the different Centers and their different perspectives, we’ll be able to come up with programs that we would not have had before.”
Alumna Sara Lux crosses
bridge to dream job

Just one week before giving birth to her daughter in December 2013, Sara Lux accomplished a milestone in her life – she received her Master of Public Policy Administration from UM-St. Louis. Currently the alumna is the Development Director at The Bridge Outreach. The Bridge is the only day shelter in the St. Louis area that provides more than 2,500 meals and emergency services to people experiencing homelessness. She is part of a strong team at The Bridge. Together that team aims to cultivate and maintain donors. Motivation for this endeavor is found in Sara’s belief that every individual has something of value to contribute, and that she and her staff have the pleasure of assisting guests – clients at The Bridge – in finding their gift to share. 
Sara, and those she teams with, facilitate guests’ life-changing journey of finding permanent housing. Because of Sara, those guests are able to contribute to their journey. 
Sara credits working with student interns as a stimulating piece of her work. She believes the benefit of working with interns is two-fold. “Working with students has given me the opportunity to have practical assistance and it gives students an opportunity to delve into the world of development,” Sara said. Students who intern with Sara have hands-on opportunities to write grant proposals, plan events, and develop an understanding of how public policy affects the world. 
The PPA faculty at UMSL has a strong influence in the success of alumni like Sara. “I appreciated the fact that our professors had personal experience in the field of public policy and they were able to share how we could practically apply the academic material to challenges that we were experiencing in our nonprofit and government careers,” she said.  
Sara feels the MPPA degree earned at UMSL gave her practical tools and contacts.
“Most importantly, I gained the skills to manage a growing Development Department in an ever-changing financial and political climate,” she said. The degree was life-changing. It provided the credentials she needed to undertake the role as Director of Development, which has allowed her to fulfill a life-long dream.
Paul Speckhals receives Bob Baer scholarship for Fall 2015
MPPA student Paul Speckhals was recently named the recipient of the Robert J. Baer Endowed Fellowship in Public Policy Administration for the Fall 2015 semester.
“It is truly an honor to have been selected for the Robert Baer Scholarship,” Speckhals said. “I put a tremendous amount of effort into my studies and to have that recognized by my instructors and the department means a great deal to me.” 
Speckhals was chosen from applicants who had to have at least a 3.3 GPA and had to have completed at least 18 credit hours in the MPPA program. Applicants submitted a 250-word essay, and two letters of recommendation from MPPA faculty.
Speckhals said the MPPA program has provided him with a number of incredible opportunities, and also guidance.  
“What I am most thankful for is that the program has helped me to refine my career interests,” Speckhals said.
In addition to being named for the scholarship, Speckhals received positive news about his career.
In June, he started working for the Social Security Administration (SSA) where he is being trained as a specialist in the Supplemental Security Income program. Post-graduation, he plans to spend a few more years in the SSA field office to fully understand how the agency's many components operate at the street-level. After that, he intends to explore other career opportunities within the agency at a regional office, perhaps in Kansas City or Chicago.
“This scholarship has afforded me the opportunity to continue to learn, grow and develop into a future leader in the public sector,” he said.
