The WH appears to be scrambling to change the narrative around the President’s response to Puerto Rico. After days of tweeting about everything from the NFL to the Alabama Senate race (Trump’s candidate lost, btw), 45 announced he will travel to PR and the U.S. Virgin Islands on Tuesday. But which Donald Trump will show up? Millions remain without power or clean water, hospitals have been crippled, and homes have been leveled. More on what Congress is doing below. Did Trump tweet any words of comfort this morning? Or offer any guidance on how the country can donate and help their fellow citizens? Nope. He’s still tweeting about the same things. So, the timing could not be worse for Twitter to start testing tweets that go beyond its signature 140 characters -- doubling the limit to 280 in an experiment with 5% of users globally. Thankfully, this is only being reported in papers. But the second Fox News gets a hold of this -- brace yourselves. On Capitol Hill, RIP to the ACA repeal. The new battle is tax reform as Republicans prepare to release the framework of their proposal today.  Lastly, Senator Bob Corker (R-TN) announced his retirement. If you’re new to politics you may not remember that his 2006 Senate race was beset with its own racial undertones when he was in a heated contest with then-Congressman Harold Ford, Jr. The battle included a Super Bowl party, Playboy bunnies, and an impromptu face to face confrontation at a press conference. Obama to be Honored at Global Crowdfunding Convention
The Global Crowdfunding Convention will be delivering their Crowdfunding Visionary Award to former President Barack Obama in recognition of his signing into law the bipartisan JOBS Act of 2012. This is the legislation that created the three different iterations of crowdfunding: Title II or accredited crowdfunding, Title III or Reg CF/retail crowdfunding and Title IV or Reg A+ -- the mini IPO type exemption. The industry has come a long way since 2012, having matured into a $60 billion sector of finance. The 6th Annual Global Crowdfunding Convention is scheduled for October 23rd & 24th at Planet Hollywood Resort & Casino in Las Vegas, NV. More here.
Green Moves to Force a House Vote on Impeachment
Congressman Al Green (D-TX) said Tuesday that he will move to force a House floor vote next week to impeach Donald Trump. The comments came as he denounced Trump's attacks on NFL players protesting police brutality. Green stood on the GOP side of the House chamber to announce his plans to file a resolution that will automatically trigger a floor vote. “I will stand here in the well of the Congress, and I will call for the impeachment of the president of the United States of America,” he said. Under House rules, any member can file what is known as a “privileged” resolution that argues something goes against the dignity and integrity of the House. Even if Republicans reject it as expected, Green can still force a procedural vote on his resolution. More here.
Lieu and Gallego Want Admin to Provide Casualty Estimates in Case of War with North Korea
On Tuesday, Congressmen Ted Lieu (D-CA) and Rubén Gallego (D-AZ) sent a letter to Defense Secretary James Mattis, calling on him to reveal the military’s analysis of the mass destruction that would be inflicted if Donald Trump follows through on his belligerent rhetoric towards North Korea. Lieu and Gallego -- both veterans -- expressed their concerns about pursuing military engagement with North Korea without a strategy, especially given North Korea’s nuclear capabilities. “We would like to know expected casualty assessments, how the United States would prevent devastating North Korean retaliation, and what plans the Department has for the humanitarian disaster that would follow any conflict,” the letter reads. "We have not heard detailed analysis of expected U.S. or allied force casualties, expected civilian casualties, what plans exist for the aftermath of a strike - including continuity of the South Korean Government, or how such assessments have factored into the military options presented to the President." Top Latino Donor Gets Private Audience with WH on Tax Reform
The Daily Beast reports that Julio P. González, CEO of Engineered Tax Services and a major donor to Donald Trump’s inaugural committee, was granted a direct audience with the White House to discuss overhauling the tax code. González, a member of the Hispanic CEO Roundtable and part of the administration’s task force on Hispanic affairs, not only admitted it but put out a press release flexing about the meeting. It reads, “This past week, The Gonzalez Family Office and The Hispanic 100 came together to host the Hispanic CEO White House Roundtable. The main purpose was to discuss tax reform with the Presidential Administration and the Treasury. Top Hispanic CEO’s were introduced to the following members of the White House: The Deputy Political Director and National Director for Hispanic Initiatives at the RNC (sic), Jennifer S. Korn, Policy Special Assistant, Andrew Koenig, United States Treasurer, Jovita Carranza, and Chief Economist to the Vice President, Mark Calabria.” See the press release here.
Murphy and Velázquez Join Climate Solutions Caucus
Congresswomen Stephanie Murphy (D-FL)
and Nydia Velázquez (D-NY) have joined the bipartisan Congressional Climate Solutions Caucus that was founded and is led by Congressmen Carlos Curbelo (R-FL) and Ted Deutch (D-FL). The Congresswomen are among six new members added -- three Democrats and three Republicans -- to a caucus that now numbers 29 Republicans and 29 Democrats. The caucus’ stated goal is to push common sense solutions that address the root causes of climate change and mitigate its threats. See all the members here.
Jeh Johnson Returns to the Hill
Former President Barack Obama’s Homeland Security Chief Jeh Johnson is returning to the Hill on Thursday to participate in a public forum with congressional Democrats on the Election Security Task Force. News of the forum comes days after the DHS notified nearly two dozen states that they were targeted by Russian hackers ahead of the 2016 presidential election. Johnson engaged with state-level officials on cybersecurity ahead of the election last year, offering voluntary cybersecurity assistance to states to shore up their systems ahead of the vote. Tom Pérez to Teach at Brown University
DNC Chair Tom Pérez will join Brown University as a Senior Fellow at the Watson Institute for International and Public Affairs. The 1983 Brown graduate will work with students, faculty, and others, sharing insight and knowledge gained from the years he served as a member of President Obama’s administration as well as his time spent as a local organizer. Pérez will lead a study group called “Governance and Leadership in Challenging Times,” and featured speakers include Denis McDonough, Obama’s former chief of staff; Rhode Island Gov. Gina Raimondo; and former RNC Chairman Michael Steele, among others. Pérez will personally pay for his travel expenses to the Rhode Island campus from DC, where he’ll remain DNC chair. More here.

Valerie Jarrett Honored in Beverly Hills
A large crowd gathered Saturday evening at the Beverly Hilton for the 48th anniversary of the Vanguard Awards, where Valerie Jarrett was honored by the Los Angeles LGBT Center. Each year, the LGBT Center awards individuals for their involvement with the organization and contributions toward the center’s cause. Past recipients include George Takei and Elton John. “For me, I accept this award on behalf of so many people in the Obama administration who fought and pushed -- we know we’re not done and we know we’re in challenging times,” she said. “When you think about the young people -- our future -- the fact that you are touching those lives and helping them grow to love themselves and to love each other means that love truly does trump hate.” The event, hosted by Jimmy Kimmel, also honored Ari Emanuel, co-CEO of WME-IMG. Meet Barack and Michelle Obama -- a New Species of Spiders
Think twice before you kill your next spider. It could be one of the Obamas. Researchers are immortalizing Barack and Michelle Obama by naming a species of spiders after them. And the honor is not exclusively POTUS and FLOTUS 44’s. A group of scientists recently discovered 15 new species of the Spintharus spider, known for what appears to be a smiling face. Researchers believed only one species existed, found in North America and parts of northern Brazil. Since each spider is only local to each country, including Jamaica, Cuba, and Puerto Rico, biology professor Ingi Agnarsson said each separate species required its individual name. “In naming these spiders, the students and I wanted to honor people who stood up for both human rights and warned about climate change,” said Agnarsson. The exact names are Spintharus barackobamai and S. michelleobamaae. Senator Bernie Sanders (I-VT) is being immortalized as well. As a Vermont-based team, the undergraduate students decided to name one of the species Spintharus berniesandersi. Actor Leonardo DiCaprio also has a species of Spintharus named after him, for his environmental activism. More here.

Oprah Sheds Light on Mass Incarceration
Through a new OWN TV docuseries, Oprah Winfrey is shedding light on the detrimental after-effects of mass incarceration on Black families. Appropriately titled Released, the series follows six men and women as they complete their prison sentences, and chronicles the many challenges they face with getting acclimated to life on the outside. The first episode of the series premiered during the Tribeca TV Festival in New York on Friday and included several thought-provoking scenes that humanized the experiences of the cast for viewers. The National Association of Black Journalists President Sarah Glover announced that the organization has named Sharon Toomer as its new Executive Director. Most recently, Toomer served as SVP for Public Affairs and Policy at Matlock Advertising & Public Relations, where she led the agency's Reputation Group in its work with a diverse portfolio of clients representing the corporate, nonprofit, academic, and business sectors. Toomer has also served as Chief of Staff and Senior Policy Advisor for Congressman (DC-Shadow) Franklin García. The Spelman College graduate also worked as an Editorial Producer for CNNfn and CNN Headline News. She is also a past recipient of CUNY's Graduate School of Journalism Political Reporting Fellowship. Knight Foundation Announces Diverse Commission on Trust, Media and Democracy
The John S. and James L. Knight Foundation announced a major initiative to support the role of strong, trusted journalism as essential to a healthy democracy. The initiative is anchored by the newly formed Knight Commission on Trust, Media and Democracy. The commission members include: Perry Chen, Founder and Chairman, Kickstarter; Nonny De La Peña, Founder and CEO, Emblematic Group; Francis Fukuyama, Senior Fellow and Mosbacher Director, Center for Democracy, Development and Rule of Law Freeman Spogli Institute for International Studies, Stanford University; Theaster Gates, Founder, Rebuild Foundation; Shani Hilton, Head of US news, BuzzFeed; Alberto Ibargüen, President, Knight Foundation; Eduardo Padrón, President, Miami Dade College; Eduardo Peñalver, Dean and Professor of Law, Cornell Law School; and Deb Roy, Director, Laboratory for Social Machines and Professor of media arts and sciences, MIT Media Lab, among others. Members Sound the Alarm and Call for More Military Resources, Congressional Actions to Aid Puerto Rico
Members of both chambers have called on their congressional colleagues and the administration to act swiftly on aid to Puerto Rico. On Tuesday, members Rubén Gallego (D-AZ), Stephanie Murphy (D-FL), Darren Soto (D-FL), and José E. Serrano (D-NY) wrote to Defense Secretary James Mattis, urging him to provide additional military resources to the Puerto Rico disaster response effort and to consider the appointment of a general officer to coordinate the military response. "In light of the growing human suffering in Puerto Rico, we urge your Department to deploy additional resources … With so many American lives in peril, we strongly believe every available tool at our government's disposal should be brought to bear on this crisis. We note that a three-star general officer was designated to coordinate military efforts after Hurricane Katrina and encourage you to consider making a similar appointment,” their letter reads. On the Senate side, New Jersey Dem Senators Bob Menéndez and Cory Booker led colleagues in a letter to Senate Majority Leader Mitch McConnell (R-KY) and House Speaker Paul Ryan (R-WI), requesting that Congress be allowed to swiftly take up legislation that provides the necessary help to Puerto Rico and the U.S. Virgin Islands. “As members of Congress, we have an obligation to ensure all citizens of the United States affected by natural disasters have sufficient resources to recover. Congress can and should come together to help our fellow Americans recover just like it has in past disasters,” they wrote. See the House letter here and the Senate letter here.
Corrine Brown Applies for FEMA Assistance
Former Congresswoman Corrine Brown was spotted at FEMA headquarters in Jacksonville last week applying for federal assistance. Some complained but Brown defended her actions, saying she has the right as a taxpayer to apply for FEMA assistance. Speaking to a local news station Brown said, "I don't think it's anything for anyone to get the services that their tax dollars (sic) available to them.” She said her riverfront home was damaged during Hurricane Irma. "My house flooded. I can't stay there. I haven't stayed there. The scent is really bad. In fact ... I had no electricity until Sunday." Brown said she does have homeowners insurance and flood insurance, and that they all work together. In May of 2017, Brown was convicted on felony fraud charges including tax evasion and public corruption. Since then she has been very vocal about her financial struggles. She is awaiting sentencing scheduled for November. More here.

Lawmakers Push to Fast-Track DREAM Act Legislation
The Congressional Hispanic Caucus, along with House leadership and members of the New York delegation, are calling on the GOP to sign what is known as a discharge petition in order to bring DREAM Act legislation to a House vote without having to seek approval from House leadership. If a majority of lawmakers sign the petition, the House would have to take a vote on the legislation, which would protect "DREAMers" and other DACA recipients from deportation. Congressman Adriano Espaillat (D-NY), who came to the states as a young, undocumented immigrant, said that while they are pushing for this discharge petition, he and other lawmakers circulated on Tuesday a bipartisan letter asking that DACA recipients be allowed to reapply until a legislative solution is found. “It is the first step in the road to bringing back stability to 800,000 DACA recipients,” Espaillat said. “Just to know the magnitude of it, there are more DACA recipients than any constituencies in any one of our congressional districts. So it will be as though an entire congressional district will be subject to deportation.” More here.
Homeland Security Collecting Social Media Info of Immigrants
BuzzFeed reports that federal officials are planning to collect social media information on all immigrants, including permanent residents and naturalized citizens, a move that has alarmed lawyers and privacy groups worried about how the information will be used. The Department of Homeland Security published the new rule in the Federal Register last week, saying it wants to include "social media handles, aliases, associated identifiable information, and search results" as part of people's immigration file. The new requirement takes effect October 18th. This would also affect all U.S. citizens who communicate with immigrants. More here.

More Work to be Done on Capitol Hill Diversity
Don Bell, the head of the Black Talent Initiative for the Joint Center for Political and Economic Studies, has been a champion for more diversity on Capitol Hill since he led the Black Senate Staff Association. Though he has helped usher in great strides among staff in Congress, he says there’s still much more to be done. In June, Senate Democrats released data on the makeup of their staffs for the first time. According to the data, there were no Black staffers on the Senate Judiciary Committee, Senate Armed Services Committee, or Senate Agriculture Committee. And, in an op-ed for The Hill, Bell makes the important point that it’s not simply a numbers game. He says what positions the staffers hold are equally, if not more, important. This data was not provided in the breakdown. “Later this year, the Joint Center for Political and Economic Studies will release a report which will likely confirm that the diversity problem is just as bad in the House of Representatives,” Bell writes. “Diversity cannot be an empty word or idea that you throw around in a meeting yet do nothing to cultivate when it matters. You cannot merely hire an individual or conveniently identify a junior staffer of color in an office to speak about diversity and think that a problem has been solved.” Read his full op-ed here.

is leaving GreenLatinos and heading to Capitol Hill to assume the role of Democratic Director of Public Engagement for the House Committee on Natural Resources. As EVP & COO for GreenLatinos, he assisted the organization in its internal organizational development and long-term strategic growth, and managed the organization's programmatic implementation and day-to-day operations. The University of Phoenix graduate was previously the National Director of Advocacy at the Hispanic Federation, and before that, he served as National Director of Special Projects for LULAC. He got his start in advocacy at LCLAA, working as a Deputy Director. Espinosa will be working with Congressman Raúl Grijalva (D-AZ), the Ranking Member of the House Committee on Natural Resources. Brown University Settles Dispute With Native American Tribe
Brown University and members of a group that identifies as Native American have reached an agreement concerning 375 acres of university land on which the group had encamped. The Native American group, the Pokanoket tribe, set up camp on the land in Bristol, RI, on August 20th. The tribe asserted that the land belonged to the Pokanoket people by ancestral right. The agreement will transfer part of Brown’s property to a preservation trust that would ensure the conservation of the land and sustainable access by Native tribes in the region. The tribe members will also end their encampment on Monday, and will not establish another one while the land is being surveyed and a governance structure is established to manage the trust. The STEM Braintrust hosted by Congresswoman Eddie Bernice Johnson (D-TX) last week during the CBCF ALC celebrated its 25th year. The power-packed symposium not only draws the likes of major tech behemoths from LinkedIn to eBay, but is also quietly responsible for a part of the pipeline of the next generation of tech employees who will develop the products and services which will impact every business in the country. “When we first launched this program," she says, "I had one company that was interested and 10 people in the audience.  Now we have all the tech giants and we've reached nearly 500 attendees in the past."
