The immigration debate in the Senate is not going well. We break down the latest below. Authorities responded to a shooting this morning at NSA headquarters in Ft. Meade, MD. The agency said the incident took place at a security gate. Aerial footage shows a black SUV that appears to have crashed into concrete barriers. White House Chief of Staff John Kelly continues to be dogged by rumors that his days are numbered over his handling of a former White House staffer accused of domestic violence. FBI Director Christopher Wray contradicted the White House at a Senate Intelligence Committee hearing on Tuesday with his timeline of events. A quote worth noting from the same hearing comes from Director of National Intelligence Dan Coats: “There should be no doubt that Russia perceives its past efforts as successful and views the 2018 U.S. midterm elections as a potential target for Russian influence operations.” To date, Donald Trump has not directed his intelligence officials to specifically combat Russian interference. In other news, Trump’s personal attorney comes through like Steph Curry in the clutch. Michael Cohen paid $130,000 of his own money to a porn star who allegedly had a sexual encounter with the president before his time in office. For the record, no one has acknowledged the sexual encounter actually took place. Oh, and yesterday’s Black History Month reception at the White House was lit. The East Room gathering included HUD Secretary Dr. Ben Carson and Surgeon General Jerome Adams, the only two senior Trump administration officials who are Black. The theme? "African Americans in Times of War." True story. The president saluted Black Americans who have served in the military for giving "their hearts, their sweat, their blood and their very lives to defend the United States, its flag and its highest ideals." Second Judge Blocks Trump’s Efforts to Rescind DACA as Senate Debate Stalls
U.S. District Judge Nicholas Garaufis in Brooklyn ruled yesterday that Donald Trump cannot end DACA in March -- the second time a judge has denied 45’s attempts. Which means that, combined with a California judge’s ruling from last month, DACA could end up going beyond the March 5th deadline. In the meantime, DACA recipients can renew their status, but no one can submit a new application. The ruling comes in the midst of the Senate’s open debate on immigration legislation, though efforts appear to already be stalled; party leaders lost time coming to a resolution on how to even begin the debate. This is bad news, as Senate Majority Leader Mitch McConnell (R-KY) announced that the Senate only had this week to work on a solution. The tightened timeline has Senators racing to submit their amendments. More about the status of the Senate debate here.

State Marijuana Law Protections Urged By Bipartisan Group of Senators
Senators Cory Booker (D-NJ), Catherine Cortez Masto (D-NV), Tammy Duckworth (D-IL), Kamala Harris (D-CA), Mazie Hirono (D-HI), and Bob Menéndez (D-NJ) are among a group of bipartisan Senators urging their Senate Committee on Appropriations colleagues to honor states’ laws on the regulation of marijuana in the appropriations process. Earlier this year, AG Jeff Sessions rescinded an Obama-era guidance which outlined a federal-state framework for citizens to establish legitimate businesses. The Senators wrote that Sessions’ actions have created “disruption, confusion, and uncertainty throughout the country. Citizens who have been acting in good faith based on federal and state assurances now feel exposed. This disruption may deny medications to the sick, push individuals back into illicit markets ... It is our hope that the fiscal year 2018 appropriations will alleviate the turbulence the Attorney General’s abrupt decision has caused and that the appropriations will help preserve the strong regulatory frameworks the states have created.” See more here.

Senate Dems Urge Investigation of Carson and Family
In a letter to HUD’s Inspector General, Senators Catherine Cortez Masto (D-NV), Mazie Hirono (D-HI), Sherrod Brown (D-OH), Elizabeth Warren (D-MA), and Jeff Merkley (D-OR) called for an investigation into HUD Secretary Dr. Ben Carson’s actions, and those of his family members, during his tenure. The request comes after press reports indicated that the Secretary defied warnings from HUD’s legal counsel and political appointees, and allowed his family members to participate in official HUD matters in which they may have had a financial interest. “Internal HUD emails revealed that family members are actively involved at HUD, and even requested a HUD staffer facilitate a meeting between them and other federal officials. We are troubled by these reports and concerned that they indicate a broader pattern and practice that warrant a comprehensive review of the Secretary’s and his family’s actions at the Department,” the letter reads. While Carson requested on February 1st that the IG look into his and his family’s actions, the Senators are requesting a much more comprehensive inquiry. See the letter here.

Duckworth Can’t Take Maternity Leave?!
During a recent podcast, Senator Tammy Duckworth (D-IL) -- who recently announced that she’s pregnant with her second child and will become the first sitting Senator to give birth while in office -- said she cannot “technically take maternity leave.” Talking with Politico’s Women Rule podcast, Duckworth said that if she takes time off, she would not be allowed to sponsor bills or cast a vote during that period. She said she wants to work with Senate leadership to figure out how she can still vote during her planned 12 weeks of paid leave. "It's going to change some Senate rules," she said. She also questioned what she would do with her newborn in certain situations, given that children are not allowed on the floor of the Senate. "If I have to vote, and I'm breastfeeding my child, especially during my maternity leave period, what do I do? Leave her sitting outside?" she asked. Kamala Harris Grills FBI Director
At a Senate Intelligence Committee Hearing on Tuesday, Senator Kamala Harris (D-CA) grilled FBI Director Christopher Wray over Donald Trump’s access to information on the Russia investigation. “I would like to emphasize the point that we all, I think, share in making, which is we thank the men and women of your agencies for their selfless work. They do it on behalf of the American people without any expectation of award or reward, and we cannot thank them enough for keeping us safe,” Harris began. Then she turned to Trump’s decision to declassify the memo by Congressman Devin Nunes (R-CA), which alleged surveillance abuses by the FBI tangentially related to the Russia investigation. She asked Wray if he believes there’s an actual, or at least appearance of, a conflict of interest when the president is put in charge of declassifying information that could complicate an ongoing investigation into his own campaign. Wray replied, “I leave it to others to characterize whether there’s appearance or conflict of interest, but I think the president was fulfilling his responsibility in that situation.” Harris asked if Wray would present “additional sensitive FBI information on the investigations into his campaign” if the president asked for such documents. Booker Pledges No More Corporate PAC Money
Senator Cory Booker (D-NY) took to Twitter on Tuesday night to announce that he would no longer take campaign contributions from corporate PACs. “I heard from constituents today asking about corporate PAC contributions. I’m joining several of my colleagues & no longer accepting these contributions,” Booker tweeted. “Our campaign finance system is broken ... it’s time to pass campaign finance reform.” The Democratic group End Citizens United has been lobbying candidates to pledge not to accept corporate PAC money. The group takes its name from a controversial 2010 SCOTUS ruling that found the government cannot restrict political contributions from corporations, and Booker is the fifth Senator so far -- and the first Senator of color -- to take the anti-corporate PAC money pledge. The group Open Secrets, which tracks campaign contributions, reports that Booker accepted $1.8 million from business PACs from 2013-2018. More here.

Top PACs of Color Form a Pack
The AAPI Victory Fund, Emgage PAC, and the Latino Victory Fund announced a partnership that will allow them to support diverse, progressive minority candidates in the upcoming midterm elections. In this partnership, the three groups will also work together to keep progressive organizations and the donor community accountable. “Elections continue to be won by the slimmest of margins and ensuring success requires candidates to get the ‘margin of victory’ votes. Simply put, our three communities represent that margin, and with the right investment and cultivation, we can ensure a sustainable majority,” said Shekar Narasimhan, Chair of the AAPI Victory Fund. “The 2016 Elections unleashed an unprecedented wave of hate and discrimination at the highest levels ... The Muslim American community knows this firsthand, and we must work to ensure that minority communities become more political engaged,” said Wa’el Alzayat, CEO of Emgage PAC. Eric Holder Builds NDRC Team and Rolls Out Strategy
If Eric Holder had two words to say to the GOP, it might be these: game on. Flanked by two members of his National Democratic Redistricting Committee (NDRC) team, Holder shared his 2018 roadmap with an intimate group of reporters on Monday. The NDRC is targeting 12 states this election cycle, including nine gubernatorial races, 20 legislative chambers, two ballot initiatives, and two down-ballot races. The group also has eight additional states on their “watch list.” While he’ll have big name surrogates like former President Barack Obama out front in the effort, he’ll have some equally important people behind the scenes leading the work. Akunna Cook is serving as Holder’s top Advisor. She was one of the key architects of the strategy serving as the Project Manager of the state by state analysis. She will be an integral member of the team helping to lead the work. And she’s got the chops to do it. The 2002 Howard University graduate earned a Master’s from Harvard in 2004 before completing law school at Yale in 2016. Obama alumnus Patrick Rodenbush will be leading NDRC’s communications. Holder will be bringing on additional diverse talent, as African American voters will be key to NDRC’s success. The Committee will also be working with a diverse pool of consultants and engaging both traditional and non-traditional outlets to reach voters and potential voters. “You can’t show up the weekend before an election and ask African Americans to come out and vote ... this is a multi-cycle effort,” Holder said. With a four-part strategy focused on advancing legal action, mobilizing grassroots energy, supporting reforms, and winning targeted elections, they're tackling the problem from every side. Police Investigating Suspicious Substance Sent to Obama’s Office
Police in DC are investigating a “white substance” that was sent to former President Barack Obama's office space on Tuesday. DC Fire and Emergency Medical Services and the Metropolitan Police Department said the substance was quickly cleared from the headquarters for the World Wildlife Fund, where Obama leases space. The substance was found to be non-hazardous. Fox 5 DC reported that mail containing the white substance was sent to the building from Hong Kong and had no return address. Police, however, did not verify where the substance came from or its intended recipient. It was discovered in the building's mailroom before authorities were called to the scene. More here.

Danny Glover Joins Hank Johnson on Capitol Hill
Congressman Hank Johnson (D-GA) is hosting a briefing tomorrow on a resolution he introduced which seeks for Congress to designate from January 1st, 2015 to December 31st, 2024 the “International Decade for People of African Descent.” To aid him in this effort, he is bringing actor and activist Danny Glover. The resolution seeks to spotlight Afro-descendants, and expand their access to social, economic, and educational prosperity. Johnson says designating the "International Decade for People of African Descent creates a path toward increased visibility, and encourages a productive relationship between government, non-governmental, and advocacy organizations with Africans and Afro-descendants to develop programs that promote inclusion, champion justice and equality, unravel racism, and uproot intolerance." Johnson and Glover and will be joined by Dr. Mischa Thompson, Policy Advisor at the Helsinki Commission; Carlos Quesada, Executive Director and Founder of the International Institute on Race, Equality and Human Rights; and Willie Baker, EVP of the Coalition of Black Trade Unionists. This week, the Human Rights Campaign named Nicole Greenidge-Hoskins as SVP, General Counsel. She has previously served as General Counsel to the Whitman-Walker Clinic in DC and the DC Health and Hospitals Public Benefit Corporation and most recently led the Mirixa Corporation compliance group, where she was Senior Attorney advising on regulatory matters. She is currently an advisor to HOPE, a Baltimore-based organization that assists ex-offenders with rebuilding their lives. The Brown University graduate completed law school at Boston University. “Nicole has devoted her distinguished career to advocating not only for the LGBTQ community, but for all people who need a powerful voice to ensure their rights to health, safety and equality,” said HRC President Chad Griffin. “I couldn’t be more thrilled that she has agreed to join our leadership team." Tech Firm Names Chief Risk & Compliance Officer
The tech firm LendUp has named Mandeep Walia their new Chief Risk & Compliance Officer. He was promoted to the new role this month. Mandeep will be broadly responsible for LendUp’s enterprise risk management program, including information security, operational risk, and several other areas. He was most recently the Senior Director for Global Risk Management, and Compliance Strategy, Product, and Governance for PayPal. He also previously held leadership positions at State Street and PricewaterhouseCoopers. Walia earned degrees in law, finance, and accounting from the University of Mumbai. He also earned a Master’s from Bentley College. Former EEOC Chair Tapped as Assistant Secretary of Agriculture
Naomi C. Earp has been nominated to be an Assistant Secretary of Agriculture for Civil Rights. Until 2009, Earp was the Chair of the U.S. Equal Employment Opportunity Commission, a position she held since 2006. Prior to her appointment as Chair, she had served as Vice Chair of the Commission since 2003. Her 20-year-plus career also includes work with the Departments of Commerce and Agriculture and the National Institutes of Health. The Newport News, VA native and Norfolk State graduate also earned a Master’s from Indiana University and completed law school at Catholic University. Hovland Nominated to Lead HHS' Administration for Native Americans
Jean Hovland has been tapped to serve as Commissioner of the Health and Human Services Administration for Native Americans. Hovland, a long-time staffer to Senator John Thune (R-SD) who is currently his tribal affairs advisor, is an enrolled member of the Flandreau Santee Sioux. Hovland has worked for Thune since 2005 and played a key role in developing the Tribal Law and Order Act, the Tribal Veterans Health Care Enhancement Act, and the Restoring Accountability in the Indian Health Service Act of 2017. She was previously CEO of Wanji Native Nations Consultants which offered training services for Tribal programs and Tribal governments pertaining to homeland security, emergency management, stress management, and time management. Association for Women in Science Names Communications Chief
The Association for Women in Science (AWIS) has named María Ibáñez as its Chief of Communications and Marketing. She was most recently the VP of Communications and Digital Media for Comunicad. Ibáñez has held a number of communications roles, including senior positions at the National Academy of State Health Policy and the National Hispanic Caucus of State Legislators. She has also been an adjunct instructor at the University of Maryland's School of Journalism, and Trinity University's School of Communications. The University of the District of Columbia grad earned her Master’s from American University. AWIS is a global network that inspires bold leadership, research, and solutions to advance women in STEM, spark innovation, promote organizational success, and drive systemic change. “I am honored to be a part of AWIS. Ava DuVernay Launches Diversity Program
Filmmaker Ava DuVernay launched a diversity program on Monday that will fund internships in the entertainment industry for young people from underserved communities. The Evolve Entertainment Fund will assist 150 interns, with the goal to increase the number to 500 by 2020 and beyond. The program, which kicks off this summer, will distribute grants to entertainment companies and organizations around LA. The first grant recipient will be the Women in Entertainment Mentorship Program, a joint venture between Big Brothers and Big Sisters of Greater Los Angeles and The Hollywood Reporter. DuVernay is joined in this effort by LA Mayor Eric Garcetti. At an event announcing the program on Monday, the Compton native said that she was tired of attending diversity panels and that it was time for action. More here.

More Details Emerge About Omarosa’s Firing
More details have emerged in the firing of Omarosa. According to reports, the reality TV villain had been using the White House car service known as CARPET for her daily commute to work. This practice is strictly forbidden by the federal government. According to three administration officials, this is why White House Chief of Staff John Kelly dismissed Omarosa. After Kelly dismissed her, Politico reports that Manigault tried to storm the White House residence to appeal to Trump directly and accidentally tripped an electronic Secret Service wire that monitors entry and egress from the residence.
