Summer 2017 Monthly Construction Projects Update
The monthly “Backhoe Report” will give high-level updates on public and private projects that will be visible to or impact the public. Projects for the summer include the following (click on link above for details):

Discussion of the Citizen Involvement Top Priority
Staff presented an overview of the Community Engagement initiatives. The group also discussed renaming the sister top priority, which is currently called Multi-cultural Citizen Involvement. Staff will return with a recommendation for a new name based on Council's brainstorming.

Public Input
  • Aaron Newman introduced himself as the new Summit County Health Department's mental health & substance abuse coordinator.
  • Sandy Melville asked for clarification on the process to remand the Kimball Garage project to the Planning Commission. 
  • Sharelle Rodman & Mary Closser explained their efforts to help institute a plastic bag ban. Environmental Sustainability Manager Luke Cartin said this will be discussed during a work session at the May 11 Council meeting. A bag ban has not yet been passed in the state of Utah, so staff is making sure to research the issue thoroughly.
Council approved:
  • An agreement with Stanley Consultants for $41,672 for the stormwater master plan
  • A public utility easement to Questar to construct a high-pressure gas line at 600 Gillmor Way
  • A two-year sponsorship agreement with USSA. The agreement allows USSA athletes to use the PCMARC at no charge in exchange for the facility being branded an "Official Training Center of the U.S. Ski & Snowboard Team."
  • An agreement with Daley Excavators for the 2017 Water Service Line Improvement Project for $62,600
  • Continued use of BOARD budgeting software for $83,600
  • A change order for the Kimball Junction Transit Center electric bus charging station for $194,754. The change order allows the project's original contractor, Keller Construction, to complete construction of the overhead charging station.

  • The 1003 Woodside Avenue plat amendment combining two lots into one and demolishing one house
Council approved with amendments
An ordinance establishing waiver and reduction standards for development and impact fees for city projects, local nonprofits, and affordable housing projects. The city manager approval limit was increased to $25,000 per project and $200,000 per fiscal year. Other amendments were minor. Vote was 3-2.
Council continued to April 27:
Amendments to Land Management Code Chapters 2.5 Historic Recreation Commercial Zoning District and 2.6 Historic Commercial Business Zoning District.
