Special Message from Dr. Linda H. Aiken                            June 2019

It is the 30th Anniversary of the establishment of Penn Nursing’s Center for Health Outcomes and Policy Research (CHOPR)


The mission of CHOPR at its founding was to be a catalyst for upscaling nursing outcomes research to transform health care delivery to improve care and inform better health policies. All agree that CHOPR has contributed mightily to the amazing impact of nursing research on policy and practice these past 3 decades. CHOPR has delivered big time—producing huge studies that have captured the attention of the media and changed public policies in the U.S. and abroad.   

On CHOPR’s 30th Anniversary, we are kicking off an ambitious campaign to raise $1 million to enable CHOPR to continue to be a national and international resource to advance nursing services and policy research. I have personally pledged a $100,000 CHALLENGE gift that matches every contribution made by December 31, 2019. CHOPR’s researchers are also contributing personally. 

Why CHOPR is a resource benefitting all in our field:

(1) Trained 63 nurse researchers employed in 44 institutions in 24 states and 9 countries increasing substantially the infrastructure for nursing outcomes and policy research. 
Worked strategically to promote nursing services research funding opportunities at NIH, AHRQ, and private foundations that have benefitted many in our field.

(2) CHOPR faculty were present at the birth of AcademyHealth and paved the way for nurses and nursing research to be recognized and supported by the health services research community as evidenced by nurses receiving top research awards, inclusion of more nurses in leadership positions in AH, and growth of the Interdisciplinary Research Group on Nursing Issues (IRGNI) to be the largest interest group in AH. 

(3) CHOPR has been the spark creating nursing services and policy research capacity in 30 countries with nurse researchers abroad publishing in top tier interdisciplinary journals and gaining increasing influence with national policymakers as evidenced by patient to nurse ratio legislation in Queensland AU, Ireland, Wales, Scotland and the European Parliament’s modernization of nurse requirements for practice in the European Union.
Contributed new research methods and measures that have helped upscale nursing outcomes research.

(4) CHOPR’s success translating research to policy and attracting widespread media attention has benefitted everyone. 

(5) Most importantly we pioneered research that has improved the odds of millions of patients experiencing better outcomes and of nurses achieving greater status and influence in health care.     

CHOPR’s research funding is largely project-specific.
Its commitment to national and international nursing services and policy research infrastructure development is largely unfunded and the needs are great. RN4CAST, for example, is the most impactful study in nursing in modern times. CHOPR had the vision for the study, made our intellectual property available to make it happen, wrote the funding proposals, conducted the major analyses, and got the scientific papers into leading journals; the actual funding has been a pittance compared to our costs—CHOPR subsidized the study to make it happen. We ask you to join with CHOPR faculty, staff, students, alumni, friends, colleagues, and collaborators to help us continue to advance our field in ways that patient care and science benefits.
