Local Housing Marketing Program

D1) Local Housing Marketing Program, New County Code 
(Estimated Time: 45 minutes) 


Summary: 
The Board will consider a Local Housing Marketing Program ordinance aimed at giving people who live or work on the South Coast an early opportunity to rent or buy new market-rate housing.  If approved, the program would require developers of larger projects to market new units locally for at least six weeks before opening availability more broadly, helping address the region’s job-housing imbalance and reduce commutes.

Inclusionary Housing

D2) Inclusionary Housing Ordinance Amendment

Summary: 
The Board will consider updates to the Inclusionary Housing Ordinance to help increase the supply of affordable housing and better serve local residents and workers.  The proposed changes would allow developers to build required affordable units off-site and give priority to people who live or work on the South Coast.

Office of Inspector General

D3) Options Related to Implementation of an Office of Inspector General

(Estimated Time: 45 minutes) 


Summary: 
The Board will consider options to strengthen fiscal and administrative oversight of the Santa Barbara County Sheriff’s Office following findings of rising overtime costs and opportunities for improved monitoring and reporting. Options include creating an Office of Inspector General under state law to provide independent investigative authority or adding a dedicated internal auditor to monitor finances and operations. The Board may choose to pursue either option, a phased or combined approach, or continue enhanced auditing and reporting before taking further action, with each option varying in scope, cost, and level of oversight.

Proposed Restrictions on Immigration Enforcement Activities

D4) Proposed Restrictions on Immigration Enforcement Use of County Property, Election Integrity Protections, and Limits on Detention Facilities 

(Estimated Time: 1.5 hours) 


Summary: 
The Board will consider a three-part policy to address immigration enforcement impacts by restricting the use of County property for such activities, strengthening election integrity and voter protections, and exploring limits on detention facilities in unincorporated areas. If approved, the policy would also direct staff to develop safeguards for polling places, expand voter outreach and education, and evaluate zoning tools to limit new detention facilities.
