Status of Banking Related Government Services During Shutdown

Bank regulators remain in operation as the federal government shutdown that began Dec. 22 continued this week. The FDIC, OCC, CFPB and Federal Reserve are not funded from congressional spending, so they remain open. Some federal lending programs, however, such as the SBA, FHA and USDA programs, have been curtailed. FEMA continues to issue and renew National Flood Insurance Program policies, as an extension of the NFIP’s authorization until May 31, 2019, was passed in a standalone bill before the shutdown. For customers, the important message is that deposits are safe and FDIC insurance remains in place, and social security payments will continue. Banks have many options available to help their customers who may be affected. Compliance-wise, it’s always a good idea to have an open line of communication with your bank's primary examiner in charge and keep good notes on specific ways in which you're helping customers in the event there are questions from examiners down the road. GBA Advocacy Team Set for General Assembly Session

With the new calendar year also comes a new state legislative and government relations calendar for our advocacy team. The Georgia General Assembly will convene Monday, Jan. 14, at 10 a.m. And, inaugural activities for Governor-Elect Brian Kemp and other constitutional officers begin that afternoon. For more information, sign up with the transition team here. Our advocacy team is set for the session. An all-star slate of national-level speakers, networking with statewide elected leaders, policy and regulatory intel for the new year and fellowship with banking colleagues. What more could you ask for in an event to kick off GBA’s advocacy calendar in 2019? FDIC Chairman Jelena McWilliams and Atlanta Fed President Raphael Bostic will kick off the remarks at the Forum, and the agenda also includes Georgia Banking Commissioner Kevin Hagler and state Rep. Jay Powell (R-Camilla), co-chair of the House Rural Development Council and chair of the House Ways and Means Committee. Bankers among State’s Most Influential

We always welcome seeing bankers recognized for their service and influence around the state. Georgia Trend magazine this month included several bankers among its list of most influential Georgians for 2019. SunTrust Banks, Inc. Chairman and CEO William Rogers and Synovus Financial Corp. Chairman and CEO Kessel Stelling are among the 100 most influential Georgians, as is Raphael Bostic, president and CEO of the Federal Reserve Bank of Atlanta. United Community Banks, Inc. Executive Chair Jimmy Tallent is among the notable Georgians. Access the full list here.

Expanded Exam Cycle Final Rule Issued

Most Georgia-based banks are likely to qualify for an 18-month exam cycle based on final rules adopted recently by the major bank regulators. Banks with less than $3 billion in total assets, are considered "well capitalized," have CAMELS ratings of 1 or 2, and meet certain other criteria are eligible. There are only seven Georgia-based banks that exceed the asset-size threshold. Get all the details here.

Exemption Thresholds for Escrows, HMDA Reporting Raised

The CFPB recently adjusted the asset size exemption for certain banks related to escrow accounts for higher-priced mortgages and reporting HMDA data. The new Reg Z exemption threshold to qualify for an exemption to the requirement to establish an escrow account for a higher-priced mortgage loan is up to $2.112 billion to $2.167 billion. All but seven Georgia-based banks qualify for this exemption.

This seminar is back by popular demand.
