The 13th annual Fair Use/Fair Dealing Week was packed with activities celebrating the fundamental right of fair use, so we thought we’d end the week with some highlights! ARL partnered with Re:Create to host a congressional briefing on AI and fair use. The Canadian Association of Research Libraries hosted a virtual conversation on “User Rights in the Age of Generative AI.” Many libraries held special events and published blog posts to celebrate the week. Fair Use Supports Accessibility, but You Don’t Have to Take My Word for It

Updated Americans with Disabilities Act (ADA) Title II regulations will take effect on April 24, requiring state and local government websites and digital content to meet accessibility standards. As libraries prepare to meet these requirements, questions often arise at the intersection of copyright and disability law. What the CLEAR Act Gets Wrong
|
The bipartisan Copyright Labeling and Ethical AI Reporting (CLEAR Act) would require anyone using a training dataset in connection with the training or release of a generative AI model to submit a detailed summary of each copyrighted work in the training dataset to the register of copyrights. The bill’s broad definitions of “generative AI model” and “copyrighted works” will almost certainly cover libraries training and releasing generative AI models for research and educational purposes. Memorial: Robin Nelson Downes, 1932–2025
|
Robin Downes died at 93 on December 3, 2025, in Houston, Texas. Robin served as director of the University of Houston (UH) Libraries from 1980 until his retirement in 1997. “Robin Downes will be remembered as a steady, visionary leader whose influence helped shape the University of Houston Libraries into the essential academic partner it is today,” said Christina H.
